This article was published originally Wednesday November 21, 2001. This past year may have been the most stressful of Teresa Brock's life, but yesterday the long nights and grueling work seemed worth it. Brock and 65 other Kentucky teachers got word they'd earned certification from the National Board for Professional Teaching Standards, commonly regarded as the gold standard for teachers around the country. "This makes you analyze and reflect on everything you do and why it's important for the kids," said Brock, a science teacher at Bowen Elementary in Powell County. "It helped me learn a lot more about teaching science."

Kreidler, Carol J. English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

TEXT: Teacher certification is the education system's process for assuring that public school teachers possess minimum qualifications. Each state determines its own certification standards. Increased mobility among teachers suggests that teacher candidates should have information about general requirements for certification and about where to locate particular state requirements. This digest provides information on certification purpose and types, how to obtain information about requirements, and prospects for change in requirements. THE PURPOSE OF CERTIFICATION Certification is a process by which the state evaluates the credentials of prospective teachers to ensure that they meet the professional standards set by the state education agency. Certification ratifies the quality of teachers' competence in subject area, educational methodology, teaching skills, and potential classroom management ability (Roth and Mastain 1984). Closely linked to certification is state program approval or institutional approval, which is the state's process of evaluating schools, colleges, and departments of education. The purpose of such approval is to ensure a common curriculum framework and professional standards so that the state's teacher education programs produce graduates who meet the state's certification requirements. Some states have developed their own standards for the approval of individual teacher preparation programs; however, the most commonly used standards are those which have been developed by the National Association of State Directors of Teacher Education and Certification (NASDTEC) and have been in the process of almost constant revision for the past 35 years.

SUMMARY OF TEACHER QUALITY LEGISLATION The Kentucky Department of Education and the Education Professional Standards Board has made considerable progress during the interim to improve teacher quality. Standards for new and experienced teachers have been established; Performance-based standards for teacher preparation programs have been initiated; Great strides have been made in policing the teaching profession by removing certificates from those who should not be in the classroom, and, the Department of Education has begun a variety of activities to enhance the on-going professional development of teachers. Kentucky has good teachers. However, if Kentucky is to continue to lead the nation in education reform an adequate supply of quality teachers must be assured. A Task Force chaired by Representative Harry Moberly and Senator David Karem was appointed by Governor Patton to study the issue of teacher quality during the interim. The Task Force was instructed to find ways to improve the way Kentucky trains and prepares new teachers. And equally as important, how to improve the quality of professional development and support that is made available to our current teachers.

  • Mr. PAUL. Mr. Speaker, I rise to introduce legislation to forbid the use of federal funds to develop or implement a national system of teacher certification or a national teacher test. My bill also forbids the Department of Education from denying funds to any state or local education agency because that state or local educational agency has refused to adopt a federally-approved method of teacher certification or testing. This legislation in no way interferes with a state's ability to use federal funds to support their chosen method of teacher certification or testing.
  • Having failed to implement a national curriculum through the front door with national student testing (thanks to the efforts of members of the Education Committee under the leadership of Chairman Goodling ), the administration is now trying to implement a national curriculum through the backdoor with national teacher testing and certification. National teacher certification will allow the federal government to determine what would-be teachers need to know in order to practice their chosen profession. Teacher education will revolve around preparing teachers to pass the national test or to receive a national certificate. New teachers will then base their lesson plans on what they needed to know in order to receive their Education Department-approved teaching certificate. Therefore, I call on those of my colleagues who oppose a national curriculum to join me in opposing national teacher testing and certification with the same vigor with which you opposed national student testing.

The curriculum in Family Consumer Sciences with Teacher Certification meets Kentucky teacher certification requirements for teaching in middle and seconday schools. Graduates may also qualify for employment in the cooperative extension service, consumer service areas in business and industry, or in other post-secondary educational programs. Graduates may pursue graduate study in specialized areas of Home Economics, Family Sciences or related areas. The area of concentration in Home Economics with teaching certification consists of six departmental core courses, six courses in the area of concentration, and six courses in education studies, and four courses in the professional term. The departmental core courses are CFS 130, 145, 221, 441, 207, and 480. Courses required in the area of concentration are CFS 110, 115, 237, 238, and two courses chosen from 217, 315, 317, 334, 362, 366, and 486. Professional courses necessary for ceretification are EDU 124, 201, 202, 210, 238, 242, and 495 must be approved by the CFS Department for this particluar area of concentration. SCHOLARSHIPS AVAILABLE FOR EDUCATION MAJORS Minority Educator Recruitment and Retention Scholarship (MERRS) The Minority Educator Recruitment and Retention Scholarship provides financial assistance for minority students enrolled in teacher education programs at Kentucky's public universities and community colleges. If a recipient does not complete the program in the prescribed time or does not render qualified teaching service, the scholarship becomes a loan and the recipient is required to repay the scholarship. Eligibility Requirements: •• Be a U.S. citizen and a Kentucky resident. •• Declare Teacher Education as major field of study. •• Be an undergraduate or graduate student pursuing initial certification. •• Maintain continuous full-time enrollment OR be a part-time student within 18 semester hours of receiving a teacher education degree •• Maintain 2.5 G.P.A. •• Complete a teacher education program in the prescribed time. •• Obtain a Kentucky Teaching Certificate. •• Teach one semester in Kentucky for each semester or summer term the scholarship is received. Kentucky Education Savings Plan Trust KHEAA Teacher Scholarship The KHEAA Teacher Scholarship Program provides financial aid to highly qualified Kentucky students pursuing initial teacher certification at participating Kentucky institutions. All applicants must be Kentucky residents enrolled full-time (unless enrolled for the final term of a teacher certification program and less than full-time enrollment is required to complete the program). Applicants must demonstrate financial need to qualify for a KHEAA Teacher Scholarship. College freshmen or sophomores may receive up to $625 each semester. Juniors, seniors, and graduate students may receive up to $2,500 each semester. Awards for summer sessions are also available. The total amount a student may receive as an undergraduate is $12,500; a graduate student may receive up to $7,500. Recipients must teach one semester in Kentucky for each semester or summer session promissory note they sign. Recipients who teach in a critical shortage area will have promissory notes for two semesters or summer terms cancelled for each semester they teach. If a recipient does not complete the program or does not render qualified teaching service, the scholarship becomes a loan and the recipient is required to repay the amount disbursed with 12% interest that accrues from the date of disbursement.

Teacher Education In order to be admitted to teacher education, students must: 1. Provide Teacher Education Services with scores of test(s) to measure general academic proficiency. A person shall not be permitted to apply for admission to the Teacher Education program without first providing evidence of meeting the general academic proficiency (GAP) requirement through any one of the following tests: * (a) A minimum composite score of 21 on the ACT; or
(b) The state minimum scores on the Communication Skills (646) and General Knowledge (643) portions of the PRAXIS II tests reevaluated and approved by the Kentucky Education Professional Standards Board (KEPSB); or

(d) Graduate Records Exam (GRE) minimum passing score of 400 in each area (analytical, quantitative and verbal) and writing assessment as required by the institution, or
