Twenty-nine Gwinnett County public school teachers recently received the highest professional credential in education: national board certification. The recognition, awarded by the National Board for Professional Teaching Standards, brings a level of prestige to teaching and the teacher. Teachers must complete a rigorous year of self-evaluation, including competency testing and critiques by their peers. "You can't get through national board certification and be the kind of teacher that just closes the door and doesn't pay attention to the rest of the learning community," said Barbara Kelley, chairwoman of the board of directors for the National Board for Professional Teaching Standards. The process "forces a teacher to take a magnifying glass to their practice and to each of their students." A total of 380 Georgia teachers earned their national board certification this school year, bringing the state total to 815. The state has the sixth-highest number of new national board-certified educators in the country.

    Some jeer, others cheer teaching reform proposal

    kcarter@onlineathens.com U.S. Secretary of Education Rod Paige declared last week he wants to lower barriers keeping smart people with solid content knowledge from being teachers. This opinion has been met with varying opinions. Darren Hauck/AP A strongly worded message delivered last week by U.S. Secretary of Education Rod Paige could alter the composition of the nation's teaching force. Issuing a call to states to ''radically transform'' teacher certification systems by eliminating ''the massive number of methods courses'' and the ''excessive numbers of pedagogy or education theory courses,'' Paige declared he wants to lower barriers keeping smart people with solid content knowledge from being teachers. Paige's statement was made after the first annual Teacher Quality Evaluation Conference, which was established to address President Bush's education reform mandate to have highly qualified teachers in every classroom within three years. The conference stirred the ire of some local teachers and university administrators who believe he is calling into question the value of their educational background, and ultimately harming students.

    Georgia Weighs Teacher Incentives
    The Georgia General Assembly is debating two bills that would give 10-percent annual bonuses to teachers who earn national certification or to experienced educators who transfer or remain in low-performing schools. Legislators hope the measures will improve teacher quality not just in disadvantaged schools but also throughout the state. Included: Descriptions of the incentives in the bills.
    Georgia is aiming to boost the number of nationally certified teachers in the state and entice more-experienced teachers to low-performing schools through incentives in two proposed legislative bills. Both bills were passed by the senate of the Georgia General Assembly by late February. Both also have the support of the Georgia Association of Educators , the state's National Education Association affiliate.

    Mini-REAL Teachers are responsible for facilitating the planning process at the school site.The training emphasizes facilitating skills and uses of the experiential learning cycle . It is recommended that if a school site has a kindergarten through eighth grade situation, a teacher be trained for each K-2nd, 3rd-5th, and 6th-8th grade's components. However, small schools have the option to train just one teacher. To become a certified Mini-REAL teacher requires attending a 5 day (35 hour) Mini-REAL Training Institute before teaching the first year, a year's teaching of REAL, and attending the second-year, 5 day (35 hour) Mini-REAL Training Institute. Two in-service days per year are also required the first two years. Graduate credit or professional in-service credit is available for those attending the institute. Page - Updated March 14, 1998 Georgia The Georgia Beginning Teacher program started in , which makes it one of the first new teacher programs in the United States. Originally, Georgia's approach to new teacher programming emphasized summative beginning teacher assessment that was based on a very detailed set of effective teaching competencies called the "Teacher Performance Assessment Instrument". The program's purpose was to evaluate every new teacher for acceptance for state teacher certification. The program was very high profile and gained national visibility. In , however, the State of Georgia discontinued the use of its program for making certification decisions. Part of the reason for halting the program was limited support by a new set of politicians who did not know what the program accomplished and did not approve the funding it took to support the Georgia program. Georgia still did provide money in the form of competitive grants to support pilot mentoring programs. The state still required the mentoring programs to use a state assessment instrument for assessing teacher competencies.

    How Can You Qualify For Teacher Licensure In Georgia
    To qualify for teacher licensure you must complete an approved teacher education program and be recommended by the School of Education of your college or university.
    • Persons who complete a PSC approved Georgia preparation program and receive a passing score on the appropriate Praxis II tests will be eligible for a Clear Renewable certificate.
      Persons who complete a PSC approved Georgia preparation program and do not receive a passing score on the appropriate Praxis II tests will be issued a Letter of Eligibility from the PSC Certification division stating that upon employment they will be issued a one-year conditional professional certificate. Upon passing the appropriate Praxis II tests, such persons will be eligible to apply for the Clear Renewable certificate.
