Habibie is ever more clearly not serious in carrying out the reformation demanded by the Indonesian public for the sake of economic improvement. The demands for reformation have already started to deviate to other problems, so that the essence to erase the Indonesian practice of corruption, collusion and nepotism (CCN) which was  rampant during the Soeharto era, will never reach its target, according to the Indonesian-speaking Kompas newspaper on November 10, 1998. A number of entrepreneurs and economic observers who were contacted by Kompas in Jakarta, the day before confirmed, that the essence of the reformation movement which wanted to erase the cause of the collapse of Indonesia's national economy, namely mentioned that there already is deviation from the process of eradicating CCN practices. The entrepreneurs Ben Subrata, the General Chairman of the Anti Discrimination Movement (Gandi) Anton J Supit and Aberson M Sihaloho also stated that things do not seem to be changing and untul CCN is eradicated Indonesia and other countries in the region will be forever poor as far as the masses are concerned and at the mercy of economic and political manipulation by the mainly American transnational corporations. Indonesian Government Admits Gang Rapes Took Place During Riots The Indonesian government admitted for the first time on December 21, 1998 that women were systematically gang raped during the May 1998 riots that pushed former President Soeharto from power. But the government of President B.J. Habibie said the number of rapes, most of them against ethnic Chinese, was lower than the 66 reported by an expert panel last November. State Secretariat Minister Akbar Tanjung said the government denied claims that the rapes were "mass and systematic rapes" or that they ever took place. The November report was produced by a government-convened panel of human rights activists, senior police officers, lawyers and other to investigate the violent riots which erupted in the capital Jakarta and other cities on May 13-15. The riots, which began as political protests sparked by the shooting of four student protesters by the military on May 12, turned into looting and ethnic violence which left 1,200 people dead and prompted Soeharto to end his 32-year authoritarian rule. Tanjung told reporters after a meeting with Habibie that the government could confirm that 52 women were raped, 24 "sexually mistreated" and four others sexually harassed. Moreover, he said, those who were raped came from various ethnic backgrounds, not only Chinese.

The Indonesian government seems unwilling or unable to allow an inquiry into the whereabouts of 13 political activists who "disappeared" during 1997 and 1998. All the "disappeared" were members of political parties or had joined demonstrations in Jakarta during the last days of former President Suharto's rule in May 1998. A group of nine political activists abducted by security forces in Jakarta in early 1998 claimed on their release that at least six of the 13 "disappeared" had been held in the same military facility as them. Although an August 1998 military inquiry concluded that the nine released men had been abducted, it found no evidence of any military involvement in the "disappearance" of the other 13. As a result of the inquiry, three senior military officers were dismissed from their posts, although only one was discharged from the army. None of the officers was brought to trial. Eleven lower-ranking soldiers were court-martialled, however, and given prison sentences of up to 22 months for their role in the abduction of the nine men.
