Professional development for French Immersion teachers
On March 25 and 26, School Districts 3, 4 and 5 (Corner Brook-Deer Lake-St. Barbe, Stephenville-Port aux Basques, and Baie Verte-Central-Connaigre respectively) held a joint professional development session for K-6 French Immersion teachers. The session was held at C.C. Loughlin Elementary School in Corner Brook and partially funded through the NLTA Professional Development Fund. Agenda items for the two days included a discussion of the French Immersion curriculum and philosophy, supplementary resources and innovative teaching practices. Time was also set aside for teachers to express their concerns and issues as French Immersion teachers. Facilitators for the session were: Margaret Wakeham, Language Programs Manager at the Department of Education; Barry Rowe, French Specialist with District 3; Denise Francis, French Specialist with District 4; Harold Warr, French Specialist with District 5; Betty King, Primary/Elementary Specialist with District 3; June Abbott, a teacher at C.C. Loughlin; and Denise MacDonald, the teaching Vice-Principal at C.C. Loughlin. Approaches to teaching reading and writing which incorporate multi-skill development and assessment practices were presented to participants and discussed in a forum setting. In addition, participants had the opportunity to see these types of methodologies in practice by visiting classrooms at both C.C. Loughlin and St. Peter's Academy in Benoit's Cove.

As a part of the continuing series of interviews with fund managers who invest in Russia, The Russia Journal spoke with Troika Dialog Lexington Russia fund managers, Oleg Larichev and Timothy McCarthy. Their flagship fund ranked second among listed, Russian dedicated funds for its performance in the first quarter. The RJ spoke to them because of their recent successes and because they are a local-based fund that has been managing assets for several years in varying climates, including last year's financial crisis. Russia Journal: What strategy was implemented following the collapse in August? Timothy McCarthy: Eventually, within the less liquid part of the portfolio, we moved out of most of the third tiers and consolidated into a handful of select second-tier stocks. Within the most liquid portion of the portfolio, we focused on exporters with hard currency earnings and ruble cost bases. RJ: Was this difficult to do?

MACROECONOMIC THEORY AND POLICY
Christof Ruhl
Fall, 1994
Department of Economics
CENTRAL EUROPEAN UNIVERSITY
Course Description
Macroeconomics is usually referred to as economics, concerning the economy as a whole. It tries to explain the coordination of market-based economies: Why these appear to function rather well sometimes and not so well at other times - exhibiting inflation, unemployment, or lack of growth - and what should or should not be done to improve the system's performance. Macroeconomists concentrate on the interaction of aggregates; often, they derive conclusions aimed at economic policy. Positive and normative aspects of macroeconomic analysis are closely related: Explanations of inflation, unemployment or lack of growth carry conclusions which, if often only implicitly, are relevant for economic policy. The "Coordination-question" and the way it is answered matters. The task requires a high degree of abstraction: In addition to the "usual" assumptions (for example about people's behavior) making economist's life easier, macroeconomists face the aggregation problem. It may include the discovery of un-pleasantries, such as the "fallacy of composition" (where the interaction of perfectly rational people, pursuing economic goals, creates irrational outcomes in the aggregate); or just amazement on how millions of selfish individuals can possibly produce anything but sheer chaos - but choosing the right level of aggregation often matters for the kind of answer one may expect.

An important lesson learned through the yearly look at the operation of the Canadian Multiculturalism Act is that one size does not fit all. Each department and agency applies the Act in a way that fits its corporate culture and corresponds with its mandate. Service- oriented departments focus on ensuring that service is provided equitably to all Canadians regardless of race or cultural background. This focus drives policy decisions and internal human resources practices. Policy- and program-oriented departments make greater efforts to ensure that policies and programs are non-discriminatory. This often requires extensive consultation with a range of cultural stakeholders. The exact way in which this takes place varies from one organization to the next. A second lesson is that, no matter where the focus lies, action must be taken on many fronts. Comprehensive approaches featuring a combination of activities have been found to work most effectively. Policies, human resources practices, outreach and consultation, new services and other activities combine and reinforce one another to achieve goals that no single activity, no matter how significant, can achieve.

Austria
Introduction [Top of Page] Background: Once the center of power for the large Austro-Hungarian Empire, Austria was reduced to a small republic after its defeat in World War I. Following annexation by Nazi Germany in 1938 and subsequent occupation by the victorious Allies, Austria's 1955 State Treaty declared the country "permanently neutral" as a condition of Soviet military withdrawal. Neutrality, once ingrained as part of the Austrian cultural identity, has been called into question since the Soviet collapse and Austria's increasingly prominent role in European affairs. A prosperous country, Austria joined the European Union in 1995 and the euro monetary system in 1999. Geography [Top of Page] Location: Central Europe, north of Italy and Slovenia

As the 35th Chess Olympiad nears completion in Bled, Slovenia, the 136 men's teams and 92 women's teams have made it the largest Olympiad ever. The participants across all of the men's teams (four players and two reserves) plus the women's teams (three players and one reserve), represent the greatest gathering of chess talent ever seen. By comparison, when the first official Olympiad took place in London 1927, only 6 of the 16 teams could muster a reserve to complement the four player teams. That event was won by Hungary, ahead of Denmark and England. There was no separate women's event. The 1927 Olympiad was preceded by two unofficial events. The first, Paris 1924, was organized to coincide with the 8th Sports Olympics. It was an individual event where the scores of the best players representing each country were combined to calculate a team score. Czechoslovakia won.

As predicted by many close followers of the international chess scene, the powerful Russian team once again captured first place at the 35th Olympiad, which ended November 2002 in Bled, Slovenia. The six players initially named to the Russian team were Garry Kasparov, Evgeny Bareev, Alexander Morozevich, Alexander Grischuk, Alexander Khalifman, and Peter Svidler. Bareev was replaced at the last minute by Sergei Rublevsky. The Russians finished with 38.5 points (+10-1=3 in match results), a point ahead of Hungary (37.5; +10-1=3) and well ahead of third place Armenia (35.0; +7-3=4). Olympiad standings are determined by the total number of points rather than by the results of individual matches. The Russian team won 25 games, lost 4, and drew 27 to win the gold medal which they have held since the collapse of the Soviet Union more than a decade ago. Their single lost match was against silver medal winner Hungary Kasparov, Grischuk, and Khalifman drew, while Svidler lost.
