An exception is made for emergency medical care when an ambulance is called. A 17 year old can refuse emergency medical care but a 16 year old's parents have to authorize their child's refusal of emergency medical care. When psychiatric problems or drug addiction are visible and verifiable, the child still has the right to refuse treatment, even though they are obviously unfit to make the decision, unless a court order can be obtained. There is the possibility of getting a court order for commitment to an institution, if you can find a bed in one that accepts juveniles and, if the child is unwilling, a bed in a lock-up unit. But I was told by one such facility that they would only hold my daughter against her will for 23 hours, even with the self-mutilation, which was pretty bad, unless she exhibited suicidal tendencies and they felt she was a danger to herself. For 23 hours, my daughter could say all the right things and she'd be out again. Since I knew she could do this, easily, I chose not to pursue the court order.

  • Changing the Laws. The Texas Legislature meets in 2000/2001. A 16 year old should not be able to sign themselves out of residential or hospital treatment, particularly for mental illness. Or if they may sign out, parents should not have to continue placing the child until they turn 18. We also need some type of boot camp or secure place for runaways and misdemeanor first offenders, where parents can choose to send an errant child, at their own expense, with or without prorated cost. Right now there is no place in Texas with locked doors, at any price.
  • I have 19 months to go, until Twin A turns 18 years old. My youngest will not attend public secondary schools, and I'll make sure that she gets help before we get into this loop, if she needs it. Personally, I don't think she will. So, it probably won't affect me if the laws don't get changed. It will certainly affect the parents of kids that are presently under 15 years of age with behavior, drug, alcohol and/or psychiatric problems. Self-interest dictates political action. What do you think of the Pennsylvania law that does not allow teenagers to drive between 11 p.m. and 5 a.m. until they have had their license for one year? James “Chalupa” Smith, 16, Spring Grove “I think that you should be able to stay out how ever long you want to, unless you get in trouble. Then there should be consequences.” Mathia Canon, 18, York “I think the curfew is a good idea. Teenagers just aren’t experienced at driving. Driving at night means different conditions. While the teen’s parents should set the curfew, the government is just trying to make up for bad parenting.” Val Morgan, 18, York “Unless you are driving irresponsibly, there’s no reason to be punished. If you were to be pulled over based on youthful appearances, wouldn’t that be like ethnic profiling? I don’t see what is so bad about younger people driving at night.     FREEHOLD TOWNSHIP — Mon-mouth County Sheriff Joseph W. Oxley attended graduation ceremonies for 23 local young people who successfully completed the annual Sheriff’s Youth Week program. The ceremonies were held at the Monmouth County Police Academy on July 28. The Sheriff’s Youth Week offers young people age 14 and older the opportunity to explore interests in law enforcement through police academy-style training, exercise programs and instructional sessions. Oxley commended the graduates of the Sheriff’s Youth Week program saying, "By your dedication and commitment to the excellence of completing this program, you’ve gained a unique perspective of the many missions and responsibilities of today’s law enforcement officers. Each year, I look forward to offering this program and I’m proud to add each of your names to the growing ranks of Youth Week graduates." This year, 23 young people from across Monmouth County enrolled to learn more about careers in law enforcement, including David Bates, Chris Gant, Thomas Holmstedt, Bret Jones, Mike Mahan, Raymond Mattia and Andrew Merola of Freehold.

History, heritage, education and common sense prevailed when political science students at a local high school took the initiative to lobby for the public good in Utah's 1996 legislative session. As a hands-on learning project designed by Scott Crump, advanced placement political science teacher at Bingham High School, promoting Utah's adoption of a permanent paper bill was designed to curtail long-term preservation problems associated with acidic deterioration of paper used within state agencies, as well as teach his students about the legislative process. Armed with information gleaned from Utah's State Librarian (Amy Owen), State Archivist (Jeff Johnson), State Historian (Max Evans), a paper rep from Dixon Paper Co. (Kevin Deesing), two preservation professionals, and one legislator, Utah's Centennial Permanent Paper Law resultedthe 13th such state law in the countrythrough a process that other states may benefit by modeling. According to Crump, the students' goal was to create the "proper bill format and language to present to the state legislature on the advantages of using alkaline (permanent) paper." Sarah Talley (Preservation Archivist, Utah State Archives) and Randy Silverman (Preservation Librarian, University of Utah) were invited to explain to the class the process of making machine-made alkaline paper and its current status as a readily available, cost competitive product. State Representative Mont Evans detailed the process of passing legislation, and explained the nature of politics and the difficulties in passing a bill of any kind. As researchers, the students fleshed out issues concerning permanent paper: long-term preservation benefits, environmental impacts, printability, economics, and availability. They selected spokespeople and alternates, developed visual aids, and rehearsed presentations in anticipation of House and Senate Committee hearings.

    An antiquated law puts three teens on Taiwan's death row, sparking calls for criminal justice reform

    A seven-year-old girl awakes one morning at her home in the Taipei suburb of Hsichih and finds blood stains outside the door of her parents' locked bedroom. Inside, Wu Ming-han and Yeh Ying-lan are dead, apparently stabbed with a knife from their own kitchen. Police investigate, and four men are eventually convicted of the murders. One is executed; three await the firing squad.
    But eight-and-a-half years after the brutal double murder, the case is far from closed. The fate of the three remaining convicts has sparked an emotional debate about law in Taiwan, involving the courts, legislators, human rights groups and even President Lee Teng-hui, who is being asked to give amnesty to the three convicted murderers. Whatever he decides, many people have concluded that, in Taiwan, it's far too easy to end up on death row. The older prisoners, many struggling from days without heroin or crack, look especially worn and wanting. At least once a month since October, 16-year-old T.J. has watched the procession of men while sitting on the hardwood benches at the Cook County Criminal Courts Building, 2600 S. California Ave. T.J. said he stays up nights, dreading what will happen if he joins them in prison, a boy thrown into a den of hardened criminals. T.J., who wears a diamond stud earring and has a taste for designer clothes, was arrested Oct. 6 and charged with possession of cocaine with intent to deliver near his former elementary school, Helen M. Hefferan School, 4409 W. Wilcox St. He may wind up in an adult prison because he violated a provision of the Illinois Juvenile Court Act of 1987. The law automatically transfers to adult court 15- and 16-year-olds charged with selling drugs within 1,000 feet of a school or public housing development.     Most drug arrests come when police stop young people for curfew violations or for hanging out in the streets or parks.
