(San Diego, CA) - Helen W. Mountjoy, chairwoman of the Kentucky Board of Education, is being awarded the Distinguished Service Award by the National Association of State Boards of Education (NASBE). The award is annually given to a state board of education member in recognition of outstanding service to public education.
"Kentucky is a national leader in the standards-based reform movement, and Helen Mountjoy has been involved with the landmark Kentucky Education Reform Act (KERA) since its conception. Perhaps more importantly, she has been an instrumental leader in successfully putting these visionary policies into practice. Her legacy of leadership and service on behalf of public school students is one that future state leaders would do well to emulate," said Brenda Welburn, NASBE Executive Director.
Under Mountjoy's leadership, the Kentucky Board of Education has established a new statewide assessment system and student performance standards. In addition, the Board rewrote the Commonwealth?s special education regulations, instituted a single, statewide standardized student and district data management system, and has increased public outreach and engagement regarding state education decisions.
Mountjoy has served on the Kentucky Board of Education since 1991, having been re-appointed by the Governor in 1994, 1998, and 2002. She has served as Board chairwoman since June 1998.

Alternative pay for teachers to be tested
Kentucky hopes to lure instructors in certain subjects By Chris Kenning

It's been the rule in Kentucky public schools that a teacher's pay is based on the number of years served and education earned. That's a fair method that eliminates the potential for favoritism, supporters say. But others say it's a system that's outlived its usefulness and fails to reward the best or hardest-working teachers, or get them into schools and fields like math and science where they are needed most. Kentucky soon will experiment with a system that aims, in part, to boost teacher quality and reduce critical shortages. Under a pilot program available to at least five school districts by 2003, some Kentucky teachers could receive raises or bonuses based on performance evaluations, added duties or training, or for working in a high-needs school or hard-to-fill fields, such as special education. Actual amounts still haven't been worked out.

Frankfort, KY Introduction Good morning. I am Daniel Carter the vice-president of Security On Campus, Inc. a national non-profit victims' rights and campus crime prevention organization. Gail Minger has asked me to be here today to offer our insights into the implementation of Kentucky's new campus crime reporting law named in memory of her son, the Michael Minger Act. I greatly appreciate this opportunity to offer our comments on the proposed administrative regulations. Connie and Howard Clery founded our organization after they discovered the university where their daughter Jeanne was murdered had kept information about 38 violent crimes from students in the three years before the murder. Working with other victims of campus violence they persuaded the Congress to adopt the federal campus crime reporting law now named in memory of their daughter, the Jeanne Clery Act. We strongly believe that students, and other campus community members, must be able to make informed decisions about protecting themselves from dangers to their personal safety on campus. All too often though schools choose to hide dangers either to protect their image or simply for expediency.

COUNCIL ON POSTSECONDARY EDUCATION 1.2: BYLAWS
I. Statement of Purpose The bylaws provide a framework for the deliberations and actions of the Council on Postsecondary Education (CPE) in carrying out statutory duties and responsibilities. The bylaws establish rules for notification and conduct of meetings and the selection of officers. II. Statutory Authority Authority for council actions comes from KRS Chapter 164 encompassing public, private nonprofit, and proprietary degree-granting postsecondary institutions. The council bylaws also conform to the requirements of KRS Chapter 61, the Kentucky Open Meetings Law. III. Policy Section 1: General Rules A. Amendment of Bylaws A.1 The council may amend, revoke, or adopt additional bylaws by action of eight of the voting members. A.2 Notice shall be given to the members of any proposed changes or additions to the bylaws in the agenda of a regularly scheduled or special meeting of the council. All changes shall be consistent with state law and administrative regulations.

RELATES TO: KRS 164.945, 164.946, 164.947 164.992 STATUTORY AUTHORITY: KRS 164.947 NECESSITY, FUNCTION, AND CONFORMITY: This administrative regulation is promulgated pursuant to KRS 164.945 to 164.947 and 164.992 which require that the Council on Postsecondary Education license nonpublic institutions to protect bona fide institutions and to protect citizens of the Commonwealth from fraudulent practices, unfair competition or substandard educational programs. Section 1. Definitions. (1) "Accredited" means the approval of an accrediting agency. (2) "Accrediting agency" means a national or regional agency which evaluates colleges and is recognized by the United States Department of Education, the Council on Postsecondary Accreditation, or the Council on Postsecondary Education. (3) "Agent" means any person employed by a college to act as solicitor, broker, or independent contractor to procure students for the college by solicitation in any form made at any place other than the main campus of the college. (4) The definition of "college" is governed by KRS 164.945.

The Regulation on Kentucky Teaching Certificates - 704 KAR 20:670 - went into effect for teacher education candidates admitted to a Teacher Education program beginning January 1, 1998:
  • The issuance of teaching certificates for each grade level is being revised by the Kentucky Department of Education. The content in some teaching fields is being revised by the Kentucky Department of Education.

Division of Facilities Management is responsible for ensuring sanitary, safe and accessible construction of public school buildings and grounds. The division provides assistance to school districts by reviewing and approving all sites, new buildings, additions, alterations of existing buildings, energy savings projects and hazardous material abatement from initial construction project application through final completion. The division also reviews and approves property disposal and property lease agreements, and assists districts with construction finance.
