Black List of Tax Havens
Andorra, Monaco and Liechtenstein are on the black list of “uncooperative tax havens”, published by the Organisation for Economic Cooperation and Development (OECD).
The other countries mentioned in the OECD report are Liberia, Nauru, Vanuatu and the Marshall islands. These seven territories could suffer sanctions as from April 2003, the date set by the OECD for collaborative measures in the framework of the fight against world terrorism, money laundering and tax evasion.
Sanctions could be the revoking of bilateral fiscal agreements between these territories and the OECD countries. The OECD is composed of 30 member states, these being the EU and central European countries, USA, Canada, Australia, New Zealand, S. Korea and Japan.
For the time being, however, the OECD intends to proceed with dialogue, leaving the door open for a change of attitude.

Reports to Treaty Bodies
Committee on the Elimination of Racial Discrimination Liechtenstein's initial report ( CERD/C/394/Add.1 , November 2001) was considered by the Committee at its March 2002 session. The report prepared by the government contains information on, inter alia : the education system; the general political structure; the economy; the general framework within which human rights are protected; the status of international human rights instruments in domestic law; the ethnic characteristics of the population and the state policy for the elimination of racial discrimination; the constitutional and legal framework for the fight against racism e.g. the Constitution, the Criminal Code, the Employment Contracts Act, the Refugees Act, the Aliens Act, the Law on Naturalization; the situation of women and minority groups as regards protection from racial discrimination. The report also contains information corresponding to articles 2 to 7 of the Convention, including: measures related to the condemnation of racial discrimination and promotion of integration among races; measures to ensure social, economic, cultural and other rights of certain racial groups or individuals; the prohibition of segregation and apartheid; measures to punish specific acts of racial discrimination; measures to eliminate racial discrimination, in particular with regard to equality before the law, security of person, political rights, movement, nationality, marriage, property, inheritance, freedom of thought, conscience and religion, freedom of opinion and expression, assembly and association, trade unions, housing, health care, education, cultural life; the guarantee of effective legal remedy; measures to protect the right to education, culture and information.

GENERAL INFORMATION Country and people Geography The territory of the Principality of Liechtenstein is enclosed between Switzerland and Austria and covers a surface area of 160 km . Liechtenstein is divided into 11 rural communes, the two largest accounting for some 5,000 inhabitants each. A quarter of the land area is in the Rhine valley, while the other three quarters are on the slopes of the Rhine valley and in the inner Alpine area. Vaduz is the capital and the seat of the State authorities. Historical overview Archaeological finds bear witness to the fact that the territory of the present-day Principality of Liechtenstein has been permanently settled since the fourth millennium B.C. In the year 15 B.C., Rhaetia became a Roman province. During the Roman period, the Rhaetia culture became Christianized and Romanized. In the fifth century, Alemanni invaded the collapsing Roman empire and mixed with the existing population. Germanization of the culture continued up until the 12th century. Under Charlemagne, as a result of the centralization of imperial power, the former province of Rhaetia became a county.

Mr. President, Excellencies, Ladies and Gentlemen, Allow me to start my remarks by congratulating you on your election to the presidency of this 55th session of the General Assembly. I wish you much success in guiding this Assembly to fruitful outcomes and I pledge to you the full support of the Liechtenstein delegation. I would also like to congratulate the newest member, Tuvalu, on its admission to the United Nations and to welcome Tuvalu in particular amidst the group of small countries. I have had the honour to participate in the General Debate before, but this year is very special. It marks the 10 th anniversary of Liechtenstein's membership in the United Nations. I would therefore like to include in my remarks some of the issues to which Liechtenstein attaches particular importance in its UN-engagement. For Liechtenstein, as for many other countries, the United Nations stands for the protection of human rights and human dignity and for the promotion of common values. Mr. President

Ethnic groups: Liechtensteiners, Swiss, Austrians and Germans. Religions: Roman Catholic 76%, Protestant 7%, Muslims 3.6 %, others 1.1%, no religion 10%. Languages: German (official), Alemannic dialect. Government Type: Hereditary constitutional monarchy. The Principality of Liechtenstein was established within the Holy Roman Empire in 1719; it became a sovereign state in 1806. Until the end of World War I, it was closely tied to Austria, but the economic devastation caused by that conflict forced Liechtenstein to conclude a customs and monetary union with Switzerland.
Since World War II (in which Liechtenstein remained neutral) the country's low taxes have spurred outstanding economic growth. However, shortcomings in banking regulatory oversight have resulted in concerns about the use of the financial institutions for money laundering.

Liechtenstein Nod off and you might miss Liechtenstein - it's more akin to a big ski run than a regular European country. You could even be forgiven for thinking that it was part of Switzerland: its currency is Swiss, all travel documents valid for Switzerland are also valid for Liechtenstein, and the only border formalities are on the Austrian side. You can look for differences between Liechtenstein and Switzerland but you're kidding yourself if you think you've found many. Liechtenstein issues its own stamps (which draw some of the more philatelically minded); and unlike Switzerland it joined the United Nations in 1990, and the European Economic Area (EEA) in 1995. Covering only 62.4 square miles and with a population of 32,000 people, it is a wonder the small European country of Liechtenstein even exists. But the principality has carved out a humble spot for itself on the European map since 1719, and offers a treat for tourists who are game for a diversion. bodyOffer(32412) Liechtenstein is a small strip of earth wedged between Austria and Switzerland. The country is almost an extension of their Swiss neighbors as Liechtensteiners use the Swiss airport, the Swiss currency and official Swiss travel documents. The border between Liechtenstein and Switzerland is also open. Amicable relations between Liechtenstein and Switzerland have endured throughout the former’s history. The Liechtenstein family of Austria founded Liechtenstein when the two provinces of Vaduz and Schellenberg merged. By 1719 the Holy Roman Empire granted Liechtenstein the status of an independent principality. Given her small size, the young country felt threatened by her more powerful neighbors. Their fears were realized when Napoleon eventually conquered the nation. Liechtenstein's vanquished state didn’t last long and her independence was restored by 1815 with Napoleon’s demise. To avoid another aggressive takeover, Liechtenstein moved toward neutrality much like the Swiss. For a time, Liechtenstein allowed Switzerland to guide her foreign affairs. Liechtenstein's neutrality was respected throughout World War I and World War II.

    Today's cathedral was built between 1150 and 1272 and shows the influences of all large western societies which is due to the city's location near the pass roads.

    Church in Zillis During the romanic period - at the beginning of the 12th century - the construction was completely terminated and newly begun. At this time, around 1130 to 1140, the painted ceiling was created. This work of art is actually the only onr of its kind which goes back to the romanic period, is nearly complete and is preserved without any paint covering it. It ought to be the only church ceiling of its kind in the whole world. Most ceilings are made of fir wood and were first ground with a thin layer of plaster, painted and only then fixed to the ceiling.
