    One plan being weighed by the Department of Justice and the 19 states that joined it in filing suit last May is to allow other companies to modify Microsoft Windows. Microsoft says that's going too far. General counsel William Neukom has repeatedly stressed during the trial that federal law gives Microsoft the right to control its intellectual property. Another government option: Demanding non-discriminatory pricing, which would end Microsoft's practice of setting different prices for Windows licenses based upon its relationships with partner companies.

    Goverment Study: Keyboards Don't Cause Health Problems

    04:00 PM Jan. 10, 1997 PT The National Institute for Occupational Safety and Health has released a study that finds that keyboard design is not a significant factor in user discomfort. But the agency - which spent two whole days on its tests - cautioned that further study is necessary to determine whether alternative keyboards would benefit users over longer periods of time.

    "The results don't surprise me, because there is no consensus in the medical community as to what causes repetitive stress injuries, what cures them, and what we ought to be doing to prevent them," said Albert Lundeen, spokesman for the National Coalition on Ergonomics, a trade organization representing manufacturers and small businesses. "Who knows?" Lundeen said. "Maybe the problems are caused by the chairs, the desks, or the way people sit. We may not be smart enough to figure out this riddle yet."

But there is no free lunch you'll have to pay Uncle Sam for the privilege of perusing. The Commerce Department's National Technical Information Service (NTIS) and Cambridge, Massachusetts-based Northern Light Technology today introduced gov.search , the first custom search engine that provides access to more than 20,000 federal Web sites you never thought you cared about.

    05:00 AM May. 01, 1997 PT In the first test of their independence, India's new telecommunications regulators have shown they have teeth and are willing to use them. In a decision announced last week, the Telecom Regulatory Authority of India blasted the government Department of Telecommunications for ignoring "basic principles of economics" in huge price increases for certain cellular phone calls. The decision has been welcomed by industry groups fighting to get the government to speed up telecom privatization.

    In February, the department increased the rates users of standard telephones paid to call mobile phones serviced by private companies. Except in four cities - Bombay, Calcutta, Delhi, and Madras - users would have to pay top-rate, long-distance call charges, instead of local call rates, regardless of where the mobile phone was actually located. This increased the rates from about 4 cents for a 3-minute call to between 17 and 78 cents. The department's justification was that it didn't know where the mobile subscriber was located. Even if the subscriber were in the same city as the caller, the department reasoned, the call was probably routed through a long-distance line to a gateway between the mobile and land networks.

    05:02 AM Mar. 26, 1998 PT Last June, when the Federal Trade Commission held a three-day public workshop on consumer privacy in the digital era, e-commerce firms and database companies fell all over themselves insisting they are perfectly capable of safeguarding sensitive personal information without the government's help. Nine months later, though, one of the most ambitious efforts to get e-commerce firms to submit to a voluntary privacy regime has met with an industry response much too cool to be called tepid. The apparent lack of interest in the TRUSTe initiative is raising fears among some privacy activists that the government will step in and dictate its own rules.
