This report was prepared by NCCP for the Office of the Assistant Secretary for Planning and Evaluation, U.S. Department of Health and Human Services, in collaboration with Mathematica Policy Research, Inc. EXECUTIVE SUMMARY This report examines three questions about emerging approaches to enhance the well-being of young children and families in the context of welfare reform:
  • How are child development and family support programs serving low-income families with young children responding to new welfare policies and practices? What kinds of partnerships ( e.g., state-local, public-private, interagency) are developing between those serving low-income families with young children and those implementing welfare changes? What opportunities and challenges are emerging for early childhood programs and TANF agencies as they work to improve outcomes both for parents and their young children?

T he vision of the Metropolitan Council on Child Care is that all children will enter school prepared for success. Since 1989, MCCC has served as a think tank and change catalyst for the development and implementation of an early learning system in Greater Kansas City to make this vision a reality. In Greater Kansas City:
  • Approximately 650 centers and 1,700 family child care programs provide early learning programs to nearly 50,000 children daily. Nearly 80,000 children live in families with all parents working, and could use early learning programs if they were available.
The quality of most early learning programs is low:
  • Only 12 percent of centers and less than 1 percent of family child care homes are nationally accredited – or provide programs that have been nationally recognized as being high quality. Only 21 percent of the workforce holds a degree of credential in the field.

    Breidenthal Family Supplies Lead Gift for Rowing Boathouse Gift will assist building of new facility Aug. 22, 2002 MANHATTAN, Kan. - George Breidenthal of Kansas City, Kan., has made a gift of $500,000 to the KSU Foundation that will be applied to a fund to be used for a new boathouse for the Kansas State rowing program, it was announced this week. Breidenthal made a contribution to assist in the building of a facility at Tuttle Creek Lake to be used by the Wildcat women's rowing program and the men's club. The new facility will provide a team house that will include showers, locker rooms, restrooms, team meeting space, coaches' offices and a training room for use by all the K-State rowing programs. ÒI've been involved in rowing since I came to school with Don Rose in 1966,Ó Breidental said of one of the founders of the K-State rowing program. ÒI visited the current boathouse with some people and looked at the plans they had in mind.

    Colorado State University A native of Kansas, Dr. Kendall received her B.S. in Home Economics Education and M.S. in Foods and Nutrition from Kansas State University. Her Ph.D. is in Nutrition Education from Colorado State University. Since 1976, Dr. Kendall has been a professor and Cooperative Extension Specialist in the Department of Food Science and Human Nutrition at Colorado State University.
