Summary The Global Information Infrastructure Commission, the InterAmerican Development Bank and the University of the Andes conference entitled "Education in the Information Age: An Agenda for Action in Latin America and the Caribbean" held in Cartagena Colombia (July 9-11) turned out to be an unprecedented success. The meeting was considered to be an unique achievement because it was the first time the regional Ministries of Education met with education innovators, educationists (university professors studying education and teachers) and the private sector. Each group had the opportunity to discuss the challenges and successes in education in the region. Through much heated and productive discussions, the conference participants came to agreement that education was one of the most pressing matters facing Latin America and the time to act is now. Despite each side believing different solutions to this common problem, the participants had the opportunity to understand everyone's perspective. Outcome As a result of these exchanges, new initiatives arose on the final day of the conference which involved participants from each group. These new initiatives will:

for the forthcoming EU/Latin America and Caribbean Summit in Madrid 17-18 May - IP/02/498 - Brussels, 3 April 2002 Preparation of the Madrid Summit
On May 17 th and 18 th the EU will hold its second summit with Heads of State and Government from Latin America and the Caribbean in Madrid. In the run-up to the Summit, the European Commission is encouraging wide dialogue on the key themes of the Summit through a series of events which will focus on democracy, multilateralism, regional integration, social justice and cultural diversity. The European Commission has co-financed a number of the events that will encourage public debate between people in both continents. These events will involve not only officials but all players in civil society: academics, NGOs, business professionals, representatives of the social partners, human rights experts, among others. They will involve representatives from 50 European, Latin American and Caribbean countries. Forum for Civil Society
: from the 3 rd to 5 th April 2002, NGOs from the EU, Latin America and the Caribbean will meet in Alcobendas, Spain, to define the added value that civil society could bring to the EU/LAC relationship. The meeting is expected to make concrete proposals for the Summit, notably on the subjects of social justice, poverty, trade and agriculture.

These reports will form the basis of APC's Latin American interventions in the World Summit on the Information Society process.

At the present time, five different government departments work in the area.     20 November 2002 Global E-Commerce Thriving; Regional Disparities Persist, U.N. Reports, November 18, 2002 (Asia-Pacific shows greatest potential, UNCTAD says) The report is available in full at Electronic commerce is growing and thriving in many parts of the world, according to a U.N. report issued November 18. In the developing world, however, business-to-business (B2B) e-commerce must gain strength if nations are to take best advantage of the economic expansion opportunities offered by the new technologies. The report, issued by the United Nations Conference on Trade and Development, found that Internet users are expected to number 655 million worldwide by the end of 2002. That's a 30 percent increase over the previous year, with the developing world accounting for a full third of all new users. An UNCTAD press release on the report says B2B is expanding at a lesser pace in the developing world, however, largely because of inadequate information and communications technology (ICT) infrastructure. Asia and the Pacific lead the developing world in the deployment of broadband, government support for the new technologies and workforce computer skills. Fifty million new Internet users are going online in the region each year.
