Economic Independence Fund Awards $500,000 in Second Year The 18 grant recipients and their programs for 2001 are summarized here.
This program will provide economic literacy education and counseling to low-income women, particularly those transitioning off welfare, with the goal of helping them take control of their personal finances and plan for the future.
Seventy-five economic literacy personnel drawn from state and community action agencies throughout Vermont will be trained using funds from this grant. Within a year, these trainers are expected to directly benefit 3,750-7,000 low-income Vermonters by providing them with financial management education.
Low-income residents of Pike County who have special needs related to money and credit management instruction and counseling will benefit from this grant. Targeted groups include youth, welfare-to-work, Head Start, and micro-enterprise individuals.
An estimated 180 low-income families struggling to address financial and housing crises will receive money management training under this grant. The project will also train case managers to provide individual assistance to an estimated 300 families at risk of financial instability.
This project aims to enhance the Texas State Emergency Shelter Grant Program by providing economic literacy education to homeless families and families at risk of becoming homeless. Existing curricula will be adapted to the needs of this audience, and volunteer instructors will be trained to present the program. Attendance at the program will be mandatory to receive emergency shelter grant funds.

WARNING
This office has been informed that an insurance agent licensed in Florida, is selling or attempting to sell surety bonds and other lines of insurance to contractors for Federal government contracts illegally. He is using a surety company name very similar to a Treasury approved surety company, but changing the spelling of it slightly (i.e. Amercian vs. American). Federal bond-approving officers are advised to verify the authenticity of any bond written by Amercian Contractors Indemnity Company or by American Contractors Indemnity Company by contacting Frank M. Lanak, Director of Claims, telephone (310) 649-0990. Additionally, it has been reported that the agent has written bonds in the name of Indemnity Insurance Company of North America, also on Federal contracts. Please be advised that this company is not currently a Treasury approved surety company.

S1: The Council on Human Investment: Performance Governance in Iowa
Iowa, Marv Weidner and Mary Noss Reavely
Budgeting for Results (BFR) is Iowa's system for tying performance data to budgeting and policy decisions. As legislators become increasingly mindful of the importance of a responsive and accountable government, they are using the Benchmarks as verification of the public's opinion. The Governor and the Department of Management are beginning to use results-oriented performance measures to make budgetary and policy decisions. Line managers have begun to use the results-oriented performance measures to clarify the purpose or mission of their programs and to better tell the story of the results their program achieved. Ultimately, managers are recognizing they are in a competitive environment that requires results be demonstrated.
