Scott, University Counsel Re: Requests for Legal Assistance and Procedures for Receipt of Legal Documents This is an update of the established guidelines to be followed for requesting legal assistance from attorneys charged with representing the University's interests (see I. below) and procedures for receiving legal documents such as lawsuits, subpoenas and complaints or notices of investigations from state or federal administrative agencies (see II. below).

I. Requests for Legal Assistance
A. General Legal Matters
1. Requests for legal advice made by anyone reporting to you should be first made to you, and only if you are satisfied that legal advice is necessary, should a written request then be sent to our office stating that you have approved that request. Except in emergency situations, all requests for legal advice should be in writing. If possible, copies of all pertinent documentation should be attached to the request. This saves everyone's time in the long run, because the attorney assigned cannot give any meaningful help until he or she receives the relevant factual data. Telephone inquiries will be answered to the extent possible if it is not feasible to follow the above guidelines.

In addition to OISA, several offices offering a variety of services to students are located in the Fred H. Turner Student Services Building at 610 East John Street. Some of these services are: The Dean of Students Office , Emergency Dean Service, Room 300, 333-0050, provides counseling and assistance 24 hours a day. If you miss class for an extended period of time because of serious illness or injury, contact an Emergency Dean for advice. The Office of Women’s Programs in Room 300, 333-3137, offers information, services and programming for women students. This office is one resource for women who feel that they may be victims of sexual harassment or sexual assault. A library and resource file of materials of interest to women is also located in this office. The Counseling Center , 2nd floor, 333-3704 and 333-8360, has counselors who can provide help on a wide variety of personal, social, academic, and vocational problems. In addition, they have special assistance for international students. Help is often in the form of individual or group counseling sessions, workshops, testing services, or the Reading and Study Methods Program. Counselors also provide students with professional assistance in identifying and obtaining the most appropriate help, whether from within the Center or allied agencies located on campus or within the community. The Counseling Center also has offices at the McKinley Health Center.

Legal Jobs with the Office of Regional Counsel
EPA is divided into ten regions. Region 9 covers California, Nevada, Arizona, Hawaii, Guam, and other Pacific Islands, and 140 Tribal Nations. The Region has over 850 employees, supported by approximately 65 attorneys in the Office of Regional Counsel (ORC).
Type of Work
ORC attorneys spend most of their time on enforcement matters. They work closely with Region 9 technical staff (such as inspectors and engineers) to develop cases for administrative and civil litigation. Administrative cases are handled exclusively by ORC attorneys who appear before administrative law judges and other hearing officers. Civil cases are handled jointly with the Department of Justice and the U.S. Attorney’s Offices. EPA also has an active criminal enforcement program. As is typical of most litigation, few enforcement cases actually reach the trial stage. Thus, ORC attorneys spend most of their time in negotiations. Agreement is reflected in either judicial consent decrees or administrative orders that contain provisions for penalties and/or injunctive relief. Attorneys also participate in public outreach efforts.

The Office of General Counsel has designated a senior attorney to serve as the formal coordinator for the Honors Program.  The coordinator will ensure that all Honors Program Attorneys have mentors within the Office of General Counsel who can assist them in acclimating to CIA and the practice of law, and that all Honors Attorneys are afforded the opportunity to participate in relevant training courses.   The CIA Office of General Counsel handles, among other things, legal issues relating to foreign intelligence and counterintelligence activities, international terrorism, international narcotics trafficking, nonproliferation, personnel and security matters, clandestine movement of materials and supplies, contracting, finance and budget matters, legislation, and both civil and criminal litigation.  The Office of General Counsel consists of approximately 100 attorneys with a variety of backgrounds and experience. The Office of General Counsel of the Central Intelligence Agency (CIA) has a Summer Legal Clerkship Program that allows a small number of exceptionally qualified law students to obtain a broad exposure to the practice of intelligence law for several months during the summer. Although the Office of General Counsel makes no commitment with respect to future employment beyond an individual’s summer clerkship, each individual may be evaluated for future employment in OGC at the conclusion of an individual’s clerkship. Whether continued employment will be offered with the Office of General Counsel is entirely discretionary, and will be based upon the individual’s entire resume package, performance as a summer law clerk, the availability of entry-level attorney positions, and overall budgetary constraints. A Guidance Note for Institutions
1 The Purpose of the Guidance
1.1 The purpose of this guidance note is to indicate what should be seen as good practice for an institution to adopt in the conduct of its legal affairs and its relationships with providers of legal services. It may be used as a reference point in the context of audit by the institution's auditors or by the funding councils. 1.2 It is accepted that the internal structures and practices of institutions vary and for that reason the guidance is intended to provide a framework of good practice rather than to set down detailed or prescriptive rules for HEls. 1.3 Institutions use different titles for their senior officers with administrative responsibility (for example, Vice-Chancellor/Principal/Chief Executive; Clerk to the Governing Body/Secretary to Council/Court; Secretary/Registrar/Director/Head of Administration/Pro Vice-Chancellor). In interpreting these roles, institutions should, where appropriate, substitute the titles of their relevant officers.
2 The Responsibility of the Governing Body
2.1 The governing body has the responsibility for the effective governance and management of the institution within the terms of the institution's articles of governance. This includes responsibility for ensuring that the institution's legal affairs and relationships are conducted in a proper and effective manner.

This award is made for the best book published by a New Zealand-based author on matters concerning or relevant to New Zealand law. It carries a prize of $2,000.
2. The Sir Ian Barker Published Article Award
This award is made for the best article published by a New Zealand-based author. Articles published in law journals as well as essays published in books are eligible. It carries a prize of $1,500.
B. Unpublished Student Paper Awards
These awards are open to unpublished student papers between 10,000-15,000 words written for course credit at a New Zealand university. There are separate categories for undergraduate and graduate students. Each category has a prize of $1,000.
Papers must be nominated in order to be considered for these awards. Each paper should be accompanied by a short note from the staff member who supervised the paper, commenting on matters such as the paper's originality and its contribution to the understanding or the development of the law.

C-Print: CART competition or not? by Gary D. Robson
(Jan 2001) In the 1980's, the National Technical Institute for the Deaf ( NTID ) at the Rochester Institute of Technology in New York invented a computerized note-taking system they call C-Print (TM). Since the technology really got started in 1996, over 200 C-Print operators have been trained. Using C-Print, a typist of modest abilities (60 wpm or better, according to NTID literature) can produce realtime text from a live lecture or meeting, just as a CART reporter can. The difference is that C-Print produces "notes" rather than transcripts, and makes no claim to being verbatim. C-Print operators, who unfortunately refer to themselves as "captionists" even though C-Print isn't used for captioning, use a series of abbreviations to increase their effective typing speed using a traditional QWERTY keyboard. Just as court reporters are trained to use briefs to write long words and phrases in a few strokes, C-Print operators are taught short abbreviations of common words and phrases. For example, a C-Print operator would write the sentence "This technology uses an abbreviation system" as "ts tech uses an abrevx sstm." In this particular sentence, eliminating 37% of the keystrokes allows a 60wpm typist to write at over 95wpm. C-Print operates on much the same principle as the AutoCorrect feature in Microsoft Word. It uses a customized version of a commercial product called Instant Text, from Textware Solutions. The C-Print version of the software is available from NTID.

It is recommended that their solicitor be an Accredited Personal Injury Specialist. The Law Society of NSW can provide a list of Accredited Specialists. No. People may represent themselves in court.  The legal term used to define self-representation is "pro se."  However, remember that our laws and court procedures can be complicated. If you do not have legal training, you might make mistakes that would jeopardize your case. Also see #4 in this section
