Background Private forestry policies in Queensland OVERVIEW - QUEENSLAND GOVERNMENT'S PRIVATE FORESTRY POLICIES Background The Queensland Government is publicly committed to policies that foster a vibrant and sustainable private forest industry. A significant expansion of private investment in forestry operations is also a major plank of the Queensland Government announcement about the South-East Queensland Forest Agreement (SEQFA) Strategy. Achieving this outcome is crucial to maintaining the vitality of the Queensland forest industry and many regional economies dependent on forestry. The development of private forestry policy in Queensland has been guided by joint National/State strategies like the National Forest Policy Statement (NFPS) and the Plantations for Australia: The 2020 Vision . The NFPS is seen as the blueprint for the future management of Australia's forests. The NFPS was signed by Commonwealth, State, and Territory Governments in 1992 in consultation with a wide range of stakeholders. The development of an internationally competitive and ecologically sustainable forest industry throughout Australia was the underlying intent of the NFPS. The Queensland Government recently announced a plan for the future management of forests in South-east Queensland - the SEQFA. This agreement has been signed by both the Queensland timber industry and conservation groups, but has not been accepted by the Commonwealth Government as meeting the requirements of a Regional Forest Agreement.

Government Support
The National Forest Policy Statement and the Wood and Paper Industries Strategy provide a strong framework for the Commonwealth and State Governments' support for forestry development in Australia.
The National Farm Forestry Program is supporting a number of projects with joint commonwealth-state funding to promote forestry and plantations on cleared farmland:
  • Industry development
  • Demonstrations, extension and training
  • Cooperation between regional stakeholders and production of regional strategies
  • Inventory of private farm forestry, land capability database, growth analysis and modelling.
Commonwealth
The Australian Taxation Office has removed some former impediments in the tax law, and released Taxation Ruling TR 95/6, detailing the income tax treatment of forestry. TR 95/6 states that: "A taxpayer who is engaged in 'forest operations' is a primary producer for income tax purposes if those forestry activities constitute the carrying on of a business".
In 1997, the Commonwealth Government ruled that export controls on unprocessed wood would be removed for sustainably managed plantations.

Role of Local Government in Private Forestry Development
Project

Recognising the importance of local government's role in private forestry development, the Private Forestry Local Government Project Team was established to provide guidance to the Private Forestry Council of Victoria, on issues concerning local government.
Local government plays a critical role in Victoria's private forestry development, ensuring sustainable management of private forests as well as appropriate plantation development.
The project team comprises representatives from local government around the State and officers from relevant state government departments, including the Department of Natural Resources and Environment and the Department of Infrastructure.
Objectives
The project team aims to inform and obtain feedback from local government on private forestry issues, and help implement initiatives that will assist them in their role in administering private forestry.
Achievements The Code Initiatives on Private Land Project is a successful initiative that has been developed by the project team. It will investigate how the Code of Forest Practices is best applied and monitored on private land and provide a system of accreditation for harvesting managers. It will also assist local governments to manage their private

Government Permitting Process In Washington, timber harvesting and related activities on private lands (road construction, chemical application, reforestation) are regulated by the State's Forest Practices Act and Forest Practices Rule. The Act and subsequent rules protect water, fish, wildlife and capital improvements of the State and its political subdivisions while maintaining a viable forest products industry. Foresters from the Department of Natural Resources (DNR) utilize the Forest Practices Act and provide field administration and assistance. Offices are staffed in each of the seven DNR regional offices. They are available to answer your questions, to help you understand the rules, and to assist you in obtaining a permit. Forestry
Rural Development Division (RDD) promotes the closer integration of forestry with environmental and regeneration activity at a national level. RDD works closely with a number of Government and non-Government organisations (as well as with other Defra branches and divisions) on forestry policy issues, and sponsors the work of the National Forest Company.
The Forestry Commission
The Forestry Commission is the main Government Department in England concerned with general forestry matters. The most up to date statement of Government policy on all aspects of forestry is the Forestry Strategy for England . This can be downloaded from the Forestry Commission web-site in " Adobe Acrobat " format. This strategy was prepared by the Forestry Commission, DETR and a number of other Government bodies. It was published by the Commission in 1998 and describes how the Government will deliver its forestry policies in England, setting out the Government's priorities and programmes for forestry for the next five to ten years.
National Forest
The National Forest Company was established in April 1995 to oversee the creation of a new forest for the nation - The National Forest. The Company is limited by guarantee and its founder members were the then Secretary of State for the Environment and the Minister for Agriculture, Fisheries and Food. The forest will provide benefits in the form of landscape improvement, recreation, education and nature conservation. In doing so it will help regenerate the economy of the area it covers.
