General Information Links Forms Memphis/Shelby County Library and Information Center has been a selective depository for U.S. government publications since 1896. The Documents Department is responsible for selecting, maintaining, and providing public service for the documents collection which contains over 700,000 publications. The Library selects about 35 percent of item numbers that are available for selection through the Depository Library Program. The Documents Department helps meet the government information needs of Memphis and Shelby County. Strengths of the collection are in the areas of census, congress, labor, and small business.     South Africa has been given a rare and historic opportunity to transform local government to meet the challenges of the next century. Although local government will, until 1999, remain subject to the precepts of the transition process as regulated by the Local Government Transition Act, 1993, the new Constitution envisages a complete transformation of the local government system. In terms of the new Constitution, local government is a sphere of government in its own right and no longer a function of national or provincial government. Local government has also been given a distinctive status and role in building democracy and promoting socio-economic development. The Ministry for Provincial Affairs and Constitutional Development has embarked on a policy process that will give effect to this new vision of local government. An intensive 18-month period of consultation and research has culminated in the White Paper on Local Government. This White Paper spells out the framework and programme in terms of which the existing local government system will be radically transformed. It establishes the basis for a system of local government which is centrally concerned with working with local citizens and communities to find sustainable ways to meet their needs and improve the quality of their lives.

EFFECTIVE: SENATE SPONSOR: Armbrister House Bill 35 amends the Government Code to allow a meeting of a state governmental body or a governmental body extending into three or more counties to be held by videoconference call. However, a majority of the governmental body's quorum must be physically present at one meeting location. Public notice must specify that location and must specify the intent to have a majority of the quorum present there. View Text of HOUSE BILL 35 HOUSE BILL 197 HOUSE AUTHOR: Solomons et al. EFFECTIVE: SENATE SPONSOR: Shapiro House Bill 197 amends the Local Government Code and the Transportation Code to increase from $15,000 to $25,000 the maximum amount that a municipality, county, crime control and prevention district, and certain other local governments may spend under a contract without being subject to competitive bidding requirements. View Text of HOUSE BILL 197 HOUSE BILL 370 HOUSE AUTHOR: Hinojosa EFFECTIVE: SENATE SPONSOR: Lucio House Bill 370 amends the Local Government Code to authorize a commissioners court of a county that is adjacent to an international boundary to adopt a records archive fee of not more than $5 for preservation and restoration services performed in connection with maintaining a county records archive. It requires a county clerk to prepare, for commissioners court approval, an annual written plan for funding the preservation and restoration of the records archive. The bill provides that funds from the account may be expended only as provided by the plan and prohibits the funds to be used in connection with computer software to geographically index public records.

    Game Concept
    "E Pluribus Unum" is a play-by-email (PBeM) cooperative story writing game with player characters in the executive, legislative, and judicial branches. The game will cover everything from foreign and domestic policy to executive-legislative power struggles to judicial intervention. Players will choose from a myriad of positions within all three branches of the U.S. federal government. They will then be required, in their writing, to execute the duties vested in that official in the real government and respond appropriately to issues brought up by the game's management and other players.
