ARTICLE 14. CONTINUING EDUCATION REQUIREMENTS Requirements
(a)(1) Beginning with applications for renewal of licenses that expire on March 31, 1998, each land surveyor shall have completed 30 professional development hours (PDH) units of acceptable continuing education requirements during the two-year period immediately preceding the biennial renewal date as a condition for license renewal as defined in K.A.R. 66-6-6. If the licensee exceeds the requirement in any renewal period, the licensee may carry a maximum of 30 PDH units forward into the subsequent renewal period. (2) Beginning with applications for renewal of licenses that expire on April 30, 2000, each professional engineer, architect, and landscape architect shall have completed 30 PDH units of acceptable continuing education requirements during the two-year period immediately preceding each biennial renewal date as a condition for license renewal as defined in K.A.R. 66-6-6. If a licensee exceeds the requirement in any renewal period, the licensee may carry a maximum of 30 PDH units forward into the subsequent renewal period. (3) Beginning with applications for renewal of licenses that expire on June 30, 2003, each geologist shall have completed 30 PDH units of acceptable continuing education requirements during the two-year period immediately preceding each biennial renewal date as a condition for license renewal as defined in K.A.R. 66-6-6. If a licensee exceeds the requirement in any renewal period, the licensee may carry a maximum of 30 PDH units forward into the subsequent renewal period.

As a review, regulations that were revised and adopted in 2000 are as follows: KAR 102-3 was revoked and replaced with KAR 102-1-3a which clarifies the application for licensure by examination AND adds regulations for application for a temporary license. KAR 102-1-5 was revoked and replaced with KAR 102-1-5a which clarifies what meets the qualifications for a supervised experience and clarifies the qualifications needed to be a supervisor.

The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

The Kansas Securities Commissioner registers securities, broker-dealers and their investment advisers, loan brokers, and certain land subdivisions. The Securities Commissioner administers the Kansas Securities Act, the Loan Brokers Act, and the Uniform Land Sales Practices Act. Agency staff are responsible for investigating potential violations of the laws and ensuring that registered persons comply with industry, legal, and accounting standards. Education Savings Program The Kansas Post-secondary Education Savings Program ("Education Savings Program") was created by the 1999 Kansas Legislature. This program permits people to contribute to education savings accounts to pay post-secondary education expenses for individuals they designate. The program allows tax advantages under both state and federal law. The Education Savings Program becomes operational on July 1, 2000. Deposits may be made any time after that date. The program will be administered by the State Treasurer. The Treasurer will develop rules and regulations to implement the program, select the financial organizations that will handle education savings accounts, and ensure that all aspects of the Education Savings Program comply with Internal Revenue Service guidelines applicable to educational savings plan accounts. Withdrawals from education savings accounts may be used to pay educational expenses at many post-secondary institutions in Kansas and in other states. Eligible institutions are defined in federal law to be accredited post-secondary institutions that offer credit toward an undergraduate or graduate degree or other recognized post-secondary education credential. The institution also must be eligible to participate in federal student aid programs. In Kansas, these institutions are Regents institutions, Washburn University, public community colleges, independent colleges and universities, technical colleges, area vocational schools, and licensed proprietary schools.
