Its governmental system is based on several basic laws enacted by its unicameral parliament, the Knesset. The president (chief of state) is elected by the Knesset for a 5-year term. The prime minister (head of government) exercises executive power and has in the past been selected by the president as the party leader most able to form a government. In the May 1996 elections, Israelis for the first time voted for the prime minister directly, in accordance with recent legislation. The members of the cabinet must be collectively approved by the Knesset. The Knesset's 120 members are elected by secret ballot to 4-year terms, although the prime minister may decide to call for new elections before the end of the 4-year term. Voting is for party lists rather than for individual candidates, and the total number of seats assigned each party reflects that party's percentage of the vote. Successful Knesset candidates are drawn from the lists in order of party-assigned rank. Under the present electoral system, all members of the Knesset are elected at large. The independent judicial system includes secular and religious courts. The courts' right of judicial review of the Knesset's legislation is limited. Judicial interpretation is restricted to problems of execution of laws and validity of subsidiary legislation. The highest court in Israel is the Supreme Court, whose judges are approved by the president.

The IDF struck at those who use terror, arrested wanted fugitives and uncovered terrorist infrastructures. 2. The Government approved the recommendations of the ministerial team chaired by Minister Natan Sharansky regarding the disputed site in Nazareth. The approved recommendations are as follows: A. The State proposes that the Waqf and the Muslim residents of Nazareth build a large and dignified mosque on one of seven alternative sites, several of which are a mere 250 meters from the site in question. Most of the alternative sites are under state ownership and are immediately available. The site chosen by the Waqf will be allocated for the construction of a mosque. Similarly, the construction of a mosque on the disputed site will not be permitted. B. The ministerial team recommends that the relevant government officials, together with Waqf personnel and other local officials, consider the possibility of renovating the structure of the tomb in the square and its environs without changing the status of the site.

This is specifically prohibited in the most recent Security Council resolution adopted after the Sept. 11 bombings in New York in which all states, members of the UN were asked to do everything possible to stop financing terrorism to prevent all the various routes by which monies are transferred. Coming onto the suicide bombings themselves - this is a component of terrorism. The fact that these suicide bombers include, within the actual belts, ball bearings and nails and screws and sharpened pieces of iron, this in itself, without any other context is a very serious violation of all the norms of humanitarian law in the Hague Rules of 1899, those of 1907, and the Geneva Conventions. The use of this type of material to inflict superfluous and unnecessary suffering is simply the most blatant violation of any humanitarian law available. The use of children - it's a crime according to international law. It's detailed in the new international criminal court document as a very serious crime. Children under the age of 17, under the age of 15, using children in any way whatsoever, whether by sending them to commit suicide and blow themselves up or simply using them to hide behind them in order to shoot is something which is forbidden.
