    The simmering row in the Tory party over section 28, which has become a totem for social liberals in the party, erupted at the Guardian's fringe meeting yesterday after one Conservative moderniser called it "offensive". As the party struggles to define itself, Steven Norris, the Tory candidate for London mayor, said: "Section 28, which effectively says homosexuality is due to a lack of moral fibre, is offensive."

Proceedings Introduction In March 2001, the National Democratic Institute for International Affairs (NDI) and the Council for Asian Liberals and Democrats (CALD) launched a unique program in Asia on Political Party Strategies to Combat Corruption . The purpose of the program is to support political parties in their efforts to implement internal anti-corruption reforms through enhanced democracy, accountability, and transparency in party structures and practices. In addition, the program aims to understand better the challenges facing parties with respect to party financing, national legislation and regulations, and public expectations. In the first stage of this program, NDI and CALD conducted research to identify existing strategies and mechanisms parties are employing to limit opportunities for corruption, whether voluntarily adapted or mandated by external legislation. This research took place in eight countries: Cambodia, Indonesia, Malaysia, Nepal, Philippines, South Korea, Taiwan, and Thailand. NDI and CALD first examined the external environment in which parties function. The research explored the general political context of each country, including the country’s transition to democracy, current political climate, governance and electoral systems, and problems with political corruption. In particular, NDI and CALD studied the legislation and institutions governing political parties, elections, and political finance.

    The BC Liberals represent hundreds of thousands of British Columbians Over one hundred thousand British Columbians have joined together as members of the British Columbia Liberal Party. They, and hundreds of thousands more British Columbians are represented in the Legislature by our Party Leader and Premier of British Columbia, Gordon Campbell, and 76 other hard-working BC Liberal MLAs. On September 11, 1993, Gordon Campbell was elected Leader of the BC Liberals. Since then, under Campbell's leadership, BC Liberal Party membership has grown from 16,000 to over 100,000.     In 1997, Richard Neufeld, the MLA for Peace River – North, who was elected as a Reform BC candidate, joined the BC Liberal caucus. In June of 2000, Jack Weisgerber, the MLA for Peace River – South, who was Reform BC Leader during the last election, officially endorsed Gordon Campbell as BC’s next Premier. (Mr. Neufeld was selected to serve in Cabinet on June 5, 2001, and the Honourable Richard Neufeld is the Minister of Energy and Mines.) We are a made-in-BC party. In 1991 the BC Liberal Party severed ties with all federal political parties. We are not affiliated in any way with any political party on the federal scene.

    A political party is a group organized to support certain policies on questions of public interest. The aim of a political party is to elect officials who will try to carry out the party's policies. The questions may range from issues of peace, war, and taxes to how people should earn a living. A large political party usually has millions of members and supporters. When people in a democracy disagree about what the government should do, each voter expresses his opinion by voting for the candidate that supports his side of the argument. How Parties Began Although parties began long ago, they have not always existed. The ancient Greeks, who were pioneers in political affairs, had no organized political parties in the modern sense. In ancient Athens all native, free, male Athenians belonged to the Assembly, the governing body of the city. Each man voted as he thought best. The Council of Five Hundred, renewed each year, carried out the wishes of the Assembly and proposed measures for their consideration. Groups in the Assembly sometimes acted together to pass a law. But they did not organize into lasting political parties. The Roman senate had two groups that were somewhat like modern political partiesthe Patricians and the Plebeians. The Patricians represented noble families. The Plebeians represented the wealthy merchants and the middle class. Although these two groups often mingled, at times they voted as factions, or parties, on particular issues that were important to the groups they represented.
