I. INTRODUCTION
This chapter of the ASIL Guide to Electronic Resources for International Law discusses electronic resources of international environmental law. The types of resources covered emphasize the Internet but also include CD-ROMs, library catalogs, and on-line subscription/commercial services. The emphasis here is on English-language sources. Although a number of primary and secondary sources are discussed below, the rapidly expanding list of electronic resources in this field precludes any claim to this being an inclusive guide. With that in mind, search strategies for conducting research in this area are included in Section III
II. OVERVIEW OF INTERNATIONAL ENVIRONMENTAL LAW
When attempting to determine the boundaries of international environmental law, one finds that no clear definition can be applied. Like many other branches of international law, international environmental law is interdisciplinary, intersecting and overlapping with numerous other areas of research, including economics, political science, ecology, human rights and navigation/admiralty.

General Aims The Encyclopedia of Law and Economics is an ambitious reference work that attempts to survey the whole law and economics literature in nearly 5,000 pages. Most entries contain two elements: a review of the literature, written by an authority in the field, and a quasi complete bibliography (not just a selection). Economic analysis of law has expanded dramatically in recent years. In many branches, the literature is now at a 'mature' stage, where scholars agree on basic concepts, theories and even on policy recommendations. Yet, this scholarship does not reach many policymakers, lawyers or judges. Outside the USA, it even does not seem to reach law professors. This is not so much due to the fact that policymakers, judges or law professors are not interested in the economic consequences of legal rules, but rather to the fact that the literature is too unaccessible. There is a clear need for reference works that give a reliable overview of the literature in a way that is understandable also for non-specialists. This is the primary purpose of the Encyclopedia of Law and Economics.
Reviews of the Literature The reviews are relatively lengthy articles (on average nearly 10,000 words) in which the basic questions and items of discussion are explained, the literature is summarized, critical reflections on these publications and on the evolution of the discussion in general are developed, and perhaps suggestions for further research are made.

Christopher Erlewine was named Assistant Director/General Counsel of the Federal Bureau of Prisons on January 12, 1999. Mr. Erlewine received a Bachelor of Arts degree in Political Science from Marietta College in 1969. He then received a Juris Doctor degree from Georgetown University Law Center in 1972.
Mr. Erlewine entered the Federal Bureau of Prisons as an attorney in the Office of General Counsel in 1976, after working in corrections and narcotics treatment for the District of Columbia and the Senate Judiciary Committee, Subcommittee on National Penitentiaries. Since 1976, Mr. Erlewine has held a number of positions, including Assistant Regional Counsel of the North Central Region; Staff Attorney at the United States Penitentiary at Leavenworth, Kansas; Regional Counsel of the South Central Region; Chief of the Office of Internal Affairs; Deputy Assistant Director for the Program Review Division; and Deputy Assistant Director for the Information, Policy, and Public Affairs Division.
As Assistant Director/General Counsel, Mr. Erlewine serves as a member of the Bureau's Executive Staff. He is the chief legal advisor to the agency and has oversight responsibility for the eight legal branches in the Office of General Counsel, legal offices in six regions, legal centers, and legal staff assigned to Federal prisons across the country.

GLIN Branches Out
Legal Network Establishes Regional Centers
The Global Legal Information Network (GLIN), a cooperative, electronic legal information exchange program headquartered at the Law Library of Congress, is branching out, with new regional centers that will take on some of the work now being done at "GLIN Central" in Washington. Aimed at bringing authentic, up-to-date, foreign law material to Congress and the other legislatures of countries that are GLIN partners, the Law Library initiated GLIN as a way to distribute the workload previously borne only by its own staff of lawyers and indexers. In Kuwait City, Assistant Under Secretary of Justice Nasser Al-Nasrallah meets with Law Librarian and GLIN Director General Rubens Medina during the latter's recent visit to the Kuwaiti GLIN Station to discuss Kuwait's role as a GLIN regional training center. At the yearly GLIN Project Directors Conference held in the Law Library, several country members expressed an interest in taking on even more of the work previously carried out by Law Library personnel, namely, training new staff. Training involves instructing one legal specialist (lawyer or law-trained person) and one computer specialist how to choose and abstract legal instruments for GLIN and how to enter them into the system, using GLIN standards. Most recently two nations, Kuwait and Ukraine, began moving toward becoming GLIN regional centers. In the case of Kuwait, Law Librarian and GLIN Director General Rubens Medina, GLIN Project Manager Nick Kozura and George Sfeir, the Law Library's senior legal specialist for (and GLIN liaison with) Arabic-speaking jurisdictions, were invited to visit Kuwait City. As the guests of the Ministry of Justice from May 15 to 20, the three GLIN Central staff were there to assess and formulate recommendations regarding the proposal for Kuwait to become a regional center.

Background
Federal statutes establish the maximum amounts of interest that insured depository institutions may charge their customers. The interest charges are governed by section 85 of the National Bank Act (NBA) (12 U.S.C. 85) for national banks; section 27 of the Federal Deposit Insurance Act (FDI Act) ( 12 U.S.C. 1831d ) for state-chartered insured depository institutions and insured branches of foreign banks; and section 4(g) of the Home Owners' Loan Act (HOLA) ( 12 U.S.C. 1463 (g)) for savings associations.

General Information Telephone and Fax numbers for Judges in each unit Overview The American structure of government provides for the separation of power between the executive, legislative, and judicial branches and for a system of checks and balances among the branches. This structure delineates the power of any one branch of government and limits the possibilities for institutional overreaching. In New Jersey, as in the country as a whole, the tremendous growth of the executive branch agencies and their regulatory functions has generated the development of some separation of powers, and checks and balances, within the executive branch itself. The State of New Jersey, a leader in this development, established and empowered the New Jersey Office of Administrative Law (OAL) in 1979 to act as an independent arbiter of certain disputes arising from agency actions, as well as an independent arbiter of agency compliance with rulemaking procedures, P.L. 1978, c. 67. The OAL is an executive branch agency located technically in, but not of, the Department of Treasury. It is independent of supervision or control by the Department of Treasury. The Director, who is also the Chief Administrative Law Judge, presides over the office and reports directly to the Governor.

Branches of Georgia Government A new constitution ratified by the people of Georgia in 1982 became effective July 1, 1983. Georgia has had a total of ten constitutions. In reality, these constitutions were not all separate and distinct documents; often the language of one was carried over to the following constitution. The Constitution of 1983 resulted in a major revision of the basic laws of the state. To amend the constitution, two-thirds of the House of Representatives and Senate chambers must vote in favor of the proposed amendment. The amendment is then passed on to the voters in the next general election. If a majority of the people vote in favor of the amendment then it will be ratified. Executive Branch The executive branch, the largest branch of state government in terms of both employees and funding, enforces law and carries out programs such as education, health, welfare and transportation. The chief official in the executive branch is the Governor who is elected by the voters for a four-year term, with succession to one consecutive term allowed. The Governor has a number of powers in state government, including proposing new programs and laws for the state, proposing a state budget for the legislature to consider, vetoing legislation and appointing members of many of the boards in state government. A majority of executive departments are headed by policy-making boards, whose members are appointed by the Governor and confirmed by the Senate. Usually in cooperation with the Governor, the boards appoint a department director or commissioner to administer agency affairs. A few department heads are appointed directly by the Governor.

1. The Belgian Legal System in a Nutshell Belgium is a federal state with a civil law system and is member of the European Union. These three qualities account basically for the legal system the country has adopted. The Belgian state was formed as a constitutional monarchy in 1830, as a compromise between French and Dutch claims, appeased by the British government. At that time it was already largely influenced by the French legal system and this was laid down in the constitution. The legislative branch was formed by a parliament with two chambers (Chamber and Senate). The King was (and is) the head of state and of the executive branch, but political power is almost entirely in the hands of the government and its prime minister. The judicial branch consists of regular courts in different appeal levels (private and criminal law matters), later an administrative court was added (1948). A constitutional court has only been set up in recent times (1980) and is not yet a full constitutional court. Court System Although civil and criminal courts are both in the same "ordinary" court system, it must be stressed that criminal cases have a specific "foreplay", with preliminary investigations, an Examining Magistrate and a Public Attorney. All this is written down in the Code of criminal procedure (1867), as is done for civil cases in the (new) Code of civil procedure (1967). Judicial review as such belongs to the ordinary courts, but administrative redress is possible before an administrative court. The Council of State is the highest administrative court.

There is no vice president, and the legislative is far weaker than the executive. The president nominates the highest state officials, including the prime minister, who must be approved by the Duma. In the presidential election, Vladimir Putin, named Acting President following the December 31 resignation of Boris Yeltsin, was elected in the first round with 53% of the vote. Both the presidential and parliamentary elections were judged generally free and fair by international observers. Russia is a federation, but the precise distribution of powers between the central government and the regional and local authorities is still evolving. The Russian Federation consists of 89 components, including two federal cities, Moscow and St. Petersburg. The constitution explicitly defines the federal government's exclusive powers, but it also describes most key regional issues as the joint responsibility of the federal government and the Federation components.

    Introduction Globalisation and interdisciplinarity are two key concepts of university education at the beginning of the 21st century. For law students, knowledge of the specific regulations of their home country is too narrow a base for counseling firms that are active in interstate trade. Additionally, knowledge of the economic effects of legal rules has become indispensable to understand their clients’ commercial needs. Similarly, economics students will profit from an accurate understanding of the institutional legal framework of market economies. For both lawyers and economists, knowledge of the other discipline and international contacts are crucial for a successful future career. The ERASMUS Programme in Law and Economics is the institutional response to these challenges. The law and the economy interact in many ways. Private law assists individuals and groups willing to enter into agreements in a free market. Public law seeks to correct the outcomes of a free market system by means of economic and social regulation. Economists should be informed about the legal environment in which economic activities must be conducted. Lawyers should be aware of the economic effects of current legal rules and the expected outcome under a different legal regime. In some cases, the results in real life markets may be different from what the lawmakers have in mind and generate adverse counterproductive effects. A better understanding of the interaction between the law and the economy may thus improve the quality of the legal system.

Back To Top Back To Top The mission of the Legal Advice and Training Branch is to provide legal training and legal advice to the FBI and its employees concerning investigative matters, to formulate legal policy, to provide legal support to the FBI's asset forfeiture program, and to provide quality legal instruction to classes of FBI and DEA personnel, the National Academy, the National Law Institute, and other specialized classes. The branch is comprised of the following units: the Investigative Law Unit, the Legal Instruction Unit, and the Legal Forfeiture Unit.
