Davis council to weigh in on Iraq and civil liberties
By Pamela Martineau Bee Staff Writer The Davis City Council tonight will consider joining a growing list of cities in California and the nation that have passed resolutions opposing war with Iraq and denouncing the USA Patriot Act. At the urging of a coalition of local political and religious groups, the council will consider two resolutions that advocates say would send a strong message to federal officials. "We need to educate the public about the dangers imposed by the USA Patriot Act," said Davis resident Dick Livingston, a local spokesman for the American Civil Liberties Union. "Under the USA Patriot Act, if the FBI claims it is conducting a terrorist investigation, they can collect any of an individual's personal records desired even without suspicion of a crime."

Ramsey Clark, former U.S. Attorney General, to give talk March 16
The Cornell chapter of the National Lawyers Guild is hosting a campus lecture by former U.S. Attorney General Ramsey Clark. Clark will speak in the Anabel Taylor Hall Auditorium Tuesday, March 16, at 7:30 p.m. The talk is free and open to the public. Co-sponsors of the event include the Cornell Law School; the Cornell Peace Studies Program; the Committee on United States/Latin American Relations; the Public Interest Law Union; the Berger International Studies Program; the Durland Alternatives Library; and the Center for Religion, Ethics and Social Policy. The title of Clark's talk will be "The Fire This Time: U.S. War Crimes in the Gulf," which also is the title of his 1994 book about United States operations in Iraq. Clark will discuss the recent operations of the U.S. military in Iraq as well as current U.S. policy on the Middle East region. Clark has led several delegations to Iraq on "fact-finding" missions since the 1991 Gulf War. These visits include a 2,000-mile tour Clark led in February 1991 to survey the damage of "Desert Storm" operations. After the war, Clark initiated the Commission of Inquiry for the International War Crimes Tribunal which later resulted in "War Crimes: A Report on United States War Crimes Against Iraq." The son of former U. S. Supreme Court Justice Tom C. Clark, Ramsey Clark received his B.A. and J.D. from the University of Chicago and his M.A. in American history from the University of Texas.

South Africa: Government should compensate victims of the past and end impunity
Joint statement by Amnesty International and Human Rights Watch New York/ London: The South African government should urgently implement outstanding recommendations made by the Truth and Reconciliation Commission (TRC), Amnesty International and Human Rights Watch said in a briefing paper released today. "President Thabo Mbeki should use the opening of the 2003 parliamentary session tomorrow to announce a program of reparations for victims and to renounce any possibility of a further amnesty," the organizations urged. In their briefing paper, Truth and Justice: Unfinished Business in South Africa , the two organizations also called on the South African government to ensure swift public release of the two outstanding volumes of the TRC's report and to strengthen the unit responsible for prosecutions of apartheid-era crimes. "There can be no further justification for the government to delay implementing a reparations program, as has been urged for so long by civil society organizations in South Africa," Amnesty International and Human Rights Watch said. >>

Members of civil society were demonstrating against the tabling of a bill in Parliament aimed at allowing President Bakili Muluzi to serve a third term in office.
    Parliament sat on 27 January for a two-day extraordinary session to change the constitutional limitations of presidential terms in office. Kamanga told the National Media Institute of Southern Africa (Namisa), MISA's Malawi chapter, that she and several other journalists were covering the demonstrations when police fired shots at her.

    SPECIAL REPORT War Tracker On the Scene Map U.S. Iraq ... Special Report WASHINGTON (CNN) In a stinging rebuke of the Bush administration's foreign policy, Sen. Edward Kennedy predicted Tuesday that a military strike against Iraq would "undermine" the war against terrorism, "feed a rising tide of anti-Americanism overseas" and strain diplomatic ties. "Surely, we can have effective relationships with other nations without adopting a chip-on-the-shoulder foreign policy, a my-way-or-the-highway policy that makes all our goals in the world more difficult to achieve," Kennedy said in a speech delivered to the National Press Club. While Kennedy's opposition to the administration's Iraqi policy is not surprising, his comments were particularly strong and come at a time when the president is struggling to build an international coalition to support a U.N. resolution authorizing military action against Iraq. Kennedy said U.N. weapons inspectors need more time to discover what kind of weapons Iraqi leader Saddam Hussein may be amassing in Iraq.

    (December 12, 2000) By Coalition for Justice in Iraq The General Assembly,
    Guided by the Charter of the United Nations, the Universal Declaration of Human Rights, the International Covenants on Human Rights and other human rights instruments. Reaffirming that all Member States have an obligation to promote and protect human rights and fundamental freedoms and to fulfil the obligations they have undertaken under the various international instruments in this field. Mindful that Iraq is a party to the International Covenants on Human Rights, to other international human rights instruments and to the Geneva Conventions of 12 August 1949 for the protection of victims of war. Recalling its previous resolutions and those of the Commission on Human Rights on the subject, and taking note of the most recent, Commission resolution 2000/17 of 18 April 2000. Taking note of the concluding observations of the Human Rights Committee, the Committee on the Elimination of Racial Discrimination, the Committee on Economic, Social and Cultural Rights, and the Committee on the Rights of the Child on the recent reports submitted to them by Iraq, in which these treaty- monitoring bodies point to a wide range of human rights problems and hold the view that the Government of Iraq remains bound by its treaty obligations, while pointing to the adverse effect of sanctions on the daily life of the population, in particular children.

    On Friday, a panel discussion was held titled "Should We Go To War with Iraq: It's your prerogative." The six-person panel was composed of Elliot Reed '05, chief of staff of the Cornell Republicans, Timothy C. Lim '06, who represented the Cornell Democrats, Ryan M. Horn grad, chairs of the Cornell Republicans, Amy Levine grad and Miranda R. Buffam grad, both members of the Cornell Anti-War Coalition.
    Reed gave the forum's opening statement, presenting reasons for immediate war as provided by the official White House website. "If we know Saddam Hussein has dangerous weapons today and we do does it make any sense for the world to wait to confront him as he grows even stronger and develops even more dangerous weapons?"
    Reed further discussed Hussein's violation of human rights and brutalities imposed on the Iraqi people. "Like Stalin, Hussein has killed his own people, the Iraqi's live in terror everyday," he said.
