The Hawaii Workshop: Panel III
Moderator: Dr. Viopapa Annandale, Samoa Panelists: Gail Breakey, Hawaii; Jane Bates, USA; and Kristine Neeland, Hawaii Dr. Annandale, Tropical Health Specialist The components of health are: 1. Physical: Nutrition is the foundation. Breast milk is important for a healthy baby. Samoa has a food and nutrition policy. The policy tries to promote breast-feeding and stop the inappropriate sale of infant nutrition products. Anemia and malnutrition are two areas where Samoa is trying to improve conditions for children. The solutions lie in the social, economic and political arenas. Good eating habits must be established early. Currently 1 in 4 Samoans suffer from Diabetes. 2. Mental health: Physical punishment and strong verbal correction are commonly used. Parents expect compliance; there is a serious conflict if children do not conform. The literacy rate was in the 90% range in Samoa, now that is dropping. Dropouts are often children where the family does not have the school fees and the child must work to help support the family.

The Changing Roles of Children and Youth in American Samoa
American Samoa
American Samoa is located 2400 miles southwest of Hawaii. Its land area is approximately 77 square miles and has an estimated population count of 61,200. American Samoa has been a Territory of the United States since 1900. Today, I am honored to present before you, my perspective on the changing roles of Children and Youth in American Samoa. Although it is a fact that change can not be ignored, the drastic transition from conservatism to outspoken possesses a great challenge for us as service providers.
Traditional Roles
Children from age 3 - 11 primarily learn from those around them in the household. Their role models are the parents, caretakers or their older siblings or relatives. As they get older more responsibility is expected of them. The general rule is, no matter how old you are; married, divorced or working, you still answer to Mom, Grandma etc. The authority over you stays as long as you live.

For Grandparents and Special Others Raising Children Hawaii
Grandparents and Other Relatives Raising Children A State Fact Sheet August 2002
Across the country, more than six million children approximately 1 in 12 children are living in households headed by grandparents or other relatives. Hawaii has more than 113,000 children living in households headed by grandparents or other relatives. In many of these households, grandparents and other relatives are the primary caregivers (“kinship caregivers”) for children whose parents cannot or will not care for them due to substance abuse, illness and death, abuse and neglect, economic hardship, incarceration, divorce, domestic violence, and other family and community crises. In response to the growing numbers of these kinship care families, state legislatures, public and private agencies, and grassroots coalitions in Hawaii and across the country have begun to expand services and supports for children living with kin inside and outside of the foster care system. A Look at the Numbers: Kinship Care in Hawaii The data below show the numbers of grandparents who are living in households with at least one grandchild under the age of 18, as well as the numbers of grandparents who are the primary caregivers for these grandchildren. These numbers were reported by the 2000 U.S. Census and are available for every place (as defined by the U.S. Census Bureau) in the country, including cities, towns, villages, and boroughs, on the U.S. Census website.*
