To: Faculty, staff, and students served by the Health Sciences Libraries
Along with other libraries on the UW-Madison campus and throughout the UW System, the Health Sciences Libraries (Middleton, Weston, and Pharmacy) are evaluating current journal subscriptions and planning a major cut in journal titles. We currently subscribe to over 3300 journal titles at an annual cost of over $1.2 million. We plan to cancel 111 titles for a total savings of $100,756. Of those 111 titles, 65 titles are duplications within the Health Sciences Libraries. Rising costs and new information demands will drive libraries of the future to become regional consortia of digital information services organized under a few large umbrella organizations. Members of these "metalibrary" consortia will continue to subsidize libraries as a public good with new expenses being covered by modest user fees for members and more substantial access charges for external users.
NEW MISSIONS AND CUSTOMERS
From the new "Tower of Learning" in Paris to the Alexandria Library in ancient Egypt, libraries have been localized warehouses of physical information. With the advent of computerized networks and digital data storage, future libraries will preserve, create and organize digital information links for both local and non-local use and lose their physical form. A number of large, primarily university-based libraries are pioneering this restructuring to become virtual information providers. The changing mission, customers and costs of service will lead to the consolidation and specialization of digital libraries. The ongoing mission of libraries has been to acquire, organize, and preserve information, while making it accessible to a wide array of consumers.

    The GD libraries are the principle PHP module used for image manipulation, and are available from Boutel.Com, Inc. If you are lucky enough to be hosted on (or indeed own) a server running GD2.0 or above, you'll have the ability to use truecolour images in jpeg format (and in png if version 2.0.4+) and therefore, you won't really benefit by reading this tutorial. Those using GD2.0+ should be opting to use ImageCreateTrueColor in place of ImageCreate , and ImageCopyResampled in place of ImageCopyResized to assure use of maximum colour levels. If you're running anything under 2.0, read on!

    In December 2001, The Task Force on Funding and Improvement of Public Libraries issued a report indicating that Delaware Public Libraries are severely under funded. Delaware ranks 9 th in the US in terms of per capita income but ranks 35 th in terms of library operating funds and 50 th in terms of library staffing. The report provided an outline for cost effective State support of Delaware Libraries, which is fully supported by this program and the Statewide Technology Plan for Delaware Libraries. Delaware must increase its investment in its libraries. If Delaware is going to meet the changing needs of its communities and bridge the current gaps in service and access to information, it must:
    • Develop a system of Regional Libraries geographically located to service the state;
    • Increase Staffing for Public Libraries and the Division of Libraries; and
    • Increase the investment in Library Technology and Technology Renewal.
    State Funding for Library Technology must:
    • Replace obsolete technology and fund an adequate renewal program;

    Design
    Rogue River Branch Library Floorplan The library design incorporates two different types of space. The staff work rooms, community meeting room and restrooms are physically "walled off" for functionality, noise control, and privacy. The rest of the library uses shelving, seating and table placement to create a sense of specific library spaces, while maximizing flexibility for expansion and reconfiguration as library usage changes. The circulation desk is centrally and strategically located to provide optimum patron contact and supervision. Seating is provided at tables, computers, and in comfortable lounge chairs. There are a total of 22 computer workstations, with 10 designated for public use. The flexible design of the library allows for easy installation of additional workstations as funding allows and library usage requires.
