Commentary Welcome to our complete listing of public library web pages. When we started this page in 1995 there was only one library service with a set of web pages, Surrey County Libraries . Now there are . . . . We'll leave you to count them if you want to. Attractive design and commitment to interactivity are still rarer than they should be. Many of the pages you can reach from our list are, to be blunt, dull. Some are little more than directories of services - the kind of information you find in library leaflets. All very worthwhile, no doubt, but they don't connect with the online visitor in the way that this medium makes possible. Happily, there are exceptions. To make it easy for you to find them, we've added a little star to the listing for libraries which we think are making an effort to use the medium imaginatively. The things we look for on interesting public library pages include:
Interactive features. These might include opportunities for feedback, participation in online events, invitations to contribute, for example, book reviews.

- Find public libraries that compare to yours! Public Library Locator - Locate a Public Library and find out descriptive information about it! Nationwide descriptive statistics on public libraries are collected and disseminated annually through a voluntary census, the Public Libraries Survey. The survey is conducted by the National Center for Education Statistics (NCES) through the Federal-State Cooperative System for public library data (FSCS). FSCS completed the collection of FY 2000 data in the summer of 2001. Statistics are collected from over 9,000 public libraries. Data are available for individual public libraries and are also aggregated to state and national levels. To view information about the survey, publications, data, links, and contacts, just click in the banner above.

Introduction
Libraries in the United States have been collectively battling against censorship ever since the American Library Association (ALA) issued its first Library Bill of Rights in 1939, a document proclaiming the Association's basic policy on intellectual freedom. With the moral and professional support of ALA and its Bill of Rights, libraries have generally been successful in defending their collections against censorship and in asserting their right to provide unrestricted access to information as well as equal and fair service to all users [ ]. Now, sixty years and several versions later, the ALA Bill of Rights is still providing support to libraries engaged in this continuous struggle but the battleground has shifted from print to electronic information, from the book to the Internet. And while the pressure of book censorship has decreased, the ambiguous and amorphous nature of the Internet presents an even more difficult challenge to those who would defend freedom of information principles [

New hosts for services
The EARL Consortium for Public Library Networking, which began as Project EARL (Electronic Access to Resources in Libraries) in 1995 revolutionized the public library landscape by offering public libraries a web presence, as well as models for national networked services. The EARL Consortium has provided public libraries with such successful demonstrators as Familia, Ask A Librarian, Euroguide among others. But more importantly it gave public libraries a higher technical profile, through advocacy and research, and offered them support and guidance to enhance their own services. It has laid the groundwork for such initiatives as the People’s Network. On 18 July, the EARL Management Board met to consider the results of a consultation exercise concerning the future of EARL. The Board and Partnership has had to draw far-reaching conclusions, not only on the future of EARL itself, but also regarding the relevance and role of an independent national public library agency vis-à-vis the emerging regional agenda. After considering all of these factors, the EARL Management Board has voted to wind up EARL and its exemplar services as of 30 September 2001, in recognition of the increasing responsibilities and development public libraries are taking on at the local and regional level.

New Censorware.org Report FInds That This Page Is Blocked by BESS
A new investigative report by Censorware.org ( "Passing Porn, Banning the Bible" ) has found that this page and the entire Mid-Atlantic Infoshop is blocked by Bess censorware. This means that schoolchildren in several states can't access this site at all. The report also found that dozens of other non-porn sites were blocked and that Bess didn't block dozens of porn sites. This latter finding shows how Bess can't even accomplish what is purports to do: block porn sites.
