The Bay Area Air Quality Management District—the state's first regional agency dealing with air pollution—was created by the California Legislature in 1955. The District's jurisdiction encompasses all of seven counties—Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara and Napa, and portions of two others—southwestern Solano and southern Sonoma. The District is governed by a 21-member Board of Directors , made up of publicly elected officials apportioned according to the population of the represented counties. The Board has the authority to develop and enforce regulations for the control of air pollution within its jurisdiction. The District's five-member Hearing Board is an independent body which hears pleas from industry for variances from District regulations and which also hears cases brought by the District against violating sources. Acting as a judicial body, the Hearing Board rules on accusations against sources that have not corrected violating conditions in a reasonable length of time.

Who can help?
Actually, we all can help. There is a core hydrogen community of scientific and engineering professionals developing the technologies for hydrogen applications, as well as individual entrepreneurs and large corporations who are commercializing hydrogen systems. Between this core community and the public, for whom the products and systems are intended, there is another group who is key to the successful introduction of hydrogen into our social infrastructure. These are the facilitators and they include: Educators Local regulators Insurers Investors Politicians and public service officials The novelty of hydrogen also attracts the attention of special interest groups and the general public when applications are introduced into their communities. In many new application situations, we have little or no previous experience. Just as we did with gasoline, natural gas, propane and other fuels that are common today, we need to create a common consensus on the use of hydrogen. The facilitators will be active participants in this exercise. We can address the safety issues through a number of approaches, including:

    Home Environment Hydrogen General Information Future Fuel This leaves solar and nuclear energy as the only two known options for the future. The future of solar is the more robust because of its varied uses and its little-to-no environmental impact. One of the technologies with the greatest potential is the use of solar-generated hydrogen as a transportation fuel replacement, as well as the fuel for fuel cells. The Hydrogen Research and Applications Center is working to meet the challenges of helping to develop this clean and abundant fuel. Why is Hydrogen Important to Florida? One of the most important technological challenges for Florida's future is the research and industry development needed to obtain an abundant fuel that will eventually replace our present fossil-based fuels. Experts agree that hydrogen will be this replacement fuel. Hydrogen is now used primarily to launch space vehicles. In the future, it will be used increasingly on Earth as well. The use of hydrogen offers Florida the opportunity for a stronger economy, a better environment and an enhanced ability to remain the nation's premiere spaceport.

Related Resources Biomass Index And today, wood is still our largest biomass resource for bioenergy. But many other sources of biomass can now be used for bioenergy, including plants, residues from agriculture or forestry, and the organic component of municipal and industrial wastes. Even the fumes from landfills can be used as an energy source. The use of bioenergy has the potential to greatly reduce our greenhouse gas emissions. Bioenergy generates about the same amount of carbon dioxide as fossil fuels, but every time a new plant grows, carbon dioxide is actually removed from the atmosphere. The net emission of carbon dioxide will be zero as long as plants continue to be replenished for bioenergy purposes. These energy crops, such as fast-growing trees and grasses, are called bioenergy feedstocks. The use of bioenergy feedstocks can also help increase profits for the agricultural industry.
