Iraq's history of playing games with the UN Foreign and Commonwealth Office Background Paper, 17 September 2002 The following are accounts of some of the many games - at times dangerous - Iraq has played with the UN. Once UN weapons inspectors had arrived in Iraq in 1991, it quickly became clear that Iraq would resort to any measures (including physical threats and psychological intimidation of inspectors) to prevent UNSCOM (UN Special Commission) and the IAEA (International Atomic Energy Agency) from fulfilling their mandates. January 16, 2003 1932 October 3 - Iraq becomes an independent state. 1958 July 14 - The monarchy is overthrown in a military coup led by Brig Abd-al-Karim Qassim and Col Abd-al-Salam Muhammad Arif. Iraq is declared a republic and Qasim becomes prime minister. 1959-1963 - Saddam Hussein, 22-year old Ba'th Party member, flees Baghdad for Damascus and Cairo after involvement in an assassination attempt against Qasim. Cairo is then center of the Nasserite Pan-Arab ideology girding the Ba'th Party. 1963 February 8 - Qasim is ousted in a coup led by the Arab Socialist Ba'th Party (ASBP). Six months of chaos follow, prompting another military coup.

Eric Margolis - 2 Aug 2002 The Bush Administration's plans to invade Iraq and install a client regime in Baghdad may be popular in America, but to the outside world they increasingly recall old-fashioned British imperialism. If Administration hawks studied Iraq's gory history, they would learn it ranks among the most disastrous and tragic creations of Britain's colonial policy, and offers a grim reminder of what Bush's planned 'regime change' in Baghdad may bring At the end of World War I, the victorious British and French fell like wolves on the rotting carcass of the defeated Ottoman Empire. After promising Arabs independence, Britain betrayed them, dividing the ex-Ottoman Mideast into weak states run from London. Oil had recently been discovered at either end of the Fertile Crescent: in the north around Mosul in Kurdish tribal territory; and in southern marshes bordering Iran. To secure oil for the Royal Navy, Britain created Iraq and put a puppet king, Faisal, on its throne. Faisal was to have been made king of Syria, but France managed to snatch Syria away from Britain. To form Iraq, Britain knitted together three utterly disparate, mutually hostile regions: Kurdish tribal lands: the Sunni Muslim region around Baghdad, then a small city with a predominantly Jewish and Christian population: and the Shia south. The result was an unstable, artificial Frankenstein state Ð a Mideast Yugoslavia.

    I n ancient times the land area now known as modern Iraq was almost equivalent to Mesopotamia the land between the two rivers Tigris and Euphrates (in Arabic, the Dijla and Furat, respectively), the Mesopotamian plain was called the Fertile Crescent. This region is known as the Cradle of Civilization; was the birthplace of the varied civilizations that moved us from prehistory to history. An advanced civilization flourished in this region long before that of Egypt, Greece, and Rome, for it was here in about 4000BC that the Sumerian culture flourished Writing evolved to keep track of property. Clay envelopes Uruk in approximately 2700 BC, is a moving story of the ruler's deep sorrow at the death of his friend Enkidu, and of his consequent search for immortality. Other central themes of the story are a devastating flood and the tenuous nature of man's existence, and ended by meeting a wise and ancient man who had survived a great flood by building an ark. Land was cultivated for the first time, early calendars were used and the first written alphabet was invented here. Sumerian states were believed to be under the rule of a local god or goddess, and a bureaucratic system of the priesthood arose to oversee the ritualistic and complex religion.     August 30 2002 Existing UN Security Council resolutions give the US enough justification for an attack on Iraq, writes Daniel Mandel. In 1991, United States-led, United Nations-approved forces expelled Iraqi invaders from Kuwait and trounced Saddam's forces in a matter of days. By rights, they should then have dismantled his internally barbarous and externally destructive regime - or at least aided those Iraqis willing to do the job. They did neither, leaving Iraqi Kurds and Shias to their fate, hoping that a regime of UN sanctions and inspections could compel Saddam's disarmament. It didn't. Today, Iraq is the world's second-largest oil exporter after Saudi Arabia. UN inspectors have been barred from Iraq for four years and arms control experts say Saddam is rearming and seeking a nuclear weapon. Despite this, an assortment of arguments - legal, principled, strategic - are offered by opponents of US military action to overthrow Saddam's regime.

    Prepared by Don Rush -Pacifica Network News Reporter While some at the United Nations scramble for a peaceful resolution, Washington and Baghdad prepare for war. The United States and Britain have amassed four carrier groups with hundreds of war planes in the Persian Gulf and more troops and weapons are on the way. IRAQI COMPLAINTS: Iraq charges that the U.S. is determined never to lift the economic sanctions nor end the U.N. inspections for chemical and biological weapons. Last year, Iraqi President Saddam Hussein threatened to expel American members of the U.N.inspection teams, but then relented. Then, this January, Iraq refused to allow U.N. inspectors access to presidential compounds. President Clinton says Iraq should not be able to dictate the composition of the inspection teams nor block their access to suspected weapons sites. DIPLOMACY: Russia, France and China three members of the United Nations Security Council have been seeking a diplomatic solution to the impasse. All three countries are interested in lifting the economic sanctions, to pave the way for lucrative oil deals. At Russia's behest, Iraq has offered to allow inspection of 8 presidential compounds during a 60 day period.(One of these compounds is reportedly the size of the District of Columbia.) And, Baghdad wants members of the UN Security Council to join the inspection teams. The U.S. has rejected the offer.
