Special Are you unable to complete your federal income tax return because of a physical disability or hearing impairment? Get help from the IRS through its Volunteer Income Tax Assistance (VITA) or Tax Counseling for the Elderly (TCE) programs, or through a special TDD phone number available in both English and Spanish. The VITA program has IRS-trained volunteers who provide free tax assistance at neighborhood locations such as churches, schools, libraries and community centers. VITA is aimed at those who may find it difficult to pay for tax assistance. These may include people with low or fixed incomes, non-English-speaking people, people with disabilities or special needs, and the elderly. The TCE program is designed primarily for people 60 years of age or older - particularly those individuals confined to their homes or retirement communities. Again, IRS-trained volunteers from local non-profit organizations provide free tax counseling and basic income tax return preparation to senior citizens. Volunteers may travel to your home if you are unable to get to a local TCE site. Telephone help using TDD equipment is available to you in both English and Spanish if you have impaired hearing. The toll-free number is 1-800-829-4059. If you do not have TDD equipment, you may be able to get assistance through local agencies for the hearing-impaired.

GEORGIA RESOURCES FOR CHILDREN WITH SPECIAL NEEDS l. Educational Services Educational services for children with disabilities are provided under IDEA (Individual with Disabilities Act). IDEA is a federal law which requires that a free and appropriate public education be available to children and youth with disabilities in mandated age ranges. This includes special education and related services. a IFSP Funds are available to cover mandated services for eligible children when no other resources are available. At age three, eligible children are transitioned to other public and private programs to insure ongoing provision of needed services. Local offices are assigned by county or health district. Referrals are accepted from parents, hospital nurseries, pediatricians or other medical personnel, child development centers, etc. http://www.ph.dhr.state.ga.us/programs/bcw/index.shtml/
    b. Special Needs Preschool. Part B of IDEA (Individuals with Disabilities Act) provides for testing, placement in the least restrictive environment and an individualized education program IEP through the local public school system for children with disabilities ages 3 to 5 years. Contact is made through the "director of special needs preschool" or "preschool coordinator" of the local school system. Local phone numbers can be found in the blue pages under "education" or "school system" of the county in which the child lives. Note: It is frequently around age 2 1/2 to 3 years of age that concerns become pronounced and parents and primary health care providers are able to identify problems in development, speech or attention. Parents should not hesitate to contact the local schools to express concerns and request an assessment to determine eligibility for public school services.

Adopting special needs children can entail much frustration and heartache. A parent often has to deal with past emotional and physical atrocities, interruptions in parent-child bonding cycles, losses felt by the adopted child, and the inappropriate behaviors of unattached children. ADOPTING THE HURT CHILD is a frank and poignant portrayal of the sad and often brutal reality of adoption. But more importantly, it is a source of valuable information, hope and inspiration for adoptive and foster parents, therapists, teachers, social workers, and all others whose lives interact with these children.

    http://www.law.emory.edu/PI/ALAS/schoolrights.htm
    RIGHTS AND RESPONSIBILITIES
OF PARENTS AND STUDENTS IN PUBLIC SCHOOLS One of the most important things you can do for your children is to be involved in their education. You need to know the school principal and your child's teachers, so you can discuss your child's progress. You need to know the school's rules and what the school expects from parents and students. You also need to know the school's procedures and your rights in case a problem arises. STUDENT ATTENDANCE Under Georgia law, every child has the right to free public education. Children between the ages of 5 and 16 must attend school. If children are not in school, they and their parents may face legal action. Unless children are homeless or have homeless parents, they must attend the school in the neighborhood where they live. Homeless children may be able to continue attending a school they moved away from. RIGHTS OF STUDENTS WHO ARE BEING SUSPENDED OR EXPELLED Every fall when school starts, go over the school rules with your children so both you and your children know exactly what the school expects. If children break school rules, they can be suspended or expelled. Students who are suspended or expelled have rights called "due process." Due process means the school must give the student

P ROGRAM FOR EXCEPTIONAL CHILDREN The Bibb County School System provides comprehensive services to disabled students between the ages of three through twenty one. These services are provided in a variety, or continuum of educational environments on regular school campuses throughout the community.
Students with special needs may be served in regular classes, resource classes, selfcontained classes, as well as in home, hospital, or residential settings. Specific educational services are planned in cooperation with parents after extensive evaluation. An Individualized Education Program, (IEP), is developed by a team consisting of parents, teachers, administrators and diagnostic staff. This IEP determines the type and degree of service needed for each student.
Special education services are "Special" in Bibb County. This is due to the fact that, educational teams consisting of regular educators, special educators, counselors and administrators work closely with parents to assure that each student is provided with the very best possible education.
