Total aquaculture production in 1995 in the countries of the former USSR area amounted to 161,000 mt, valued at US$395 million. The contribution of this region to world total aquaculture production and value in 1995 was 0.6% and 0.9%, respectively. Total production in the region has decreased since 1984, when total aquaculture production in the former USSR was 271,000 mt, valued at US$313.7 million. The decrease in production (APR 1984-1995, -4.6), and the increase of its value (APR 1984-1995, 2.1), however, were not continuous throughout this period ( Figure 3.5.1 ). Production and value showed significant increases from 1984 to 1990 (APR 6.9 for production, and 18.1 for value), when total aquaculture production peaked at 404,000 mt, valued at US$856.1 million. In 1990, this region contributed 2.6% in terms of production and 3.2% in terms of value to world aquaculture production. There was a drastic decrease in total production and value from 1990 to 1991 of 36.6% and 34.2%, respectively, when production and value dropped to 256,000 mt and US$563.6 million, respectively. Since 1991, total production and value of aquaculture have continued to decrease, although at slower rates, with APRs (1991-1995) of about -11.0 for production and -8.5 for value. Total production in 1994 was 171,000 mt, valued at US$417.3 million The decrease in production for the 1994-1995 period (6.1% for production, and 5.3% for value) may indicate that the rate of decline in aquaculture production, and its value, is slowing.

Jeweller emigrants from former USSR arrested in New York
As a result of a special operation conducted by New York police on Wednesday 22 jewellers, including emigrants from the former USSR and accused of buying and reselling the stolen goods, were arrested.
They are charged with the organisation of a wide-scale underground trade in precious stones, electronics and luxury articles to the tune of tens of millions of dollars. According to the police, this trade was organized by brothers Igor and Alexander Kateyev who came from Uzbekistan. They and some other emigrants from the former USSR are accused of buying the stolen goods from criminal structures, a part of which they sold in their shops, another part remelted, and still another part sent abroad, possibly to their former homeland.
The investigation began 18 months ago when a victim of apartment robbing saw in the window of a jeweller's shop her gems. In the course of the operation precious stones, huge sums of money and a dozen of Mercedes and Lexus cars which were used, as police says, to transport the stolen goods, were confiscated.

CULTURAL HERITAGE PROJECT GEORGIA Georgia , located to the west of the Black Sea, was one of the republics of the former USSR. Since 1991, Georgia has enjoyed its independence. Under Soviet government, Georgia was one of the leading republics in the field of conservation due to its rich culture and its diversity of heritage monuments. Furthermore, the Georgian people have a special attitude towards their cultural heritage - as one of the most prominent Georgian scholars put it: "In fact, Georgia has not had a political history during the last two centuries but rather a cultural history". Consequently, the appreciation of cultural heritage is essential and important in Georgia.. This situation changed dramatically when the Soviet Union collapsed in 1991. The entire system of the socialist economy, including its management tools, vanished. Due to the scarcity of resources, the government has been unable to budget for all the works in the area of conservation (or for other spheres of life) as it used to in the Soviet period. Georgia is currently in a so-called "transition-period", and is trying to build a new state on the values of democracy, human rights and is moving towards market economy. This is an ambitious as well as a difficult undertaking. Due to the immense difficulties in this transition period, many spheres of the country's life are in deep stagnation. While Georgia’s economy and industry are affected it is the social and cultural spheres which suffer the most.

With the rise of the medieval lords in adjacent Prussia and Russia, Lithuania was constantly subject to invasion and attempted conquest. As a result, a loose federation of Lithuanian tribes was formed in the early Middle Ages.
In the 13th century AD, when the Teutonic Knights, a German militaristic religious order, were establishing their power, the Lithuanians resisted; in about 1260 they defeated the order. About a century later a dynasty of grand dukes called the Jogailans established, through conquest, a Lithuanian empire reaching from the Baltic to the Black seas.
The Lithuanian Prince Gediminas occupied Belarus and western Ukraine; his son, Grand Duke Algirdas, added the territory between Ukraine and the Black Sea.

NoteGeorgia has been beset by ethnic and civil strife since independence. In late 1991, the country's first elected president, Zviad GAMSAKHURDIA was ousted in an armed coup. In October 1993, GAMSAKHURDIA, and his supporters sponsored a failed attempt to retake power from the current government led by former Soviet Foreign Minister Eduard SHEVARDNADZE. The Georgian government has also faced armed separatist conflicts in the Abkhazia and South Ossetia regions. A cease-fire went into effect in South Ossetia in June 1992 and a joint Georgian-Ossetian-Russian peacekeeping force has been in place since that time. Georgian forces were driven out of the Abkhaz region in September 1993 after a yearlong war with Abkhaz separatists. Nearly 200,000 Georgian refugees have since fled Abkhazia, adding substantially to the estimated 100,000 internally displaced persons already in Georgia. Russian peacekeepers are deployed along the border of Abkhazia and the rest of Georgia.

General preliminary remarks.
1) The role of government in creating the problems of racial discrimination.
In contemporary Russia the most important are the cases of discrimination, resulting from action or inaction of public authorities, their organs or officials. Racial discrimination in private sector, particularly, in the sphere of housing and employment is not perceived either by public opinion or by academic experts as a significant problem, and actually remains unanalysed. 2) The role of the federative system. The federative structure of the Russian Federation is a source of a number of problems relating to human rights and observance of the law. Organs of the state power of the constituent units (subjects of the federation) systematically violate the Constitution, federal laws and international obligations of the country; regional authorities create most of the problems, relating to racial discrimination. The federal state power bodies in practice have limited opportunities of influencing the subjects of the federation, and even these opportunities actually are not been used. Regional branches of the federal governmental agencies become subordinate to the regional governments, and the federal authorities do not undertake all necessary measures to make these branches observe the federal legislation. In many cases the federal organs of state power not only neglect violations of the law by the regional authorities, but demonstrate solidarity with such actions as well.

The 'free market's' social catastrophe

They are documented in a United Nations Development Program report released this week which details that what has taken place is nothing short of a human catastrophe. On average, gross domestic product in Central and Eastern Europe in 1997 was nearly 12 percent lower in 1997 than in 1990. But in many countries the situation was much worse. In Latvia and Lithuania, for example, GDP was only 59 percent of the 1990 level. Worse still was the situation in the CIS (including the most populous countries, Russia and the Ukraine) where GDP in 1997 was only 55 percent of the 1990 level. In some countries, including Kazakstan, Armenia, Georgia, Lithuania and Moldova, the decline in investment has been so great that it has been impossible to maintain even the initial stock of capital.

Georgian parliament deputy Koba Davitashvili told journalists in
Tbilisi on 11 January that the Ukrainian government has urged
the Georgian parliament not to ratify the so-called "zero
option," whereby Georgia will forfeit any claim to a share of
the assets of the former USSR in return for the restructuring
of its $179 million debt to Russia, Caucasus Press reported.
Ukraine and Georgia are the only two former Soviet republics
that have not yet formally abjured any claim to the assets of
the former USSR. Georgian President Eduard Shevardnadze has argued in favor of the "zero option," noting that ratification of it is a key condition for disbursement of a new IMF loan. Davitashvili argued that Georgia's share of
