TOPEKA Reversing a decision that sparked international criticism and 18 months of tension, the Kansas Board of Education on Wednesday approved new science standards that emphasize evolution. A feeling of relief settled in the packed meeting room after the vote, but several board members and observers said the debate was far from finished. "I'm really gratified that this chapter is over," said John Staver, a Kansas State University professor and co-chairman of the 27-member committee of science educators who wrote the new standards. But, he said, "the book is not closed." Businessman Dave Raffel of Shawnee, an evolution supporter, said, "This is one step down along a long road that there doesn't seem to be any end to." Critics of the board's vote said the Kansas debate had opened a floodgate that couldn't be closed. Eight television cameras including one from CNN panned the board as members voted 7-3 for the new standards, which also include references to the big-bang theory and the age of the Earth that were eliminated in the previous version.

University of Kansas Policy
The University of Kansas prohibits the unlawful possession, use, manufacture, or distribution of alcohol or drugs by students or by employees on its property or as part of its activities.
The University is committed to a program to prevent the illegal use of drugs and alcohol by students and employees. Any student or employee found to be using, possessing, manufacturing, or distributing controlled substances or alcohol in violation of the law on University property or at University events shall be subject to disciplinary action in accordance with policies of the State of Kansas, the Board of Regents and University of Kansas.
For employees, the University will take appropriate personnel action for such infractions, up to and including termination. Students who violate this policy will be subject to sanctions which include completion of an approved drug or alcohol rehabilitation program, disciplinary warning, probation, suspension and expulsion from the University.
Driving Under The Influence
In Kansas it is illegal for anyone to operate a vehicle under the influence of alcohol, drugs or both alcohol and drugs, with a breath or blood alcohol content of .08 or more. For anyone under 21, it is illegal to do so with a breath or blood alcohol content of .02 or greater. If convicted, you are subject to the following penalties:

New Kansas Requirements for Fine Arts
Thanks to the efforts of hundreds of arts advocates in our state, the Kansas State Department of Education recently approved new regulations for high school graduation that included one unit of fine arts. Requirements for fine arts programs in Kansas schools include several other stipulations:
  • A component of the new QPA/ESEA regulations specifies that districts must “have in place…quality assurance measures” at both the elementary and secondary levels programs to support learning and growth. Included in these are the computer literacy, counseling services, fine arts, language arts, library services, mathematics, physical education, science, services for students with special needs, and history and government. (SBR 91-31-17) One-hundred percent of those teaching core subjects must be fully certified/licensed in the subject they teach, including music, art and drama/speech. Local boards of education will decide which courses may be included as a fine art (as they do mathematics, science, etc.). The regulatory language that the board agreed upon states, “One unit of fine arts, which may include art, music, dance, theatre, debate and other similar studies selected by a local board of education.” (We’re working to have the word “debate” exchanged for “forensics.”) The fine arts graduation requirement will be in effect for freshman entering high school in 2005-2006, with an option to begin as early as 2003/04

    Permanent Administrative Regulations K.A.R. 88-2-1. Residence Classification. (a) The registrar of each institution governed by the State Board of Regents shall determine the residence status for fee purposes of each student who enrolls in the institution. If the registrar determines that the original residency classification of any student was incorrect, the registrar may, at any time, give written notice of reclassification to that student, together with a statement of any additional fees owed by or any refund due to that student for any terms or semesters, and the same shall be due and payable immediately. (b) Any residency determination by an agent duly designated by a registrar to make such a determination shall, for all purposes of these regulations, be deemed to be the residency determination pursuant to articles 2 and 3 shall be deemed to be the residency determination of that registrar. K.A.R. 88-2-3. Residence Committee. (a) Each institution governed by the State Board of Regents shall establish a committee of at least three members to act as an appellate body to hear and determine appeals concerning the status of students as residents or non-residents of Kansas for fee purposes. Members of the residence committee shall be appointed by the chancellor or president of each institution under a procedure established by the chancellor or president. The procedure shall be consistent with state law and the regulations of the State Board of Regents. Committee members shall serve at the pleasure of the chancellor or president. (b) The residence committee shall elect its own chair who shall be eligible to vote in all cases. The registrar shall meet with the university residence committee but shall not be a member of the committee.
