    U.S. Army, Retired Director Wages began his active Army service to the nation as an enlisted soldier in 1958. In 1966, he was appointed a Warrant Officer of Aviation. A year later, while serving in Vietnam, he was commissioned a Second Lieutenant of Infantry. During his 35 plus years of active military service, Stoney earned a Bachelor’s Degree in Aeronautical Science from Embry Riddle Aeronautical University in Florida. He graduated from the Army Aviation School; the Army Flight Instructor Course; the Infantry Officers Advanced Course; the Command and General Staff College; and, the United States Army War College. He holds a commercial aviator license for helicopters and multi-engine aircraft. A veteran of 24 months combat in Vietnam with 2000 hours of combat flight time. He earned numerous awards and decorations including: the Legion of Merit, The Distinguished Flying Cross (three awards), The Bronze Star (two awards), The Meritorious Service Medal (five awards), The Air Medal of Valor (with 70 additional awards for combat assault), The Army Commendation Medal of Valor, The Vietnamese Cross of Gallantry with Palm and Silver Star, and four (4) Presidential Unit Citations for both humanitarian and combat operations.

    Fort Leavenworth is the oldest continuously-active Army post west of the Mississippi River.Traffic over the Santa Fe trail was so heavy that U.S. Military troops were detailed to protect travelers from the Indians, even before Kansas was settled.     Kansas military personnel hopeful about pay increase
    McConnell airmen, Fort Riley soldiers like Bush proposal.

    WICHITA Airmen at McConnell Air Force Base in Wichita and soldiers at Fort Riley in northeastern Kansas are optimistic about President Bush's proposed pay raises for military personal. Capt. Rick Hargrave, a spokesman for the 22nd Air Refueling Wing at McConnell, said Bush's proposal calls for one of the biggest military pay increases in years. Bush has proposed a $310 billion Pentagon budget for 2002. He said he wants to set aside $5.7 billion for pay increases, improved health benefits and upgraded housing. Hargrave said those proposals would help the military's morale. For years, Hargrave said, military pay has lagged too much, particularly in the lower ranks and especially considering that the military doesn't pay overtime. Monthly pay for the 2,700 active-duty personnel at McConnell ranges from about $1,042 among the lowest ranks to $8,818 for a colonel with 26 years of service. "I think for the longest time, our compensation signaled that we weren't appreciated," Hargrave said.

The ASVAB is used by the military as a recruitment tool. The test is supposed to be given on a voluntary basis, however many students are told that they don’t have a choice. by Heidi Holliday
    "Do you really want to take this test?" The bright yellow fliers were everywhere. It was Monday, October 23: the day before the ASVAB test was to be given to all seniors at Andover High School. A few students got together and made 200 fliers to distribute telling students that the Armed Services Vocational Aptitude Battery was NOT mandatory, contrary to what they had been told by some school officials. Just a few days earlier we learned that the ASVAB was to be administered to all seniors. We were not left with much time to raise awareness. A contact at the Peace and Social Justice Center of South Central Kansas put me in touch with the Youth and Militarism Program at the national office of the American Friends Service Committee, and things began to fall together. We found out that the test was mostly used for military recruitment purposes and that it could not be required. We also found out that it was our constitutional right to distribute whatever information we wanted within reason. But by then, all we could really do was wait for school to start on Monday.

That's the result of a deal struck between Navy Secretary Gordon England and Air Force Secretary James Roche to transfer the Naval Postgraduate School's aeronautical engineering department to the Air Force Institute of Technology at Wright-Patterson Air Force Base near Dayton, Ohio. In return, the Air Force Institute will move its meteorological and military acquisition and procurement curricula to the Navy school in Monterey. A memorandum of agreement was signed by England and Roche on Wednesday. The agreement was described as an "alliance" between the two service schools by Lt. Cmdr. Joe Navratil, spokesman for NPS. Under the agreement, the Navy school will offer meteorology and courses in military acquisition, which were once offered at the Air Force Institute, and the institute will take over aeronautical engineering education, he said.

Sam Farr announced today. DLI received $1.4 million to improve drainage around its facilities. The Navy school received more than $9 million to begin replacing Spanagel Hall and a fence around campus. The money came from a $393 billion Department of Defense bill, which funds military construction and family housing, wages and other benefits for service members. Also Thursday, Congress granted $75,000 to the Fort Ord Reuse Authority to use toward building houses at Fort Ord. The money came from last year's spending bill for two congressional committees on which Farr sits. School administrators say the plan is particularly galling because Bush also is asking some parents of these kids to get ready to go to war with Iraq. "We've got bases that are deploying troops and if these children go unfunded, as opposed to no child left behind, we'll be leaving all military children behind," Robert Edmonson, controller of the Copperas Cove, Texas, school district, said Thursday. The federal government helps fund public school districts that educate children who live on military bases, making up for lost local taxes.
