Description of events.
The violent events in Moscow on October 3-4, 1993 were the culmination of a long developing conflict. At the end of 1991, Yeltsin and other presidents of former Soviet republics signed the treaty dissolving the U.S.S.R.; at the end of December of 1991, M.Gorbachev , (the President of the Former U.S.S.R.) leaved the Kremlin. At the beginning of 1992, just after the breakdown of the U.S.S.R., Yeltsin and his government started a hard-lined monetary economical policy which was increasingly unpopular. This policy was called by a word of mouth "a shock without therapy", in contrast to the economic reform in Poland named there "shock therapy". Due to breakdown of U.S.S.R and the centralized state-planned economy, many traditional economic and trade ties and markets were lost. Living conditions of the significant part of Russian population quickly deteriorated. Political and economical crisis was made even worse by the struggle for power between Yeltsin from one side and his opponents in the Russian Parliament (together with Vice President Rutskoi ) from another side.     After the USSR: how 15 republics handled the mail
    Introduction
    The English versions of these country names may be spelt in various ways according to how the 'Russian' or Cyrillic spellings are transliterated. I have tried to be consistent: some of the central asian republics are now using Turkic Latin alphabets, which are different again. In these pages I refer to some of the semi-autonomous areas within the former USSR countries, and may include some of the background or history of these states. It is not my intention to offend anybody from any of these areas or any of the adjacent areas with which there may be or have been reported disputes. Anything you find here has been taken from British press reports, international publications, or from other internet sites.
    The creation of 15 newly independent states heralded an exciting period of philately and postal history, as they declared independence or had it thrust upon them. Some of these states had issued stamps before, but others, whose status had been established by the USSR, were new. The Baltic States - Estonia, Latvia and Lithuania - were well prepared for their independent status due to close ties with Scandinavia and the west, and issued stamps in 1991. Further east and south, other new republics - not immediately able to create similar links - were left stranded with only stamps of the USSR. These remained valid - at least initially - but were not, of course, universally popular.
    The USSR had issued 'omnibus' sets or series of stamps in a theme, with a stamp for each republic. For one of these, showing traditional musical instruments, stamps were issued by the USSR in 1989 (4), 1990 (4), and 1991 (3), leaving the Tadjikistan, Turkmenistan, Armenia and Estonia designs unissued. Only the Tadjikistan and Turkmenistan designs were issued by the new republics, in 1992. Other similar 'sets' include:

    Translated by Yoshiyuki SUZUKI and Cathy FISHMAN A Shortage Of Information On Jazz In The Former USSR The shortage of information on contemporary jazz in the countries of the former USSR makes it difficult for us to discuss this music. It was only several years ago that people in Western countries had their first opportunities to hear actual performances of jazz from this region. In fact, no former - USSR jazz album was released in the West until 1980, when London's Leo Records released an album which became the object of a great deal of interest and curiosity. Until then, many Western people doubted that standard jazz even existed in the former USSR. Today, the former USSR is experiencing such a severe paper shortage that only an extremely small number of music magazines and books are being published. Nikolai Dmitriev, editor-in-chief of "Jazz" - the only jazz magazine in the former USSR - laments, "We can only obtain enough paper to publish one issue a year." Because of this situation, we in the West have less and less information about music in this region. Another difficulty is the fact that many areas of the former USSR broke away and became independent states. Since the Soviet era, each area and ethnic group has incorporated its own folklore into jazz to create its own jazz mood and style. But the separation and independence of these areas has made it nearly impossible to gather comprehensive information on this music.

He might have used his triumph to provide a clean break with a Communist culture that taught and required individuals to subsume their interests to the state's.     PREFACE
    "A Survey of Russian Television" was commissioned by USAID to provide an overview of the Russian television industry and a recent history of its development. At present there is no comprehensive source of information on this subject. Those fragmentary sources which exist focus on the national networks and neglect the regional TV marketa segment which is quickly increasing in importance. Internews hopes that this survey will help fill this gap in the literature on Russian television. The survey is primarily intended for researchers in both Russia and abroad who follow the Russian TV marketin academia, in media, in government, and in the investment community. The survey will help investors better understand the political, economic, and legal situation in which they work; it will help equipment and program suppliers understand their market in Russia; and it will help the TV market itself by providing a reliable source upon which the international community will be able to draw, particularly increasing the information available about regional independent media. The survey includes sections on governmental and non-governmental television, the growth of networks, the development of the programming market, advertising and media research, media regulations, and education. It also looks at the role of television news in Russian society.

    YerSRIMM-The pioneer of Armenian computer science Real progress in development of computer machinery in Armenia starts in early 50's. On the initiative of presidium of Academy of Sciences, Yerevan Scientific Research Institute of Mathematical Machines (YerSRIMM) was founded in 1956. The leading role in organization of institute played young scientist, now academician Sergej Mergelian -the first director of YerSRIMM. The name "Institute of Mergelian" is used synonymously with the name "YerSRIMM" until now among the people in Armenia. The famous scientists Artashes Shahinyan, Andronik Iosyfian, Fadey Sarkisyan were the Institute leaders. Well-known academicians, scientists and engineers are amongst Institute alumnus. Until the present, the development of Armenian computer science was based mostly on the activities of institute staff. The first in former USSR universal second generation computer "Hrazdan" was designed and successfully turned over to state commission in 1960. Subsequently this computer was improved, and its new modification "Hrazdan-2" finds a wide application in science and industry. In 1965 into operation was turned over next modification of universal computer "Hrazdan-3". On the base of computer "Hrazdan-3" in YerSRIMM was developed computing complex "Marshrut-1", which to a great deal simplified and quickened booking-office operations on rail-junctions. For a long time it was in use on several railway stations in Moscow.
