Canadian Government: History and Organization History
In 1867 the British Parliament passed the British North American Act Some aspects of the Canadian government remained under control of the British government, but Canada acted as an independent country for the most part. The British North American Act provided Canada with its own constitution . The Act gave the federal government the power to create economic policy, such as trade, commerce and banking institutions. The provincial governments were given responsibility for areas of a local and private nature, such as education and health. The Act also gave the Canadian Parliament the power to create new provinces out of the territories. There are currently 10 provinces and three territories, with the most recent territory, Nunavut, being named in 1999. The Constitution Act, 1982 , ended Canada's need for the British Parliament to pass constitutional amendments, and enacted the Charter of the Rights and Freedoms , which guaranteed certain civil rights and freedoms.

JUSTICE FOR SALE examines an aspect of the judicial branch that is seldom discussed in the classroom: the election of judges. Can judges interpret the law fairly and without bias if they must depend on special interests to be reelected to the bench? The program suggests that the influence of money on judicial elections might be more threatening to our democracy than races for legislative or executive office. The program, focusing on decisions made by popularly elected judges in three states, leaves the viewer questioning whether justice was served or compromised. JUSTICE FOR SALE is an excellent addition to any Government or Law curriculum which examines the many facets of the Judicial branch. The public perception of judicial campaign financing is examined through two lenses: the first reflecting the influence of campaign spending and the second reflecting the impact of special interests on judicial decisions. In addition to incorporating constitutional principles such as popular sovereignty and separation of powers, the program presents both the powers and the responsibilities of those elected officials who interpret the law and create judicial precedents. This FRONTLINE report reevaluates the independence of a statewide system of judges who must depend on special interests to fund winning campaigns.

On April 19, 1993, the fifty-one day standoff between the Branch Davidians in Waco, Texas, and U.S. government law enforcement agencies ended in a tragic fire, leaving David Koresh and eighty of his followers dead. That final confrontation between the FBI and the Branch Davidians has sparked debate over the government's responsibility to oversee the actions of its agencies and to uphold the rights of its citizens. The clash between the Davidians and the federal government calls to mind James Madison's admonition in The Federalist Papers: "the great difficulty lies in this: you must first enable the government to control the governed; and in the next place oblige it to control itself. A dependence on the people is, no doubt, the primary control on the government." For many Americans, the Waco cataclysm remains a piece of unfinished national business, despite a lengthy Justice Department review and congressional hearings this summer. In its fourteenth season premiere, FRONTLINE seeks to answer the many remaining questions about the standoff in "WACO-The Inside Story," airing Tuesday, October 17, on PBS. The program combs the behind-the-scenes record of events, many of which bear critically on the authority of the government to control the actions of its law enforcement agencies.

There was once a father who wanted to "teach his children well" by bringing them up "in the nurture and admonition of the Lord" (Ephesians 6:4). His whole family went to Church every Sunday, learning there to "make sure" that their children were "well educated" by enrolling them in public school, and then college, etc. He realized that his oldest son by the age of nine began to be drawn to the ways of the world and distanced from the ways of God. As a "lightweight" rod of correction, the father decided to teach the simple card game WAR. After a while, when the son thoroughly understood that the higher ranking cards beat the lower ranking ones, his father created a new game called GOVERNMENT. In this game, the father was Government, and he won every trick, regardless of who had the better card. His son soon lost interest in his father's new game, but he "thought" that it taught his son a valuable lesson concerning the ways of the world, in hopes that his son would reject them. He was wrong! For he found that his son, who had now reached his early teen years, had been taught in public school that loving and obeying government came first before anything else. He had not only learned this, but had taken it to heart. God was now secondary in his life. He had become rebellious to God, and also to his Dad's pleadings. But the son was still under his father's roof.

I tell them that they can give their own children a basic civics course right in their own homes. In my own experience as a father, I have discovered several simple devices that can illustrate to a child's mind the principles on which the modern state deals with its citizens. You may find them helpful, too. For example, I used to play the simple card game WAR with my son. After a while, when he thoroughly understood that the higher ranking cards beat the lower ranking ones, I created a new game I called GOVERNMENT. In this game, I was Government, and I won every trick, regardless of who had the better card. My boy soon lost interest in my new game, but I like to think it taught him a valuable lesson for later in life. When your child is a little older, you can teach him about our tax system in a way that is easy to grasp. Offer him, say, $10 to mow the lawn. When he has mowed it and asks to be paid, withhold $5 and explain that this is income tax. Give $1 to his younger brother, and tell him that this is "fair". Also, explain that you need the other $4 yourself to cover the administrative costs of dividing the money. When he cries, tell him he is being "selfish" and "greedy". Later in life he will thank you. Make as many rules as possible. Leave the reasons for them obscure. Enforce them arbitrarily. Accuse your child of breaking rules you have never told him about. Keep him anxious that he may be violating commands you haven't yet issued. Instill in him the feeling that rules are utterly irrational. This will prepare him for living under democratic government.

You may find them helpful, too.   For example, I used to play the simple card game WAR with my son.  After a while, when he thoroughly understood that the higher ranking cards beat the lower ranking ones, I created a new game I called GOVERNMENT. In this game, I was Government, and I won every trick, regardless of who had the better card.   My boy soon lost interest in my new game, but I like to think it taught him a valuable lesson for later in life. When your child is a little older, you can teach him about our tax system in a way that is easy to grasp and will allow him to understand the benefits. Offer him, say, $10 to mow the lawn. When he has mowed it and asks to be paid, withhold $5 and explain that this is income tax. Give $1 of this to his younger brother, who has done nothing to deserve it, and tell him that this is "fair" because the younger brother 'needs money too'. Also, explain that you need the other $4 yourself to cover the administrative costs of dividing the money and for various other things you need.   Make him place his $5 in a savings account over which you have authority. Explain that if he is ever naughty, you will remove the money from the account without asking him. Also explain how you will be taking most of the interest he earns on that money, without his permission. Mention that if he tries to hide the money, this, in itself, will be evidence of wrongdoing and will result in you automatically taking the money from him.
