Lonely Planet Lonely Planet guide to Guinea-Bissau and the world Order Now
Guinea-Bissau Culture The Bissau carnival is a feast of carved masks and coloured costumes, but during the rest of the year these are not prevalent on the mainland. The traditions are instead kept alive by the Bjango people on the islands. Seated statues of the spirit Iran, complete with jaunty top hat, witness agricultural and initiation rituals. Masks representing sharks, sawfish, hippos and bulls with real horns (the Dugn'be) are used. The hippo mask is so big, it has carved legs to hold it up. Traditional dance and music are heavily influenced by neighbouring Senegal and Gambia. Women move frenetically to the sound of the harp-like kora and the xylophone-like balafon . Modern music mixes these roots with a Latin twist from its Portuguese heritage, and salsa is a big thing. About 40% of Guinea-Bissau's people (mainly Fula and Mandinka) are Muslims; they are concentrated more upcountry than along the coast. Except for a few Christians in the towns, the rest follow traditional beliefs. The official language of Guinea-Bissau is Portuguese but Crioulo, a hybrid of medieval Portuguese and local words, is more commonly spoken. French is understood in the more touristy areas.

It is a land of striking contrasts and great natural wonders, from the tropical rain forests of western and central Africa, to the world's largest desert, the Sahara, to vast grasslands, and the world's longest river, the Nile. Africa is divided into 53 independent countries and protectorates. The African people belong to several population groups and have many cultural backgrounds of rich and varied ancestry. There are over 800 ethnic groups in sub-Saharan Africa, each with its own language, religion, and way of life. Dance is a means of marking the experiences of life, encouraging abundant crops, and healing the sick soul and body. It is also done just for enjoyment. All ceremonial African dances have a purpose. They tell stories and relate history. African music and dance in its essence communicates concepts of life on an elevated level; dance to the African is universal, transcendent language. Traditionally, people throughout the continent of Africa achieve direct communication between themselves and their gods through music and many ritual dances, including many with masks. African dance embodies athleticism and a graceful beauty flowing with rhythm.

Export trade - of peanuts, fish and palm kernels - had collapsed and the country relied on aid from both East and West. Today conditions are slowly improving. Although food production is increasing people still go short of rice, the staple. Women do most of the farming and earn a little cash from their peanut crop. Julian Quon

The Status of Human Rights Organizations in Sub-Saharan Africa
    Guinea-Bissau
BACKGROUND lingua franca spoken by at least 80 percent of the populationis Kriolo, a creole language based on Portuguese and the various African languages of Guinea-Bissau. Guinea-Bissau is one of the poorest countries in Africa. The minimum wage is about $14 per month; female and male literacy rates are 15.7 percent and 20.5 respectively; and life expectancy is only 47 years. At independence, the victorious liberation movement of Guinea-Bissau, PAIGC, the (African Party for the Independence of Guinea-Bissau and Cape Verde) introduced a political and economic order based on Marxist-Leninist principles. Procedures and results were not unlike those reported for Angola and Mozambique, where similar highly-centralized systems replaced the equally centralized and authoritarian Portuguese colonial order. Attempts to implement a socialized economy resulted in an inflated and inefficient state apparatus, reduction in productivity and increasing dependence on foreign aid, which now finances over 90 percent of the national budget. The determination to build a one-party state resulted in a massive onslaught of violations of fundamental human rights and the perpetuation of a political culture based on mutual fearthe government of its rivals, the people of the security forces. After formal independence in 1974 (the PAIGC had unilaterally declared Guinea-Bissau independent in 1973), the security forces of Luis Cabral's government executed about a hundred individuals suspected of collaboration with the Portuguese regime. After a failed coup attempt in 1978, even more met a similar fate and were buried in mass graves in the Oio region. In 1980, a successful

Newsfront Ukraine mobilizes ICT to spur growth and reduce poverty Friday, 5 October 2001: Ukraine has launched a three-year initiative to mobilize information and communications technology in support of policy-making and wider participation in decision-making. A main focus is narrowing "digital inequality" between rich and poor and also urban and rural areas. UNDP is joining five partners in supporting the programme, including the National Academy of Science Kiev National Taras Shevchenko University , Ukrtelekom (the national telecommunications company), the State Committee of Communication and Informatisation of Ukraine, and the International Renaissance Foundation The partners have contributed US$3 million to start the initiative, but an additional $4.8 million is needed to reach full potential. "The programme will not only provide technical support during a time when some national institutions face economic difficulty, it is also a fantastic tool for the strategic development of our economy," said Stanislav Dovgy, head of the State Committee of Communication and Informatisation. It will support education, science, medicine, and industry and business.
