The Direct Marketing Association said Monday that unsolicited e-mail has become so noxious that a federal anti-spam law is finally necessary. Until now, the DMA has opposed the majority of anti-spam bills in Congress or offered only lukewarm support. But the ever-rising tide of junk e-mail has made the influential trade association rethink its stand. "Even legitimate business' messages are not being looked at because of the get-rich-quick schemes and pornography and so forth," Jerry Cerasale, the DMA's vice president for government affairs, said in a telephone interview Monday afternoon.
The DMA's change of heart, which comes as the group meets in San Francisco for its 85th annual convention this week, means that a sizable obstacle to federal legislation has vanished. The DMA, along with its allies at the U.S. Chamber of Commerce and the National Retail Federation, have previously scuttled some anti-spam laws from being enacted by Congress.

How to Use the Legislative Research Council Web Site to Research Legislative Issues General Guidelines You can use the Legislative Research Council (LRC) web site to research and compile the history of bills introduced in 1997 or later. For bills introduced in 1996 or earlier, you must rely on printed legislative materials and microfilm. If you need assistance compiling older documents, contact Clare Cholik, Senior Research Analyst, at (605) 773-3251 or clare.cholik@state.sd.us The LRC will keep legislative information dating back to 1997 on the web site for as long as possible. Eventually, however, data storage restraints will require the gradual removal of the information from the earliest years. When that happens, the information will still be available on CD-ROM at libraries across the state or by contacting the LRC. In South Dakota, the legislative history of a bill generally consists of the following components.

Section 1. All legislative powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives. Section 2. The House of Representatives shall be composed of members chosen every second year by the people of the several states, and the electors in each state shall have the qualifications requisite for electors of the most numerous branch of the state legislature. Mr. STRONG moved to amend the article so as to read-"Each House shall possess the right of originating all bills, except bills for raising money for the purposes of revenue, or for appropriating the same and for fixing the salaries of the officers of the Govt. which shall originate in the House of Representatives; but the Senate may propose or concur with amendments as in other cases" Col. MASON , 2ds. the motion. He was extremely earnest to take this power from the Senate, who he said could already sell the whole Country by means of Treaties. Mr. GHORUM urged the amendment as of great importance. The Senate will first acquire the habit of preparing money bills, and then the practice will grow into an exclusive right of preparing them. Mr. GOVERNR. MORRIS opposed it as unnecessary and inconvenient.

Introduction Purpose and Scope Legislative histories provide researchers with the status (i.e., progress in the state legislature) of a bill at any given time. They also identify and sometimes compile the texts of documents that are the result of action taken as a bill goes through each stage of the legislative process. Legislative history materials may also help researchers determine the legislative intent behind a law.

For most North Carolinians, the process for developing new laws is complex and difficult to follow. Yet understanding the system is critical to effective advocacy. The legislative process defines the ways in which bills may be introduced, debated and passed, so the more familiar you are with the process, the better prepared you will be to effectively propose, support or oppose legislation. North Carolina has a legislature composed of two houses ­ the Senate and the House of Representatives. This is called a bicameral legislature, meaning that it consists of two chambers. The North Carolina Legislature is also known as the General Assembly. It meets in regular session in odd-numbered years (1999, 2001, 2003, etc.) beginning at noon on the third Wednesday following the second Monday in January. In even-numbered years, the General Assembly convenes its second regular session in May or early June for approximately two months. The primary reason for holding the "short session" as it is often called is to make adjustments in the budget for the second year of the biennium (two-year session) and to complete action on matters that were still pending when the first regular session adjourned.
