Its cultural milieu continues to show clear manifestations of a rich and diverse heritage. As an Arab country, Lebanon shares more than a common language with neighbouring Arab states; it also has a similar cultural heritage and common interests. In the 19th century Lebanese linguists were in the vanguard of the Arabic literary awakening. In more recent times, writers of the calibre of Khalil Gibran, Georges Shehade, and Michel Chiha have been widely translated and have reached an international audience. Lebanon’s rich history has been shaped by many cultural traditions, including Phoenician, Greek, Roman, Islamic, Crusader, Ottoman Turkish, French, and recently American. The resulting culture is distinctively Lebanese, a combination of East and West, past and present. Folk music and dancing have a long tradition and are very popular. Influential Lebanese writers emerged in the early 20th century and greatly influenced the Arabic language. Painters, sculptors, and performers and producers in theater, film, and television have recently distinguished themselves. Lebanon's antiquities and ruins have provided not only inspiration for artists but also magnificent backdrops for annual music festivals, most notably the Baalbek International Festival. At one time, international opera, ballet, symphony, and drama companies, of nearly all nationalities, competed to enrich the cultural life of Beirut. Lebanon has produced a number of gifted young artists who have shown a refreshing readiness to experiment with new expressive forms. Some Lebanese are active in European opera and theatre companies, while others are intent on creating a wider audience for classical Arabic music and theatre.

PREFACE
Description and Outlook "SCL conferences serve as all-encompassing, umbrella forums which provide a truly professional, non-partisan forum for all individuals interested in issues pertaining to Lebanon, to simply meet and discuss their affairs and the affairs of their country, hence the Title: " Towards a Better Lebanon: Action Plan". We have an obligation and most certainly a right to meet and discuss the ideas we all have for building a better and stronger future for our country. SCL is a free and open forum in virtual space; SCL conferences are free and open forums in real space. SCL is a place for the exchange of ideas no matter how big or small; SCL conferences provide opportunities for pulling together of ideas and the resources behind these ideas. We accept that this is a novel effort by its very nature of openness and non-partisanship , and is therefore bound to face controversy and criticism, yet it is indeed worth the effort. These conferences are not associated with any movement or organization. The SCL organizing committee is not organization, but rather a group of individuals dedicated to work for the rebirth of Lebanon, a committee that was formed from volunteers at the previous SCL conference. SCL conferences have an independent, grass roots spirit, and thus aim to be free of any political, religious and tribal biases. Such non-organizational freedom allows the committee to experiment with novel mechanisms to support the SCL structure. There is a great deal that the Lebanese diaspora can contribute, a great potential that has yet to be recognized and utilized in developing Lebanon for the better, Just as SCL provides a virtual meeting place for our ideas and debates to be exchanged, SCL conferences provide a real place for the resources behind these ideas to materialize.

Lebanon is 10,452 sq. km and has 4.3 million people. Most people live in cities, but there are still many small towns in mountains or farming areas. The north tends to be mountainous, the center flat, and the south hilly. Forests, wide rivers, and green valleys help make Lebanon a favorite tourist spot. Winters are snowy in the north and rainy farther south; summers are warm and occasionally hot. Spring and fall often are the favorite times of year because of pleasant weather.

Lebanon has one of the highest literacy rates in the Middle East. A compulsory five-year primary school program is followed by either a seven-year secondary program or a four-year program of technical or vocational traning. Major universities include the American University of Beirut, the Universite Saint-Joseph (subsidized by the French government and administered by the Jesuit order), the Lebanese University (Universite Libanaise) and the Beirut Arab University (an affiliate of the University of Alexandria). Some famous writers include Khalil Gibran, Georges Shehade and Michel Chiha. Lebanon is host to the Baalbeck International Festival, an annual music fest. At one time, international opera, ballet, symphony and drama companies worldwide performed in Beirut . Some Lebanese artists are active in European opera and theater companies, while others are trying to create a wider audience for classical Arabic music and theater. Dabkah (the national dance) and zajal (folk poetry) are enjoying a revival. Lebanon has registered publications in Arabic, English, French and Armenian, including many daily newspapers. Movies and videotape cassettes are popular. The country receives television broadcasts from Beirut's private companies, plus Egyptian and Syrian signals. In addition, the government broadcasts radio programming in Arabic, French, English and Armenian.
