Ohio Valley Quakers Urge Peaceful Methods - Not War With Iraq
We of the Ohio Valley Yearly Meeting of the Religious Society of Friends are opposed to a war against Iraq. All wars sow the seeds of future wars, but this war seems particularly likely to sow terrorism and more war. Now is the time to seek alternatives to war. Quakers have long sought such alternatives. We believe that policies that remove the causes of war are the best way to prevent war and, importantly in the current context, the best way to guarantee our own security. In 1651, one of the first Quakers, George Fox said, "I live in the virtue of that life and power that took away the occasion of all wars." We believe that the U.S. would be better served by policies that remove the occasion for war. Instead of seeking ways to remove the occasion for war, our nation's leaders are talking of escalating a war (the sanctions and no-fly-zone bombings already constitute a low-intensity but still deadly war). They ignore the fact that international pressure has succeeded in keeping Iraq at peace with its neighbors for the past 12 years. Iraq's leaders have acted malevolently in the past, but Iraq's recent behavior has been peaceful. If we go to war, we will attack a nation that has not attacked us. We will violate our nation's traditional reluctance to go to war unless we or our allies are first attacked. This war will be unprovoked.

    WASHINGTON, Feb 4 (AFP) - Saudi Foreign Minister Prince Saud al-Faisal suggested, in an interview made public late Tuesday, offering guarantees of personal safety and continued employment to representatives of the Iraqi government in exchange for their help in isolating President Saddam Hussein. "The best way is to provide amnesty to the government of Iraq, (allowing it) to continue to perform its duties to keep order," Prince Saud told Time magazine. Under the proposal described by the weekly, the amnesty offer would apply to Iraqi officials and military officers who demonstrate their readiness to cooperate with UN weapons inspectors by disclosing secret arms caches and otherwise ensuring Iraq's compliance with UN disarmament resolutions. "Instead of constantly harping, 'If you don't do what we want, we will pursue you,' say the reverse: 'If you do what we want, you will not be pursued, you will secure yourself and your future,'" Prince Saud advised the United States. "I fail to see how Iraqis wouldn't accept this approach in the face of certain destruction." The Saudis believe such an approach will help isolate Saddam Hussein, encourage his overthrow and thus prevent the war.

    Iraq GOVERNMENT The Constitution provides for a governmental system that, in appearance, is divided into three mutually checking branches, the executive, the legislative, and the judicial. In practice, neither the legislature nor the judiciary has been independent of the executive . The Revolutionary Command Council In 1988 the Revolutionary Command Council (RCC) continued to be the top decision-making body of the state. The RCC was first formed in July 1968, and since then it has exercised both executive and legislative powers. The chairman of the RCC is the president of the republic. The number of RCC members has varied over time; in 1988 there were ten members. According to the Constitution, the RCC is the supreme organ of the state, charged with the mission of carrying out the popular will by removing from power the reactionary, the dictatorial, and the corrupt elements of society and by returning power to the people. The RCC elects its chairman, who serves concurrently as president of the republic, by a two-thirds majority vote. In case of the chairman's official absence or incapacitation, his constitutional powers are to be exercised by the vice chairman, who also is elected by the RCC from among its members. Thus the vice chairman (in 1988 Izzat Ibrahim, who had served since 1979) is first in line of succession. The members of the RCC, including both the chairman and the vice chairman, are answerable only to the RCC itself, which may dismiss any of its members by a two-thirds majority vote and may also charge and send to trial for wrongdoing any member of the council, any deputy to the president, or any cabinet minister. Since 1977 the Baath Party has regarded all members of the Baath Party Regional Command as members of the RCC. The interlocking leadership structure of the RCC and the Regional Command has served to emphasize the party's dominance in governmental affairs.

This description meant that the current method of rule by decree, which had been in effect since 1968, would continue until the goal of a socialist, democratic republic with Islam as the state religion was attained. The end of the transition period was to be marked by the formal enactment of a permanent constitution. The timing and the specific circumstances that would terminate the transitional stage had not been specified as of early 1988. The country remained under the regime of the Baath (Arab Socialist Resurrection) Party, which had seized power through a coup d'etat in July 1968. The legality of government institutions and actions was based on the Provisional Constitution of July 16, 1970, which embodied the basic principles of the Baath Party Arab unity, freedom, and socialism. These principles were in turn rooted in the pan-Arab aspirations of the party, aspirations sanctified through identification with the historic right and destiny of all Arabs to unite under the single leadership of "the Arab Nation." The most powerful decision-making body in Iraq, the tenmember Revolutionary Command Council (RCC), which functioned as the top executive and legislative organ of the state, was for all practical purposes an arm of the Baath Party. All members of the RCC were also members of the party's Regional Command, or state apparatus. President Saddam Husayn was both the chairman of the RCC and the secretary general of the Baath's Regional Command. He was generally recognized as the most powerful political figure in the country.

    Iraq was a monarchy until 1958, when General Abd al-Karim Kassem took control of the country and declared Iraq a republic. Iraq has been a dictatorship dominated by the Baath Party since 1968. The Iraqi people have no real influence on their governmentalthough there are occasional elections, they do not, in reality, elect their rulers. President Ahmed Hassan al-Bakr ruled the country from 1968 to 1979, until he was forced to resign by Saddam Hussein, who replaced al-Bakr as president of Iraq. As the new president, Hussein executed several people who opposed him proving that no one could question his authority.
    The Revolutionary Command Council (RCC) is Iraq's supreme executive, judicial, and legislative body. It consists of eight to ten members, usually senior Baath party officials, and is headed by the president. Nearly all members of the RCC are also members of the Baath Party leadership body, known as the Regional Leadership (RL). The RL has about 20 senior party members. When the public is informed about an important decision, the government claims it was made at a joint meeting of the RCC and RL. In reality the biggest decision are made by Hussein himself or by Hussein and a few advisers. His decision is then brought in front of the RCC and RL for formal approval.
    Executive - The president, who is the official head of state, does not have a fixed term. The president appoints all civil service, military, and government personnel, and also approves the budget. The president's main power comes from being head of the RCC.
