Wake Island
The NOAA tide station at Wake Island. Located in the small boat channel at 19 o 17.4' N / 166 o 37.1' E. While no longer an active military facility, the island provides a unique opportunity to collect data for tsunami warning and global warming studies. Wake Island has a colorful past including a desperate resistance during WWII and as a Pan American Clipper base. Data collection from this station began in 1950. Current technology was installed in 1989. Data from this station supports tsunami warning, global warming studies, and commercial and recreational traffic in nearby waters.

The Global Warming Debate
By James Hansen The only way to have real success in science ... is to describe the evidence very carefully without regard to the way you feel it should be. If you have a theory, you must try to explain what's good about it and what's bad about it equally. In science you learn a kind of standard integrity and honesty. Richard Feynman In my view, we are not doing as well as we could in the global warming debate. For one thing, we have failed to use the opportunity to help teach the public about how science research works. On the contrary, we often appear to the public to be advocates of fixed adversarial positions. Of course, we can try to blame this on the media and politicians, with their proclivities to focus on antagonistic extremes. But that doesn't really help. The fun in science is to explore a topic from all angles and figure out how something works. To do this well, a scientist learns to be open-minded, ignoring prejudices that might be imposed by religious, political or other tendencies (Galileo being a model of excellence). Indeed, science thrives on repeated challenge of any interpretation, and there is even special pleasure in trying to find something wrong with well-accepted theory. Such challenges eventually strengthen our understanding of the subject, but it is a never-ending process as answers raise more questions to be pursued in order to further refine our knowledge. Skepticism thus plays an essential role in scientific research, and, far from trying to silence skeptics, science invites their contributions. So too, the global warming debate benefits from traditional scientific skepticism.

By James Hansen et al. Global warming in recent decades has taken global temperature to its highest level in the past millennium (Mann et al. 1999). There is a growing consensus (IPCC 1996) that the warming is at least in part a consequence of increasing anthropogenic greenhouse gases. Greenhouse gases (GHGs) cause a global climate forcing, i.e., an imposed perturbation of Earth's energy balance with space (Hansen et al. 1997). Specifically, GHGs reduce heat radiation to space, causing Earth to warm. There are many competing natural and anthropogenic climate forcings, but increasing GHGs are estimated to be the largest forcing and to result in a net positive forcing, especially during the past few decades (IPCC 1996, Hansen et al. 1998). Climate models driven by "business-as-usual" GHG scenarios for the 21st century yield a global warming of several degrees that would almost surely have detrimental effects on humans and wildlife (IPCC 1996). Such GHG scenarios can leave the impression that curtailment of global warming is almost hopeless. The 1997 Kyoto Protocol, which calls for industrialized nations to reduce their CO emissions to 95% of 1990 levels by 2012 (Bolin 1998), is itself considered a difficult target to achieve. Yet the climate simulations lead to the conclusion that the Kyoto reductions will have little effect in the 21st century (Wigley 1998), and "thirty Kyotos" may be needed to reduce warming to an acceptable level (Malakoff 1998).

But it's not hard to fathom why an international gathering at The Hague to hash out the implementation of the Kyoto Treaty's bitter-medicine approach to climate change collapsed into chaos. Note to world bureaucrats: If you want northern Europeans to oppose things that might warm the planet, don't schedule meetings for late November. That's about as clear as things get, though. A bit foggier are the answers to such questions as:
  • How much is the Earth actually warming?
  • What's making it get warmer?
  • Is this bad?
  • Should I buy a beach house in Alaska?
For starters, it looks like the planet has grown a tad toastier over the past century by about 0.6° C, or so. That's a bit iffy, since the Earth hasn't been cooperative about warming consistently. In fact, according to NASA, the United States have grown a bit cooler since about 1940. But it appears that the Earth (aside from the typically contrary U.S. of A.) has warmed a bit.

Richard S. Lindzen is the Alfred P. Sloan Professor of Meteorology at the Massachusetts Institute of Technology. M To show why I assert that there is no substantive basis for predictions of sizeable global warming due to observed increases in minor greenhouse gases such as carbon dioxide, methane, and chlorofluorocarbons, I shall briefly review the science associated with those predictions. Summary of Scientific Issues Before even considering "greenhouse theory,'' it may be helpful to begin with the issue that is almost always taken as a giventhat carbon dioxide will inevitably increase to values double and even quadruple present values. Evidence from the analysis of ice cores and after 1958 from direct atmospheric sampling shows that the amount of carbon dioxide in the air has been increasing since 1800. Before 1800 the density was about 275 parts per million by volume. Today it is about 355 parts per million by volume. The increase is generally believed to be due to the combination of increased burning of fossil fuels and before 1905 to deforestation. The total source is estimated to have been increasing exponentially at least until 1973. From 1973 until 1990 the rate of increase has been much slower, however. About half the production of carbon dioxide has appeared in the atmosphere. Nevertheless, we have already seen a significant increase in carbon dioxide that has been accompanied by increases in other minor greenhouse gases such as methane and chlorofluorocarbons. Indeed, in terms of greenhouse potential, we have had the equivalent of a 50 percent increase in carbon dioxide over the past century. The effects of those increases are certainly worth studyingquite independent of any uncertain future scenarios.

Please consider these materials carefully. The United States is very close to adopting an international agreement that would ration the use of energy and of technologies that depend upon coal, oil, and natural gas and some other organic compounds. This treaty is, in our opinion, based upon flawed ideas. Research data on climate change do not show that human use of hydrocarbons is harmful. To the contrary, there is good evidence that increased atmospheric carbon dioxide is environmentally helpful. The proposed agreement would have very negative effects upon the technology of nations throughout the world, especially those that are currently attempting to lift from poverty and provide opportunities to the over 4 billion people in technologically underdeveloped countries.
