Office of the Spokesman for the Secretary-General
(OSSG)
Resolution 748 of 31 March 1992 imposed an arms and air embargo and a reduction of Libyan diplomatic personnel serving abroad. It also set up a Security Council sanctions committee. Resolution 883 of 11 November 1993 tightened sanctions on Libya. In this resolution, the Security Council, among other items, approved the freezing of Libyan funds and financial resources in other countries and banned the provision to Libya of equipment for oil refining and transportation. Resolution 1192 of 27 August 1998 reaffirmed that the measures set forth in its resolutions 748 (1992) and 883 (1993) remain in effect and binding on all Member States, and in this context reaffirmed the provisions of paragraph 16 of resolution 883 (1993), and decided that the aforementioned measures shall be suspended immediately if the Secretary-General reports to the Council that the two accused have arrived in the Netherlands for the purpose of trial before the court described in paragraph 2 of the resolution or have appeared for trial before an appropriate court in the United Kingdom or the United States, and that the Libyan Government has satisfied the French judicial authorities with regard to the bombing of UTA 772. Resolution 1192 also expressed its intention to consider additional measures if the two accused have not arrived or appeared for trial promptly in accordance with paragraph 8 of the resolution.

Postal Services and Stamps of Libya Postal stamps have been in use since Libya was part of the Ottoman Empire. Turkish stamps were used without any overprint showing their origin or locality. Letters with stamps that had been mailed out of the region could only be identified by their return address. The early local postal outlets were in the form of small agencies that set up shop near international consulates and navigation companies at major ports. Since the services of these outfits were unreliable, Italy established the first main postal outlets in order to ensure some sort of a communication link to its residents in the Ottoman colony in this part of North Africa in 1869.
Italian stamps went into circulation at the beginning of 1909 and were in use until the Italian occupation in 1911. The original stamps had overprinted names of the postal outlets, Tripoli di Barbaria and Benghazi di Barbaria. The name Libia was also overprinted on Italian stamps between 1912 and 1922. Stamps bearing the overprints of Cyrenaica, Fezzan, and Tripolitania were also in use until 1932 when proper stamps of these regions were issued and remained in use until 1936. Italian stamps without any overprint were also in use until 1943.
It was not until independence in 1951 and the unification of the three regions of Libya under the name The United Kingdom of Libya, that stamps commemorating Libyan subjects began to appear in print.

Political History Basic Facts Introduction. Geography was the principal determinant in the separate historical development of Libya's three traditional regions Tripolitania, Cyrenaica, and Fezzan. Cut off from each other by formidable deserts, each retained its separate identity into the 1960s. The most significant milestones in Libya's history were the introduction of Islam and the Arabization of the country in the Middle Ages, and, within the last two generations, national independence, the discovery of petroleum, and the September 1969 revolution that brought Muammar al Qadhafi to power Early history. The Romans invaded Tripolitania (the region around Tripoli) in 106 BC, and by 64 BC, Julius Caesar's legions had completed the occupation. As a Roman province, Libya was prosperous, reaching a golden age in the 2nd century AD. The three principal Roman cities of Sabratha, Oea and Leptis Magna provided the empire with grain, oil and a supply of slaves and exotic goods from sub-Saharan Africa. Byzantine influence.
