New York, N.Y., December 5, 2002 ... The Anti-Defamation League (ADL), today expressed "shock and disappointment" to the Saudi Ambassador to the United States, saying outrageous comments made by the Saudi Interior Minister "follow a long Saudi tradition of blaming Jews and Israel." The League noted that the Saudis would "rather repeat the Big Lie, than take responsibility for the role of Saudi citizens in the 9/11 attacks."
In a letter to Prince Bandar Bin Sultan, Saudi Ambassador to the United States, Abraham H. Foxman, ADL National Director, said:
    We were extremely shocked and disappointed that, at a time when Saudi leadership is urging Americans to have faith in the hope of US - Saudi cooperation, the Saudi Interior Minister would engage in inaccurate and inflammatory conspiracy-mongering about the tragedy of the September 11th attacks.
    Instead of focusing on what nations can do to deter and punish terror, Prince Nayef Ibn Abd Al-Aziz accused Israel of involvement in the attacks on the World Trade Center and the Pentagon in an interview with the Kuwaiti newspaper

Rights Under Israeli Occupation and the Palestinian Authority
Palestinians living in the territories occupied by Israel have lived under military occupation with severe restrictions on their access to jobs, land and public services. In addition they have been victims of human rights and humanitarian law violations. In July 1998 Israel presented its initial report to the United Nations Human Rights Committee, the U.N. body of independent experts responsible for monitoring implementation of the International Covenant on Civil and Political Rights (ICCPR) and its two Optional Protocols. It was the first time that Israel had reported on the full range of civil and political rights guaranteed under international law. In its "Concluding Observations" on Israel's report the Human Rights Committee acknowledged Israel's security concerns, but identified twenty-one areas of concern, in some cases recommending specific steps to end the violations. In particular the Committee expressed concern over Israeli interrogation practices, urging Israel to cease using methods of handcuffing in painful positions, hooding, violent shaking and sleep deprivation that are believed to be authorized in Israel's confidential Landau Commission interrogation guidelines; the use of administrative detention; the use of prolonged solitary confinement; discrimination against Palestinians living in the Occupied Territories, in particular in regard to planning and building permits and access to land and water; the Israeli security forces "use of firearms and rubber-coated metal bullets in dispersing demonstrations - resulting in many deaths, including of children; restrictions on Palestinians" freedom of movement, and on residency in East Jerusalem; and the practice of demolishing Arab homes as a means of punishment or because they were "illegally" constructed.

Affirming the right of the Palestinian people to self-determination, statehood, independence and freedom and the right of the return as stipulated in UN Resolution 194. 160. Appalled by the on-going colonial military Israeli occupation of the Occupied Palestinian Territories (the West Bank including Jerusalem, and the Gaza Strip), we declare and call for an immediate end to the Israeli systematic perpetration of racist crimes including war crimes, acts of genocide and ethnic cleansing (as defined in the Statute of the International Criminal Court), including uprooting by military attack, and the imposition of any and all restrictions and measures on the population to make life so difficult that the only option is to leave the area, and state terrorism against the Palestinian people, recognizing that all of these methods are designed to ensure the continuation of an exclusively Jewish state with a Jewish majority and the expansion of its borders to gain more land, driving out the indigenous Palestinian population. 161. We declare that this alien domination and subjugation with the denial of territorial integrity amounts to colonialism, which denies the fundamental rights of self-determination, independence and freedom of Palestinians. Condemn this process of settler colonialism through the on-going collective punishments, expropriation and destruction of Palestinian lands, homes, property, agricultural land and crops; the establishment of illegal Israeli settlements, the mass transfer of Israeli Jewish populations to the illegally expropriated Palestinian land and the development of a permanent and illegal Israeli infrastructure, including by-pass roads.

Director's Message To the Editor of the "Jerusalem Post": I was deeply dismayed by Caroline Glicks attack on the Israeli civil rights movement and those who support the notion of equality for all Israeli citizens (Column One: The Road to Irredentism, August 9, 2002). For 24 years, the New Israel Fund has worked to support the vision and strengthen the democracy envisioned in Israels Declaration of Independence and its basic laws, promises all citizens fair and equal treatment under the law. With our help, a thriving non-profit sector advocates today for the rights of many facing discrimination in Israel including new immigrants, the disabled, the underprivileged seeking a road out of poverty and communities in need such as battered women and rape victims. Fundamentally, we believe that all of Israels citizens, including 1.2 million Arab Israelis, are legally entitled to the same rights and benefits of citizenship as Ms. Glick. Through our work, we hope that Israel will do much more to provide those citizens with equal, or remotely equal, services and benefits. To better understand, perhaps Ms. Glick should visit an Arab school that receives one third of the funding of a Jewish school or the unrecognized Bedouin villages in the Negev that function without sewers or electricity, let alone schools and health clinics.

The Palestinian-Israeli dispute is one of the longest unresolved conflicts in modern history. Middle East and North Africa: Information and Interior ministers must tackle clampdown on freedom of expression
As Arab Ministers of Information and Interior conclude their meeting in Tunis, Amnesty International reiterated its concern that measures agreed upon to combat 'terrorism', could lead to further restrictions on freedom of expression and other fundamental human rights in the region.
"Measures to prevent 'terrorism' can be effective only if they also respect and protect human rights. Security and human rights go hand in hand - and are not alternative options" Amnesty International said.
Yet since the adoption of the Arab Convention for the Suppression of Terrorism (the Convention) in 1998 it seems that respect for human rights has been further eroded in the name of 'national security'. Some provisions of the Convention clearly threaten the right to freedom of expression, including those measures that, according to the Convention, aim to strengthen the 'media services' of the security forces.
This latest meeting of Arab ministers who met to agree a strategy to combat 'terrorism' has left the way open to broaden provisions of the Convention dealing with the media to include the internet. In particular it was agreed that printing or publishing anything which might promote or encourage 'terrorism' should be a criminally punishable offence. In the absence of a clear legal definition of terms like 'terrorism', 'violence', terrorist 'purposes' and 'attacks', there is a risk that the Convention will be, and is already being, further abused to punish people for non-violent acts, including those related to freedom of expression and human rights related work.

PLAN OF ACTION

We, non-governmental and civil society organizations gathered in this international forum, commit to joining our efforts and resources to uphold international law, end the Israeli occupation of Palestine, and provide international protection for the Palestinian people.
We will work with our governments and parliaments to ensure that the UN Security Council and/or General Assembly authorize an international interposition (buffer) and protection force as a first step to ending the occupation and implementing outstanding UN resolutions regarding a just and comprehensive peace in the Middle East. Such a force, with a well-defined mandate and within a clear timeline for an end to occupation, will spare Palestinian civilians further death and destruction at the hands of the occupying Israeli military forces and the illegal acts of successive Israeli governments in the occupied Palestinian territory. It will also protect Israeli civilians from acts of violence which are a consequence of the brutal 35-year-old occupation. At the same time, we will continue to support and participate in the important work of the international citizens movement to provide protection for and solidarity with Palestinians living under occupation.
We call on the General Assembly to request from the International Court of Justice an advisory opinion regarding the illegality of Israel's occupation including issues of settlements, violation of the Geneva Conventions and other violations of UN resolutions on the question of Palestine.

Geneva, 4 April 2002 Excellencies, The violence in Israel and the Palestinian Territories occupied by Israel is continuing unabated despite the two recent resolutions adopted by consensus by the Security Council. The extraordinary session of the Security Council on 1 April, also called on Israel to withdraw its troops and declare an immediate cease-fire. This war against the Palestinian people is being waged at all levels to humiliate and oppress them in their own homeland. This naked aggression goes from stripping ordinary citizens in house-to-house search to confining the elected leader of the Palestinians to a tiny part of his headquarters in Ramallah, virtually reducing him to being a prisoner and leaving Palestine without a legitimate leadership. Israel has declared war on the Palestinian Authority and is moving toward eliminating the Palestinian people. It is shocking to note the conspiracy of silence by the world's leaders except for a few progressive voices of the international community, just as happened in the genocide in Rwanda, the humanitarian disaster in Somalia and the ethnic cleansing in Bosnia. The Palestinian people at this time have no redress except to continue to resist the oppression of occupation by the means available to them. Under these extreme conditions it is not surprising that they use such means as suicide attacks.
