Regulations Project Summaries Grant Information Program: MEP Consortium Incentive Grants (CFDA Number 84.144B) Authorization: Secs. 1303(d) and 1308(d) of the Elementary and Secondary Education Act, as amended (P.L. 107-110) Total Funds Awarded in FY 2002: $2,300,000 Total Number of Grantees: 39 Eligible Applicants: State educational agencies (SEAs) Program Description: Under section 1308(d), the FY 2002 MEP Consortium Incentive grants were awarded to SEAs that proposed to participate in a consortium with another State or entity and demonstrated, in accordance with section 1303(d)(3) of the ESEA, that doing so would:
  • Reduce administrative costs or program function costs for State MEP programs; and Make more MEP funds available for direct services to add substantially to the welfare or educational attainment of children to be served.
  • In addition, section 1308(d) requires that SEAs receiving grants form consortia to improve the delivery of services to migrant students whose education has been interrupted.

    Hawaii Strike Deadline Nears
    About 13,000 teachers and 3,000 university faculty in Hawaii are prepared to strike today if teachers organizations and the state do not reach a contract agreement. Low pay and the high cost of living in the islands have forced the dispute, according to union officials. Included: Information about salary levels and negotiations.
    Hawaii is bracing for a possible teachers strike today. If teachers walk off the job, it will be the first time in the nation's history that a state's entire public education system, from kindergarten to graduate school, shuts down. Negotiators for the state and the teachers unions must reach a settlement by April 5. If efforts fail, members of the Hawaii State Teachers Association (HSTA) and the University of Hawaii Professional Assembly (UHPA), the university's 3,000-member faculty union, are scheduled to take to the picket lines by 6 a.m. Hawaii time. Ninety-nine percent of the HSTA membership and 91 percent of UHPA members voted in favor of a strike. Both unions are affiliates of the

    Parenting Post-Secondary Students with Disabilities: Becoming the Mentor, Advocate, and Guide Your Young Adult Needs
    Parents as Mentors
    Whether a student has a disability or not, the greatest challenge for parents of postsecondary students is learning when and how to be supportive while still encouraging self-determination and independence. It may require a giant leap of faith for parents to trust that their sons and daughters have all the resources they need to deal with the unfamiliar challenges of postsecondary education. Nonetheless, postsecondary schools treat students as legal adults. It is important for parents to do all they can to reinforce their faith in their child's ability to manage life at school.

    Parents as Advocates
    The post-secondary years provide students with both new freedoms and new responsibilities. Many students are living away from home for the first time or are new to making personal decisions on their own. Parents are naturally concerned about the safety, health, and social adjustment of their sons and daughters. Disability-related issues can make this an even more challenging time for students and parents. However, there is help available.

Educational Links for Children and Schools by Sea Grant ADOPT-A-BOAT LINKS COMMERCIAL FISHING VESSELS TO CLASSROOMS A collaborative project between the fishing industry and educators uses commercial fishing boats as a vehicle for teaching students about marine resource utilization, marine ecology and life as a fisherman. The project, funded by the Northeast Consortium, shows K-12 students the importance of the commercial fishing industry to coastal communities. Last year, the project began with partnerships between eight vessels and ten classrooms from Maine, New Hampshire, Vermont and Massachusetts. This school year, the goal is to expand to 100 partnerships across New England. The partnerships often include both class and boat visits, but project coordinator MIT Sea Grant provides technology where appropriate to bridge the distance between the schools and the boats. Telemetered data, video exchanges, as well as emails between students and fishermen are employed. All costs incurred by fishermen and classrooms as well as the communications hardware are paid for by the Adopt-a-Boat program.
