    IV. Collaborative Collection Management among Illinois Libraries Illinois Cooperative Collections Management Program. The Library is a member of the Illinois consortium which has developed collaborative collections projects as described in A Plan for Collaborative Collections Management among Illinois Libraries . The consortium, the Illinois Cooperative Collections Management Program ( http://libws66.lib.niu.edu/ccm/ ), gives grants that provide funds to purchase titles not held in the statewide meta-collection and negotiates very advantageous terms with commercial producers of electronic resources. Electronic delivery of information makes cooperative projects between Illinois libraries efficient and effective methods of sharing resources. As part of its membership in the ICCMP, The Library has agreed to retain the last copy of any monograph in its collection in the state of Illinois in order to preserve the unique statewide collection.     What is the Illinois Library Association?
    Since 1896, the Illinois Library Association (ILA) has been the voice for Illinois libraries and the millions who depend on them. Its membership is made up of public, academic, school, and special libraries as well as librarians, library assistants, trustees, students and library vendors. It is a not-for-profit educational organization with over 3,000 members. Why should I join ILA?
    ILA offers professional growth opportunities, produces practical products, workshops and conferences, and maintains a strong legislative voice in Springfield. An annual conference is held each October, including many preconferences, programs, and vendor exhibits. Spring workshops address topics from the government information system to youth services. ILA produces many publications including the ILA Reporter, a bi-monthly newsletter, which is free to members. Other available publications include Illinois Library Laws, Serving Our Public: Standards for Illinois Public Libraries, Trustee Facts Files, and the Cyberguide for Kids and Parents.     Libraries are in transition from being only placebound warehouses of library materials to also serve as facilitators of access to information, without regard to location. Shared principles which will guide the continued growth and development of Illinois Library service through this time of rapid and profound change are as follows:
    LIBRARIES AND READING
    An important role for the library continues to be stimulating children to become lifelong learners and lovers of books and reading. Librarians need to encourage people of all ages to enjoy the pleasues and to understand the necessity of reading.
    ACCESS TO INFORMATION
    Information is the key to successful living and libraries are the primary access points to information. There is a general awareness of the value of information and its potential to empower the individual. Libraries create equal information opportunities, enabling every citizen in Illinois, whether urban or rural, to realize their right to access information. Libraries have a commitment to inform and educate the public, and libraries help peopole make informed decisions. Librarians are the primary guides to information resources and facilitators for their use. The exponential growth in information underscores the importance of the use of technological advances in addressing users' needs. Although opportune use of technologies is a key mechanism for improving information access, knowledgeable and enthusiastic library personnel are essential to timely and accurate information retrieval.

    Illinois Libraries Converted to a Statewide KLAS Network
    January, 2001, Raleigh, NC - Keystone Systems, a leading producer of library automation systems, is excited to announce that KLAS®, the Keystone Library Automation System, has been installed at the Illinois State Library Talking Book and Braille Service and its six sub-regional libraries throughout the State of Illinois. The cooperation among the regional and sub-regional libraries involves less duplication of effort, allowing the sub-regional libraries to concentrate on serving the patrons more effectively. All the libraries share the same title information and statewide collection. All staff have access to all data regarding patrons, patron services and machines and books on loan to the patrons across the libraries. Intra-state patron transfers have become paper-less and seamless. The new system allows for many processes to be centralized and carried out by the State Library thus reducing duplicate efforts previously done by sub-regional libraries. These common functions include reporting to the National Library Service of the Library of Congress, downloading new titles from the National Library Service, submitting magazine subscription changes and address changes to the national clearinghouse for talking book and Braille produced magazines. The staff also enjoy using easy queries and report generating facilities and abundant predefined reports now readily available to the sub-regional libraries as well as the State Library.
