It is bound by Congo to the northeast, east and south, Cameroon to the north, Equatorial Guinea to the northwest and the Atlantic Ocean to the west. Most of the country is covered in dense equatorial rain forests while its coastal plains are narrow and typified by lagoons and estuaries, such as the N'Dogo, N'Goze and N'Komi lagoons. The interior rises in a series of steps to the Central African Plateau. In the north the Crystal Mountains enclose the valleys of the Woleu and N'Tem Rivers as well as the Ivindo River Basin. In southern Gabon the coastal plain is dominated by granite hills and almost the entire country is situated on the Ogooue River with its two major tributaries, the N'Gounie and Ivindo Rivers. Gabon became independent in 1960 and, reflecting its colonial heritage, economic, linguistic and cultural ties with France remain strong. President Omar Bongo, in office since 1967, was re-elected in December 1998 with 66 % of the vote. The government is headed by a Prime Minister and also includes a National Assembly elected every five years and a constitutional (supreme) court. President Bongo's party and coalition partners hold a large parliamentary majority and have held almost all ministerial appointments in recent governments. The nation has been blessed with stability over its history. Oil production from known reserves peaked at about 370,000 barrels per day in 1997 (annual value of $2.5 billion in 1997). In 1998 Gabon suffered a dramatic fall-off in oil and timber prices, while oil production began declining. Oil production in 2000 will be about 300,000 barrels or 14 million tons, but it is expected to halve by 2005. Timber exports in 1998 were 1.8 million cubic meters (worth $282 million), but they grew to about 2.4 million cubic meters in 1999. Manganese exports were just over 2 million metric tons in 1998 and 1999 (worth $139 million). Gabon remains highly dependent on imports and France remains the leading supplier with 39 per cent of total imports. The United States accounted for only 6 per cent of Gabon's imports, but in 1998 was the main destination for Gabon's exports (about 68 % of the total), because of oil purchases.

My correspondent then went on to cite AIDS, malaria and TB amongst others. All the world is concerned, particularly in Africa, with the terrible threat of AIDS, and it is understandable that there are those with different opinions about priorities in the deployment of health resources. But the case for polio is sound, because it is something for which we do have a vaccine, a workable strategy, and have shown tremendous progress. The evidence that the strategy is working is irrefutable. Polio already has been eradicated in nations with the same kinds of problems that exist in the 20 remaining polio endemic countries. Gabon President Bongo met with visiting Foreign Minister Tang Jiaxuan on the afternoon of January 15, 2001. Tang conveyed to him the cordial greetings from President Jiang Zemin, NPC Chairman Li Peng and Premier Zhu Rongji, for which Bongo expressed gratitude. In return, he also asked Tang to convey his best wishes to President Jiang, Chairman Li and Premier Zhu. Tang noted that regional conflicts still flare up in Africa in recent years, exerting negative impact upon the unity, stability and development of African countries, adding that causes of these conflicts are very complicated. These conflicts may stem from internal disputes or foreign intervention, political disputes or economic backwardness and poverty, old questions left over from history or new challenges brought by globalization. Therefore, China maintains that the following 4 principles should be observed in order to resolve conflicts in Africa: 1. The sovereignty and territorial integrity of African countries should be respected and their internal affairs must not be interfered in;
