2000 PACIFIC BASIN CONFERENCE PROCEEDINGS AND PERSPECTIVES The Latin America Forum Wednesday, August 2, 2000 Facing New Challenges in Latin American Education
Dr. Manfred Wilhelmy, Executive Director, Chile-Pacific Foundation
Dr. Wilhelmy, a citizen of Chile, earned a law degree from Catholic University of Valparaiso, and a Master's and Ph.D. degrees in politics from Princeton University, where he specialized in international relations. Since 1990, Dr. Wilhelmy has worked in East Asian international relations. In 1994, he was appointed executive director of the Chile Pacific Foundation, a private organization established to promote Chile's links with the Pacific Basin economies. Dr. Wilhelmy also serves on the faculties of the Institute of Political Science, Catholic University of Chile, and the Institute of International Studies, University of Chile. " Education is the highest public policy priority if Latin America is to become a player in the globalized economy of the 21st century." In examining the role of education in preparing Latin American students for a globalized, multicultural world community, Dr. Wilhelmy considered both the current status of Latin American education, and the relationship of Latin American countries to their Pacific neighbors. In considering both, he expressed concerns about the readiness of Latin American countries for participation in the Pacific community. "

Celebrate Hispanic Heritage Month!
Today, according to the U.S. Census Bureau, more than 26 million people in the United States are of Hispanic origin. That's about ten percent of us! Teaching of the contributions of Hispanic Americans, and learning about the cultures from which they come, will be the focal point of many classroom activities and discussions in the weeks ahead as students across the United States recognize Hispanic Heritage Month September 15 to October 15. But why teach about Hispanic heritage? Or, for that matter, why teach about any heritage? Clearly, teaching about the contributions of Latinos can only help to build the self-esteem and the pride of those who identify themselves as Mexican-American or Cuban-American or Puerto Rican-American or . . . . But, even more importantly, it is essential that all students learn to understand the ethnic diversity that is our country, according to Multicultural Education: Issues and Perspectives (Banks and Banks, 1992). Integrating the cultures in the social studies classroom helps develop "ethnic literacy" in all students. Developing ethnic literacy fosters pride in one's own culture and a respect and appreciation for the uniqueness of others.

Visions of Race: Curriculum for Teachers In January 2001, the Cleveland Museum of Art (CMA) hosted a conference titled, Visions of Race . The discussion of issues surrounding race and stereotypes was fueled by the CMA exhibition titled, Vicktor Schreckgost and 20th-Century Design , in which some of the artist's work was perceived as controversial. This controversy led to a scholarly dialogue by experts in many fields of study. The Director of the CMA, Katharine Lee Reid, not only established the need for the conference, but also made it clear "that art can evoke strong images" and that our goal was not to censor but to "gather today to listen and learn with members of a diverse community."
General Curriculum suggestions:
1. Do your students believe in censorship of the arts?
2.What type of art, music, or advertisements evoke strong feelings from both your students and their parents? (For example: rap music, r- rated films, computer games.)
3.Do your students carry their "cultural baggage" into a museum when they view art?

Digest Number: 93-5
Culturally Responsive Curriculum
Ismat Abdal-Haqq

INTRODUCTION Critics frequently claim that multicultural education is essentially divisive and that school curricula should be organized around the nation's common culture (Ravitch, 1991-1992). Proponents argue that the goal of a pluralistic curriculum is to present the truth, which does not necessitate ignoring commonalities (Hilliard, 1991-1992). Some proponents suggest that the most common approaches to multicultural education do not go far enough if they focus on inclusion and do not incorporate a critical examination of the Anglo-European ideology that undergirds traditional public school education (McCarthy, 1994). Curriculum that is culturally responsive capitalizes on students' cultural backgrounds rather than attempting to override or negate them. This Digest presents some characteristics of culturally responsive curriculum resources, outlines guidelines for assessing instructional materials for cultural bias or insensitivity, and provides a list of selected resources available to classroom teachers and other educators. CHARACTERISTICS OF EFFECTIVE CULTURALLY RESPONSIVE CURRICULA *CRC is integrated and interdisciplinary (Scherer, 1991-1992; Chisholm, Laquer, Hale, Sheorey, & McConville, Jr., 1991; Spears, Oliver, & Maes, 1990). It does not rely on one-time activities, "add-on" units or "sprinkling" the traditional curriculum with a few minority individuals (Hilliard, 1991-1992; Series Looks, 1993).
