M.S. In Financial Markets: Introduced in 1992, the Master of Science in Financial Markets (FM) is the nation's oldest and most prestigious graduate degree program focusing exclusively on modern capital markets. Designed at the request of and in collaboration with industry leaders, the program provides an intellectual framework for understanding how financial markets are structured, regulated, and interconnected in this country and around the world. The FM program helps you develop the quantitative and analytical skills required for planning financial strategies and for trading, while providing up-to-date information about market players, products and evolving industry technology. As global markets increase in complexity, the time-honored tradition of learning by doing becomes a risky strategy. Everyone in today's international marketplace - investors and corporate end-users, brokers, traders, and commercial and investment bankers - must not only know the products and the markets they trade, they must also understand the economics that drive demand and the mathematics that explain it. Money Management Programs
Cooperative Extension Money Management Programs provide information on using personal, family and community resources to make ends meet and get ahead. These programs are designed to help people reach financial goals through the use of some key money management tools which include:
  • Making choices
  • Planning and tracking your spending
  • Talking with family members about money
  • Managing a checking account
  • Managing a paycheck, employment benefits and records
  • Using credit wisely
  • Consumer skills making ends meet

Some of the programs which are available include:
  • Be Money Wi$e shows teens how to make effective financial decisions. The "learning by doing" curriculum is creative, stimulating, motivating, educational and fun. It includes segments on goal setting, career choices, credit, insurance, investing, communication, and managing money now.
  • Money and Personal Power offers adults a hands-on, activity-based learning experience about money. It covers planning, setting, and achieving goals; consumer education; credit; recordkeeping; and career exploration.

    Lauri Alpern
    Lauri Alpern is the Associate Director of the Great Cities Institute where she works with faculty, staff, and external partners on management, administration and development of the institute. She has a wide range of experience working with non-profit organizations, community organizations, academics, policy and research institutes, and other partners in urban development. Ms. Alpern was a key player in the inception of UIC's Great Cities Initiative in 1993, which then fostered the creation of the Great Cities Institute. From 1986 to 1990, she was an Assistant Commissioner for the City of Chicago Department of Economic Development, working under the administrations of Mayors Harold Washington and Eugene Sawyer. Ms. Alpern holds the Masters of Urban Planning and Policy degree from the University of Illinois at Chicago. Robin Berkson

    Operating Funds Investment Policy
    The operating funds of the University of Illinois represent operating and gift funds available for current use in support of the University's academic programs and support functions. This category also includes student loan funds, agency funds, self-insurance reserves, and auxiliary operating funds. Operating funds are pooled to provide the University continuity, investment flexibility, and efficient administration. Operating funds with unique requirements which prevent participation in the pool are separately invested. Funds earmarked for construction and funds generated through debt issues are generally separately invested in order to meet bond covenants and to foster project accountability. Separately invested funds will follow the quality guidelines contained in the operating funds policy, but the maturity structure will be guided by projected cash flows.

Krannert Center and Provena Covenant Medical Center will collaborate with middle and lower-income families to develop a program to increase the comfort level, interest and ability of families to share meaningful, aesthetic experiences. By utilizing our uncommon resources of facilities, faculty, and successful community partnerships, this initiative has the potential to serve as a ground-breaking model for other communities not only throughout Illinois by nationally as well. Miller, Deborah Krannert Center for Performing Arts Arts Artworks - The goal of Artworks is to provide students aged 14–19, especially those from low-income families, opportunities to learn basic job skills while also receiving the benefits of training in the fields of performance, visual, or applied arts. As a pilot project during the spring semester 2000, Artworks will provide opportunities for 10-15 students to work after school for up to 10 hours per week each for 8 weeks under the direction of an experienced performance, visual, or applied design artist. Students will apply, interview, and be hired as artist apprentices. The project they create as a team will have high visibility and enhance the aesthetic life of the Champaign-Urbana community.

By-Laws ANNUAL REPORT 2001 The NCPPP has continued the process of growth and rejuvenation, begun last year. 2001 saw the Council provide more programs, expand cooperation with industry associations, improve its financial position, expand staff and relocate its offices.
    CONFERENCES, MEETINGS and PROGRAMS:
    NCPPP conducted the following events during 2001:
    • Design-Build Institute of America's Water/Wastewater Odyssey: NCPPP was a cosponsor and provided a full afternoon of sessions on public-private partnerships in water/wastewater. The meeting generated a small income for the Council.
    • Leadership Dinner with Angela Styles, Administrator of the Office of Federal Procurement Policy. This event for Sponsor and Sustaining Members led to the formation of the OFPP Task Force (see Government Affairs, below). The meeting generated a small income for the Council.
    • DoD Enhanced Leasing Workshop: This was the most successful workshop NCPPP has conducted to date. Senior DoD personnel and NCPPP Members provided program content, with an audience of nearly 100 attendees (overwhelmingly from the public-sector). The meeting generated a good income for the Council.
    • New York Conference Of Mayors (NYCOM): NCPPP worked with NYCOM and the Maxwell School of Business to provide a workshop on development of public-private partnerships, financial management and human relations. Over 60 mayors, city managers and directors of public works participated. The response was sufficiently positive that a second "follow-up" meeting is being planned for 2002. The meeting generated a small income for the Council.

    It is estimated that in 2001 the Federal Government will outlay $305.6 billion in grants to State and local governments. Executive Order 12372, "Intergovernmental Review of Federal Programs," was issued with the desire to foster the intergovernmental partnership and strengthen federalism by relying on State and local processes for the coordination and review of proposed Federal financial assistance and direct Federal development. The Order allows each State to designate an entity to perform this function. Below is the official list of those entities.
