WASHINGTON, DC 20006 August 11, 1980 MEMORANDUM FOR HEADS OF AGENCIES SUBJECT: Prime and Unique Agricultural Lands and the National Environmental Policy Act (NEPA) The accompanying memorandum on Analysis of Impacts on Prime or Unique Agricultural Lands in Implementing the National Environmental Policy Act was developed in cooperation with the Department of Agriculture. It updates and supersedes the Council's previous memorandum on this subject of August 1976. In order to review agency progress or problems in implementing this memorandum the Council will request periodic reports from federal agencies as part of our ongoing oversight of agency implementation of NEPA and the Council's regulations. At this time we would appreciate receiving from your agency by November 1, 1980, the following information:
  • identification and brief summary of existing or proposed agency policies, regulations and other directives specifically intended to preserve or mitigate the effects of agency actions on prime or unique agricultural lands, including criteria or methodology used in assessing these impacts.
    identification of specific impact statements and, to the extent possible, other documents prepared from October 1, 1979 to October 1, 1980 covering actions deemed likely to have significant direct or indirect effects on prime or unique agricultural lands.

Decision support system for stored-grain insect management.
Scientists at the Biological Research Unit have developed software for a decision support system for stored grain insect management that can be used by farmers and grain managers. Stored Grain Advisor (SGA) uses computer models to predict insect population growth as well as the degradation of insecticides, effects of fumigation, and fall aeration. SGA also has modules that describe insect sampling procedures and a graphical insect identification key. Based on 3 years of field validation in Kansas and Oklahoma, SGA's predictions were found to be correct 80 % of the time. SGA is presently available to the public through the extension services of Oklahoma State University, Kansas State University, and Montana State University for $30.00. Over 700 copies have been distributed.
Stored-product insect activity in and around commercial grain elevators.
All elevators examined had detectable populations of stored-product insects in every area of the facility from which they potentially could migrate into uninfested stored grain. Each elevator had different problem areas, and general statements about where most insects were located within a facility must be considered with caution. Knowledge of sources of insect infestation, population dynamics, and movement of pests in and around commercial elevators is important so grain managers can effectively use available pest management tactics.

Climatic Requirements
Both leafy and head types are adapted to growth at high elevations in Hawaii due to the cooler temperatures. Head types do well at low elevations only during the cooler parts of the year. Heading types require rather exacting temperatures between 50-70F (10-20C). Optimum growth occurs between 60-70F (15-20C). Heading is prevented and sled stalks form between 70-80F (20-27C). Cool nights are necessary for good quality. With high night temperatures, lettuce becomes bitter. Tip burning also occurs at high temperatures. Lettuce cultivars can be selected for their tolerance to the different environmental conditions found throughout the year in Hawaii. Leafy and semi-head lettuces may be grown year-round at many lower elevation sites.

Joint Canadian U.S. Oil Spill Exercise in Maine Cooperative Damage Assessment Meeting with Industry
On May 27 and 28, staff from the Damage Assessment Center and representatives of other Natural resource trustees participated in a workshop on damage assessment sponsored by Chevron. Held in Biloxi, Mississippi, the Environmental Functional Team Workshop addressed a range of topics including: responding to spills of hazardous materials; deepwater spill response in the Gulf of Mexico; using dispersants for oil spills; in-situ burning of habitats; cultural resources; and threatened and endangered species in the Gulf of Mexico. This cooperative workshop provided an excellent forum to prepare both government representatives and Chevron for future oil or hazardous material releases.
