We, the Indigenous Peoples of all the regions of the World - Arctic/Europe, Africa, Asia, North America, Central/South America and Caribbean, Pacific, Former USSR and Eastern Europe - attending the Indigenous Peoples' Millennium Conference in Panama City on 7-11 May 2001: Welcome the establishment of the Permanent Forum on Indigenous Issues as a subsidiary body of the Economic and Social Council (ECOSOC); Endorse the Regional Division adopted by the Indigenous Caucus in Geneva on Sunday, 26 November 2000 during the 6th Session of the Open Ended Inter-Sessional Working Group on the Draft United Nations Declaration on the Rights of Indigenous Peoples, for the nomination of indigenous members of the Permanent Forum; Recall the United Nations resolution on the Permanent Forum on Indigenous Issues with regard to the nomination of indigenous members "on the basis of broad consultations with indigenous organisations taking into account the diversity and geographical distribution of the indigenous people of the world as well as the principles of transparency, representivity and equal opportunity for all indigenous people, including internal processes, when appropriate, and local indigenous consultation processes"; Acknowledge the consultations held in Panama on 16-17 February 2001, in Australia on 17 February 2001, in Bolivia on 13-15 March 2001, in Ecuador on 3-4 May 2001 and in Russia on 12-13 April 2001 for the nomination of indigenous members;

    THE STATE OF THE REGION SUMMARY State of the Region Synopsis General Assessment In spite of the advances cited, the economic and political achievements won are precarious and, in terms of social equity and environmental sustainability, negative for the region, though not necessarily for all of the countries. Central America is torn by regional fractures in its human development, with the following still in existence:
    • Gaps in human development achievements among countries; in the isthmus there are two (or three if Belize is included) countries who are leaders in Latin America, and four who hold the lowest positions in the hemisphere. Internal territorial divisions in all of the countries. Alongside modern enclaves in capitals and major cities lie vast zones of poverty and low productivity, usually in rural and border areas. Multiple and wide divisions exist among social groups: between rich and poor, between men and women, between indigenous, Afro-Caribbean, and nonindigenous peoples for example. These divisions in terms of equity have generated widespread poverty and excluded the majority of people from access to social services and the benefits of development. Divisions between economic performance, policies, and legal frameworks exist among the countries, which affect the business climate in the region. In addition, countries like El Salvador and Nicaragua, affected by war, are just now recovering the GNP that they had twenty and thirty years ago, respectively (MIDEPLAN, 1998).

    Tairona Heritage Studies Centre South American Indigenous History to Invasion It is generally agreed that South American indigenes, who numbered 14 m. at the time of the Spanish Conquest, are derived from Mongoloid expansion, mainly hunters and gatherers, via the Bering Straits about 20,000 years ago. Rapid development was initiated around 2,600 years ago by the growth of agriculture. 'The greatest cultural development occurred in the central Andes with the Inca Empire, which at its height encompassed about 1,000,000 square miles and had a population of about 6,000,000. The Chibcha in Colombia were probably the next most developed culture' (NEB. 1991. Micropaedia. vol. 11: 37). Steward's classification of South American cultures to Invasion Julian Steward's classification is presented in his article 'American Culture History in the Light of South America' in Patricia Lyon's Native South Americans - Ethnology of the Least Known Continent (Little, Brown and Co.. Boston/Toronto. 1974). Patricia Lyon prefaces this article by pointing out its deficiencies. 'Steward's approach... thus oversimplifies an extremely complex situation, obscuring differences which may be of considerable importance.' (Lyon 1974: 3). However, Steward's piece represents an improvement on the earlier 1940's work of Cooper. Steward postulates a Formative Period of American cultural development, during which 'the highland areas from Mexico to Bolivia acquired dense populations, large and stable communities, a class-structured society and a priest-temple-idol cult. In the material arts, it produced basketry, ceramics, metallurgy, weaving, stone working, building arts,aesthetic expressions in art forms, and water transportation.' (Steward in Lyon 1974: 19). This period predated Christ by some time, for 'the essential patterns of New World civilisations were established in Mexico and Yucatan at least by the beginning of the Christian era. In the Andes they can be no less old, for maize, a basic crop, probably originated in South America.' (Steward in Lyon 1974: 10).
