LIBERIA: Government must set its house in order, 98.7.23
ABIDJAN, 23 July (IRIN) - Liberia would have to set its own house in order before it could expect a major injection of international financial aid, senior Western diplomats and aid agencies have told IRIN. Reacting to President Charles Taylor's accusation this week that the international community had failed to provide funds for post-war reconstruction, agencies said Liberia's government must first set its own house in order before international assistance could be effectively channelled through ministries. It has been twelve months since Taylor won presidential elections by a landslide and officially ended the seven-year civil war. However, Liberians have seen little improvement in the economy, public services or security, analysts say. "If anything, things are getting worse," a Liberian businessman commented. "There is no electricity, we pick up our water at distribution points, and you still have to go to a hospital run by aid agencies if you are sick," he said. One of the main reasons so many Liberians voted for Taylor was they believed the leader of Liberia's largest faction, the National Patriotic Front for Liberia (NPFL), could guarantee security. But the murder last year of leading opposition member, Samuel Dokie, and the continuing unsolved disappearances of other civilians arrested by Liberia's security forces have maintained a climate of fear, diplomats say.

Posted to the web January 13, 2003 Monrovia The Liberian government on Friday dropped treason charges against two officials of the Inter-Religious Council of Liberia and freed them from further detention. Justice Minister and Attorney General Lavela Koboi Johnson said the government took the decision because it did not have a case against the two religious leaders, David Kiazolu and Rev. Christopher Toe who had been in detention since 28 December. Johnson noted that the government was committed to the search for a lasting peace in the country and added that any process towards finding a solution to the country's conflict should not be done in secret.

Posted to the web February 26, 2001 Sierra Leone has joined Guinea's call for immediate sanctions against Liberia, reversing an earlier decision by Freetown supporting a regional proposal for a delay in the action. The state-owned Sierra Leone New Agency, SLENA, reported the government as saying on Monday that Liberia was gradually eroding the basis on which ECOWAS had called for a two-month delay in the application of sanctions. Freetown accuses Monrovia of failing to show proof and independent verification of steps it says it has taken to disengage from the Revolutionary United Front (RUF). Sierra Leone also says that Monrovia continues to harbour the families of senior RUF members, and that Liberia continues to violate an arms embargo and the ECOWAS moratorium on arms imports.

    MONROVIA Liberian government forces were fighting Friday for control of the main rebel stronghold, a diamond-rich town northwest of the capital, defense officials said.
    The town of Bopolu, 60 miles from Monrovia, has changed hands twice during the past two days of fighting, soldiers returning from the battlefront said.
    Government troops failed to capture the town Friday because they ran out of ammunition, the soldiers said.
    Fighting also took place Friday at Tubmanburg, Zorzor, Voinjama and Gorlu in the north of the country, a defense official said.
    Rebels have stepped up attacks against President Charles Taylor's government, and fighting has been reported in five counties.

    TUBMANBURG Brandishing rifles, jubilant government troops strutted through heavily looted Tubmanburg in northwestern Liberia after driving away rebel forces who had controlled it for close to three months.
    Ten mutilated bodies lay on the outskirts of this iron mining town, whose streets were littered with spent bullet cartridges Saturday.
    Government forces said the bodies were those of rebel fighters, who were chased out of town in a fierce gunbattle late Friday.
    President Charles Taylor's government has been battling a shadowy rebel movement for three years. The insurgents have stepped up attacks in recent months, reaching to within minutes of the capital, Monrovia, in May.

    Publié sur le web le 26 Février 2001 Liberia's government has denied that the closure of four private newspapers, just after the arrest of four journalists in connection with reports carried in their weekly, is part of a crackdown on the media. Information Minister Jonathan Reffell said the newspapers were closed because of unpaid taxes and that they had received prior warning. "As far as I know, at this time they (the newspaper managers and owners) are negotiating with the Ministry of Finance, and they are prepared to pay up their taxes so they can function," Reffell said in an interview broadcast on Monday by the British Broadcasting Corporation (BBC). The dailies were closed on Thursday after receiving a 24-hour ultimatum to pay off their taxes, according to PANA, which quoted one of the four as saying their arrears were overstated while another said the state had refused a partial payment of its arrears. The closures came on the heels of the arrest of four journalists in connection with a report that the government had spent US $50,000 to repair a helicopter while its workers went unpaid.

    Government forces claim success against the rebels
    Liberian President Charles Taylor has lifted the state of emergency imposed eight months ago after rebels began threatening the capital, Monrovia. Speaking after the recapture of the north-western town of Bopolu on Friday, Mr Taylor said he had taken the decision because of the reduced danger from rebels. Thousands have been displaced by prolonged fighting
    There was applause from ministers and officials in the presidential mansion as Mr Taylor made the announcement in a special nationwide address. He also declared an end to a ban on all public gatherings and political rallies which he claimed had been imposed as part of necessary security measures against the rebels. However at the time many accused Mr Taylor of over-reacting and using the rebel threat as a pretext to suppress political opposition.
