Guyana History and Government History: When Columbus reached the northern coast of South America at the beginning of the 16th century, the area that is now Guyana was inhabited by two distinct groups, the Arawak who lived along the coast and the Carib who lived in the interior. The Spanish were not attracted by the region, however, and it was the Dutch who first established a European presence around 1616. At the heart of it was the trading post at the mouth of the Essequibo River, which was controlled, along with other posts established later on, by the Dutch West India Company. The Dutch remained in undisputed control until the end of the 18th century when the outbreak of the Napoleonic Wars brought a period of turmoil during which the territory changed hands several times between the Dutch, British and French. The British ultimately prevailed following the defeat of Napoleon in 1815. The territory was then declared the colony of British Guiana, a status which it retained until independence. Government: Under the constitution, adopted in 1980, legislative power is held by the unicameral National Assembly which has 65 members. Of these, 53 are elected by national popular vote under a system of proportional representation; the other 12 are delegated by local councils. Executive power is held by the President, who leads the majority party in the Assembly. The President appoints and leads a Cabinet of Ministers responsible to parliament.

Guyana is a small country with less than a million people. There are only 294 registered Scouts as of 1998. Guyana was developing rapidly until the 1990's. The goal was to be able to feed, cloth and house all its citizens from local resources. To obtain the highest rank in Guyana, a Scout must pass the normal proficiency tests. In addition, he must be able to obtain badges in agriculture, which prepares each Scout to feed himself from his own produce. This term includes nine tribes - Akawaios, Arawaks, Arecunas, Caribs , Macusis, Patamonas, Wai-wais, Wapisianas and Warraus. In 1615 the Dutch befriended the Amerindians and settled in Guiana. They began building cotton and sugar plantations on the coast and brought slaves from West Africa to work on these plantations. During this period, the French and British were also setting up cotton and sugar plantations in other parts of the country and using slaves as labor. As the British empire began to expand around the world in the late 1700's, so did their territory in Guiana. In 1814, the colonies of Essequibo, Demerara and Berbice were ceded to Britain, and later in 1831 these colonies merged and became British Guiana. With the abolishment of slavery in 1834, the British had to turn to other sources for labor and so they began to bring indentured labourers from India, Portugal, Germany and China to work on their plantations. On May 26, 1966 British Guiana gained its independent from the Britian and changed its name to Guyana which was derived from an Amerindian word meaning Land of Many Waters. Four years later, on February 23, 1970 Guyana was proclaimed the Co-operative Republic of Guyana within the British Commonwealth of Nations.

Indians now form the largest racial group, with most of them living in the agricultural areas, particularly around Demerara. Other immigrants were the Americans, Europeans (Portuguese, British and Dutch) and the Chinese. The urban/rural split between the Africans (descendants of the original slaves) and Asians is reflected in the main divisions between Guyana's two main political parties -the People's Progressive Party (PPP), which draws predominantly Indian support - and the People's National Congress (PNC), formed in 1957 as a mainly ethnic African breakaway from the PPP. A history of political alliances in Guyana: 1953-1997 guyana caribbean politics .com By Hazel Woolford - Guyana Chronicle April 30th. 2000 This article seeks to examine the status of political alliances in Guyana, during the second half of the twentieth century. It will be noted, that there was no scope for independents to contest elections, after 1953, and that the major political parties, only opted for alliances when their power appeared threatened, or when they were in the opposition. In 1951, the Waddington Constitution provided for universal adult suffrage in British Guiana. This historic step in our political history, meant that all Guyanese who were 21 years old and over, had the opportunity to vote, at the 1953 General Election. It was this election which sharply etched Cheddi Jagan and Forbes Burnham in Guiana's political landscape. Jagan had successfully contested in the 1947 elections as an Independent candidate. But the 1953 general election was different. Jagan had become leader of the PPP, and the chairman was Forbes Burnham. While Burnham had not previously contested for a seat in the Legislative Assembly, he had participated in the municipal elections. Burnham had been elected a member of the Georgetown Town Council in 1952. Hence, he had a taste of the cut and thrust of politics.

Cuffy lead the 1763 Slave Revolt on 23 February, 1763 from his base at Plantation Lilienburg, along with his deputy Akara. Cuffy's army of African slaves overthrew the Berbice governor van Hoogenheim and Cuffy ruled as the Governor of Berbice. At the start of the revolt in February 1763, Cuffy and his army attacked and captured plantations Magdalenenburg, Juliana, Mon Repos, Essendam, Lilienburg, Elizabeth and Alexandra, Hollandia and Zeelandia before moving on Fort Nassua. Peerboom was attacked and captured on 3 March 1763 before Cuffy and his men plotted their ultimate battle for Fort Nassau. However, his deputy Akara led unauthorised attacks on Dageraad. General Akara's attacks on Dageraad came at a time when the European reinforcements were already in place and the African slave army sufferred crippling defeats. With the African slave army crippled by the defeats at Dageraad, the European reinforcements for Barbados and elsewhere soon recaptured Berbice. On 26 May 1966, two hundred years after Cuffy's leadership of the 1763 Berbice African Slave Revolt, Guyana achieved its independence from Britain led by another proud and remarkable Afro-Guyanese

A Piece Of Guyana's History - 1953-1955 The Dialogue Should Continue The Audit Commission Burying The False Accusations The Dialogue Should Continue by Janet Jagan (May 2002) The crime situation in Guyana has been commented upon by representatives of two embassies in Guyana, the United States Ambassador Mr Ronald Godard and the Canadian High Commissioner Mr Serge Marcoux. Both have decried the crime wave and the fact that it has not been condemned by all sectors of our society. Mr Godard remarked that this has been treated almost like a "legitimate subject for debate." Both envoys pointed to the obvious fact that Guyana is a democratic society that depends on the rule of law for its existence. And both promised assistance if requested. All of what they had to say is true and a lot depends on restoring balance and good sense to the awful happenings at the crime level. Can there be any justification for the horrendous escape by the five prisoners and the subsequent deaths that have taken place? The politicization of all these happenings since the Mashramani breakout from the Georgetown Prison has poisoned the atmosphere and prevented some thinking and reasonable attitudes. Surely the whole of Guyanese society should be backing the Police in their efforts to apprehend the criminals. These are no "Robin Hood" bandits, but those hardened in the criminal world of guns, drugs and robbery. Maybe the US Ambassador and the Canadian High Commissioner should urge their governments to stop sending highly-trained and hardened criminals back to Guyana because they were born here. Maybe there should be a limit to the time they have lived in North America and learned their trade so well. Most went abroad as children or adolescents, innocent when they left, but something else when deported to Guyana. That might ease our problems.
