Agricultural Personnel Management Program
University of California Table of Contents Ordering info Preface to the Second Edition
Labor Management Laws in California Agriculture, 2nd Edition
by Howard R. Rosenberg, Valerie J. Horwitz, and Daniel L. Egan This book is a compact, integrated guide to federal and state regulation of labor management in California agriculture. It is intended both to inform managers and the managed about laws that apply directly to them, and to help lawmakers, public agency staff, and interested observers better understand the nature of existing legal influences on farm business operation. The value of governmental regulation in general has caught fire as a national issue since the first edition of this title was published. Controversy over the administrative costs, operational burdens, and true benefits of laws has been as pronounced in the realm of farm employment as in any other. There is much more consensus around the goals than the legal tools of public policy regarding agricultural labor management. Regardless of how undertaken or received, regulatory efforts signify that agricultural personnel are important to California's economy and society. While agricultural firms in this state exhibit as much variety in their organizational attributes as in their products, common to all is reliance on the work of people. More than one million individuals here engage in food and fiber production some time during the year as farm business owners and operators, employees, contractors, and unpaid family members. Relations among these people are subject to a large set of public rules that apply to the many but are comprehended by the few. Formidable in variety, intricacy, and sheer bulk, the laws pertaining to farm labor management are ever changing. Agricultural employers and workers are continually challenged to keep up with developments that alter an already bewildering array of mandates, restrictions, and rights.

Talking Business About Global Warming: Outlook Strong for Climate Action, Despite Diplomatic Bumps US Political Landscape More Favorable that Before With scientific consensus more firmly established than ever, the global warming debate has shifted almost entirely to policies and measures to address the problem. While there is fierce debate both over climate solutions policy, both domestically and at the international level, it has become clear that U.S. business and industry will have to address the issue in some form or another. The question is when, under which rules, and at what cost. Following is a very basic guide for businesses considering whether and how global warming should fit in their energy and environmental strategies. It explains the basic treaty commitments and current status of negotiations to fill in treaty details, along with voluntary climate actions by U.S. companies and the outlook for domestic policy measures. Current Developments Earlier this year the Bush Administration declared it would not pursue the Kyoto Protocol, an international treaty signed by the US and 168 other countries in 1997 but as yet un-ratified by the Senate. The President argued that achieving the emissions targets were unrealistic, and would put the US at a disadvantage to both developing countries and our industrialized competitors. Mr. Bush continues to acknowledge that global warming is a real phenomenon, and one that his administration plans to address.

Doug Daigle, Mississippi Rivers Basin Alliance (504) 588-9008 CHICAGO A new misinformation campaign orchestrated by the American Farm Bureau drastically understates Illinois' role in the "dead zone" problem plaguing the Gulf of Mexico and waters in the Midwest, a coalition of environmental groups said Wednesday. The Mississippi Riverwise Partnership, a coalition of groups working to protect the health of the river, its tributaries and the Gulf of Mexico, cited an array of government studies linking Midwest agricultural pollution in the Mississippi River Basin to the area of the Gulf of Mexico, known as the "dead zone," where aquatic life has perished due to abnormally low levels of oxygen. Farm Bureau officials claimed last week that "dead zone" problems, as well as the associated degradation of the Mississippi basin, cannot be attributed to fertilizer usage on Midwest farms. In a press release issued last week, AFB blamed the "dead zone" plight on high river flow, although scientific studies have shown that the "dead zone," also referred to by the scientific term "hypoxia," is mainly caused by nutrients in the water from excess fertilizer and other sources.

Farm Foundation employs a small professional staff of agricultural economists to carry out its programs. This follows the precedent set by the founding board. There have been only five managing directors/presidents in the sixty-eight year history of Farm Foundation. In June 1999, the title of managing director was changed to president by action of Farm Foundation's board of trustees. This change in title was made to better relate the duties and activities of the management. Farm Foundation Management and Staff:

Walter J. Armbruster joined Farm Foundation in 1978 and became president in 1991. He previously worked in the U.S. Department of Agriculture on marketing efficiency, institutions and policy issues. The Indiana native received B.S. and M.S. degrees in agricultural economics from Purdue University and a Ph.D. in agricultural economics from Oregon State University. His research position in USDA's Economic Research Service was followed by two years as the staff economist for USDA's Agricultural Marketing Service. In this role, he advised the agency administrator on a variety of marketing policy issues involving food and agricultural product marketing. Dr. Armbruster has served as author or editor on a number of marketing research, education and policy publications and provided leadership to organize institutions which continue to stimulate work in these areas.

Server farm aid
The WebBox 1000 can harvest 200 virtual websites and only hogs up one rack unit of your server farm. By Jeff Berger , correspondent I f you guessed that WebBox was some kind of music site, you would be wrong. Although the WebBox 1000 may make a few bells go off on xSP cash registers, this Internet server appliance has nothing to do with music (unless a music site is among the hosted domains served by an Internet service provider using the WebBox 1000). What is it?
A product of Irvine, California-based UVNetworks ( www.uvnetworks.com ), the WebBox 1000 is a 64-bit Sun technology-based Internet server appliance for service providers, Web designers, hosting companies, and small-to-medium enterprises (SMEs). Although it can run a single website on a dedicated basis, it is designed to host up to 200 individual virtual domain websites simultaneously. The return on investment per square foot is also remarkable, because 40 WebBox server appliances can be stacked in a standard 19-inch rack enclosure. Hardware and software configuration can be completed remotely, so that, when new clients request service, sites can be created and configured through a standard browser interface. The WebBox 1000 hangs its hat on a Sun Ultra Sparc IIe processor, using the Sun Solaris 8 operating system. This may be particularly relevant for service providers that were recently stung by Code Red problems.

The Economic Value of the Environment Cases from South Asia Edited by Joy Hecht The tools of environmental economics are not as well-known in Asia as they should be. This volume seeks to fill this gap by building understanding in this important area and showing policy-makers how these tools can contribute to resolving important questions in South Asian development. The book begins with an overview paper explaining what economists think about the environment and introduces the tools of valuation, cost-benefit analysis and environmental accounting. The three case studies that follow apply these tools to specific problems in the region.

Information Series
Information to help CRP landowners evaluate post-CRP land management options. Each title in the series provides an overview of a particular topic, discusses related issues unique to CRP land, and points readers to additional resources for further information. Many of the land management options covered in the series present an alternative to returning the land to row crops. This could be especially important for highly erodible CRP lands that aren't re-enrolled in the new CRP.
