Health Insurance Portability and Accountability Act Rules Affecting Horseback Riding
Interim regulations proposed by the Internal Revenue Service, the Department of Labor, and the Department of Health and Human Services, which slightly alter the Health Insurance Portability and Accountability Act of 1996 (HIPAA), recently became final, as the period for comment expired on April 9, 2001. These regulations do not change the provision of HIPAA that states that no insurance coverage can be denied based on a person's involvement in recreational activities, such as horseback riding, skiing, and motorcycling. However, they do allow insurers to include "source-of-injury" restrictions for injuries suffered while engaging in those recreational activities. This effectively means that, while a person cannot be denied insurance coverage based on his/her involvement in horseback riding, the insurers can refuse to pay for the injuries if that person is hurt while riding. The new regulations do not apply to health plans already in effect. These apply to group health plans beginning in the future. Therefore, if horseback riding is currently covered in an insurance plan, it will continue to be covered for the duration of that plan. These regulations do not prohibit employers or insurance companies from providing coverage for activities such as horseback riding, but it is the sole responsibility of the employers and health insurers to negotiation such terms. Since camps are most likely to currently have insurance, these regulations would not apply.

More young women than young men are injured while riding horses. Common Injuries Most injuries are incurred when a child falls off a horse. Injuries also are incurred when feeding or caring for a horse. The most common injuries include:

Protective Equipment
  • An equestrian helmet that meets the ASTM standard and certified by SEI should be worn whenever a child is on a horse. A significant decrease in riders admitted with head injuries is associated with the increased use of protective helmets. The helmet should fit properly and be fastened. Release catches are available on some saddles to prevent dragging if the child's foot is caught in the stirrup.

  • Parents and children should realize that a child can be seriously injured, paralyzed or even killed by falling off of a horse

Horseback Riding

Horseback riding is a recreational and therapeutic activity enjoyed by individuals of all ages and abilities. As a sport, it provides the rider with the opportunity to master the skills necessary to confidently control and steer the horse through various patterns and obstacles. Horseback riding is also a means to access and explore the great outdoors. For many people, trail riding is becoming a popular recreational activity. For most individuals with disabilities, horseback riding is generally categorized into two types – therapeutic riding and hippotherapy. Although both types of riding benefit the rider, there are several distinct differences. Therapeutic Riding
Therapeutic riding involves teaching the rider the necessary skills and techniques required to ride a horse as independently as possible. The emphasis is not only on the physical benefits of riding, but also on the development of the relationship between the rider and the horse. The self-discipline required to understand and control the horse instills a sense of responsibility and enhances task concentration in the rider. The autonomy associated with independently riding a horse also serves to promote the rider’s self-esteem and positive body image. NARHA
North American Riding for the Handicapped Association (NARHA) is the primary organization that supports and promotes therapeutic riding in the U.S. and Canada. NARHA provides program accreditation to ensure that standards are established and maintained, so that riding centers can provide a safe therapeutic riding environment. NARHA also issues instructor certification in therapeutic riding. Many therapeutic riding centers in the U.S. are accredited and operating center members of NARHA. Recreational Uses Mapping Workshop July 14, 1999 SUMMARY The following is a summary of ideas, existing uses and other issues presented by the participants at the workshop.
This was recorded through a roundtable discussion and the mapping exercise.
There was significant interest and exchange of ideas for another workshop to be held in the future.
The evening began with a brief overview of the purpose and intent by facilitator Donna Plunkett followed by everyone introducing themselves and why they were present. The three groups or uses that had the largest representation were the Long Island Field Trials Association (LIFTA), Concerned Long Island Mountain Bikers (CLIMB), and Horseback Riders. Other groups were also represented and were recorded on the attached sign-in sheets. Issues raised during this introductory roundtable included:

The mission of Silver Bullets Ranch is to provide a SAFE, FUN, recreational/theraputic horseback riding experience to physically and/or mentally challenged individuals of all ages. The program offers students the opportunity to increase social interactions, improve self esteem and build confidence. The Program
We are a non-profit 501(c)3 organization providing a unique approach to physical, emotional and recreational therapy for both children and adults with wide ranges in their disabilities. Our certified instructors, with the help of our dedicated volunteers and specially trained horses, enable riders of all ages to benefit from alternative theraputic techniques away from the normal "clinical" setting. Riders not only enjoy our home facility, but also participate in equestrian events throughout the year, including parades,horse shows and drill performances. We operate year round (weather permitting), offering FREE weekly lessons. Private lessons are scheduled at the site, and group therapeutic lessons are offered to school districts and other organizations.

While the new proposals state that an individual employee cannot be denied health-care coverage based on participation in recreational activities, they permit employers, unions and health insurers to deny benefits coverage for injuries sustained in connection with such recreational activities, effectively having the same result. What type of horses are used?

Most of the horses are registered Tennessee Walking Horses that are known for their smooth ride and calm dispositions, and are privately owned, used in 4-H programs, and for trail riding in the spring and fall. Woodward's horses have won county, district, and regional championships and have been finalists at the Pennsylvania State 4-H Championships. These are not typical camp horses. Be sure you stop by the stables and meet them.
How can we arrange this fun?
At registration each camper opens a bank account. Funds for horseback riding are deposited along with the funds for other expenses. Most rides can be scheduled at registration. The camper will select the rides from the schedule and the funds will be deducted from their bank account.
The investment is minimal. The six mile trail rides are $18.00 and a camper should allow an hour and one-half in their schedule for the instruction and the ride. The overnight horseback camping trips are $25.00, and special rides are priced according to the time required. Many campers wish to ride several times while having this unique opportunity. A free trail ride or an overnight camping trip for only $5.00 is given to campers who have purchased five horseback rides during the season, a $115.00 value for $95.00.

1.4.1 Historical Perspective
An was the case in the settlement of all new lands, trails played an important role in Humboldt County history. To the local Indian tribes indigenous to the northcoast as well as early pioneers such as Jedediah Smith, the trail served as the main route of travel. With the passing of time, many of these early transit routes evolved into wagon roads and further to the roadways with which we are familiar today. Interest pertaining to trails for recreation rather than transportation increased when the idea of establishing a statewide horeseback riding and hiking trail route was advanced by the California State Horseman's Association. Soon after passage in 1945 of the California Riding and Hiking Trails Act, a trail coordinating committee was formed in Humboldt County to determine a feasible route for that portion of the State Riding and Hiking Trail which was proposed through the area (Ref. map ). In the years following the committee's formation, a trail route was designated which made use of old roads and government trails. Shortly thereafter, the first Humboldt County Trails Plan was prepared and later adopted by the Board of Supervisors by Resolution #744 dated December 1953.

Therapeutic Riding
NARHA
North American Riding for the Handicapped Association (NARHA) is the primary organization that supports and promotes therapeutic riding in the U.S. and Canada. NARHA provides program accreditation to ensure that standards are established and maintained, so that riding centers can provide a safe therapeutic riding environment. NARHA also issues instructor certification in therapeutic riding. Many therapeutic riding centers in the U.S. are accredited and operating center members of NARHA.  For more information, contact (NARHA)

THERAPEUTIC RIDING EQUIPMENT
Adaptive riding equipment ranges from custom-made products tailored to fit the needs of a particular rider to multi-purpose products used for a variety of riders with different disabilities.  A few examples include: The walker belt , which is worn around the waist and provides two secure hand holds for persons walking beside the rider. The hand holds allow the 'side-walkers' to keep the rider firmly positioned in the saddle.

Nature Centers
Enjoy a day in the country, excellent family fun, look at exhibits, wildlife displays and walk labeled self guiding trails at the District's five Nature Centers. Introductory talks available for scheduled groups. Picnicking is not permitted at the Centers, but there are nearby areas for this purpose. Visitors are restricted to the trails for the protection of the plant and animal life for the continual enjoyment of the public. Each center is different in terrain, exhibits and emphasis. The centers have special events throughout the year, media announcements are made on each. [See the Nature Centers index
