Summary Chapter 1: Study on New Forms of Farm Management 1. Why We Need to Consider New Forms of Farm Management-from the NIRA Research Report "Study of New Farm Management Forms" NIRA published a Research Report entitled "Study of New Farm Management Forms" in January, 1995. This report examined the prospects for incorporation of agriculture from a number of different angles, including the comparison of old and new agricultural polices, domestic and foreign research results, and considerations based on the corporate theory. 2. Changes of Forms of Farm management It was after the establishment of the Agriculture Basic Law in 1961 that postwar Japanese agricultural policy first formed an image of the ideal style of farm management. This chapter outlines the common points and the differences between the independent management suggested by the law and the management entity defined by the new policy. 3. By law, the legislative and regulatory process of our government must involve formal and informal input from citizens and interest groups. This input can be delivered formally in public hearings or written comments to proposed rules. Informal input involves contacting your representatives in Congress. You can also participate in the process by directing the policy and lobbying efforts of your representative organizations (e.g., Farm Bureau, commodity groups, or citizens groups).

    Research activities of the Department cover wide areas of agriculture from political, economical, sociological and environmental viewpoints, including agricultural policy, farm management, agricultural development, agricultural cooperative and agricultural marketing.
    The Department has its own library, which has a collection totaling about 35,000 key books, journal 250 different titles and various statistics. One third of the collection is in English. A computer information retrieval system is available for users.
    The Department consists of five laboratories of Comparative Agricultural Policy, Farm Management, Agricultural Development, Agricultural Cooperative, and Agricultural Marketing.
