Rumsfeld Wants Recruits
Defense Secretary Donald Rumsfeld says teachers should support the war on terrorism by helping the military to recruit high school students. In a Nov. 6 letter to school officials, cosigned by U.S. Education Secretary Rod Paige, Rumsfeld said schools should open their doors to recruiters by "presenting military opportunities to our young people for their consideration." Two new federal laws would require high schools to provide student records to recruiters, although parents would be able to "opt out." NYPost.com
Students Leave Voucher Schools
In Florida, more than one in four students who requested taxpayer-funded vouchers for private schools this semester have transferred back to public schools. Many returning students said they felt more comfortable at their neighborhood schools, even if they were labeled by the state as "failing." A 1999 Florida law allows students at public schools that earn a failing grade two years out of four to get vouchers to attend private schools. Nearly 9,000 students became eligible for the vouchers last summer. 607 students requested vouchers, and 170 have returned to the public schools. (Miami Herald)
Latino Dropout Rate Soars
According to a recent study from Washington D.C., the number of Latinos in the Southwest who dropped out of or never attended high school rose by more than 50 percent during the 1990s.

Long Gray Lines

The Southern Military School Tradition, 1839-1915
by Rod Andrew Jr.
Introduction.

Much of what little study there has been on southern military education has addressed the concept of a distinctive southern military tradition. The idea of a southern military tradition is a prominent but not universally accepted theme in the historiography of the South. Some historians claim that due to geography, frontier conditions, incessant warfare, slavery, and cultural notions of honor, the South developed into a remarkably militaristic society, fond of military display, preoccupied with war and notions of martial glory, and holding up military service and military training as honorable activities for males.[2] John Hope Franklin attributed the antebellum South's fascination with military schools to this military tradition and to the South's growing defensiveness and pugnacity as it perceived a growing threat to the institution of slavery. Other historians, such as Marcus Cunliffe and Don Higginbotham, have since denied that the antebellum South was a uniquely militaristic society, and they have pointed out that, at least initially, the military college was a northern innovation. They even deny Franklin's assertion that military schools were very popular in the South before 1861.[3] The debate over the distinctiveness of southern militarism often bogs down in statistical comparisons of how many southerners and northerners attended West Point, sectional representation within the officer corps, the actual effectiveness of local militias, and similar issues. Confusion over the definition of

Last Update 04/03/03 Florida Operation Hurricane Andrew On August 27, 1992, major units throughout the XVIII Airborne Corps began their deployment to Dade County, Florida, to assist in disaster relief operations in the aftermath of Hurricane Andrew. At peak strength, the Corps had 16,000 soldiers deployed to South Florida. The mission of the Corps was to provide immediate emergency relief including food, water, shelter and medical aid. During subsequent phases, the Corps conducted debris removal operations, repaired schools, established relief supply distribution centers and assisted the local government in establishing sustained recovery operations. All disaster relief functions were eventually turned over to civilian contractors, and Corps units returned to Fort Bragg by October 21.

History of Florida State University
Classes were held at the West Florida Seminary from 1857 until 1863, when the state legislature changed the name to The Florida Military and Collegiate Institute to reflect the addition of a military section which trained cadets. During the Civil War, cadets from the school, ranging in age from twelve to eighteen, fought in the Battle of Natural Bridge and helped make Tallahassee the only Confederate capitol east of the Mississippi not captured during the war. As a result of the brave action of the West Florida cadets in this battle, the Florida State University Army ROTC cadet corps today is one of only three in the nation authorized to display a battle streamer with its flag, which bears the words NATURAL BRIDGE 1865. After the end of the war in 1865, however, Union troops under General McCook descended upon Tallahassee and occupied the city (including campus buildings), remaining for more than a month.
In 1883 the institution, now long officially known as the West Florida Seminary, was organized by the Board of Education as The Literary College of the University of Florida. Owing to lack of means for the support of this more ambitious project, and also owing to the fact that soon thereafter schools for technical training were established, this association soon dissolved. It remains to be remarked, however, that the legislative act passed in 1885, bestowing upon the institution the title of the University of Florida, has never been repealed. The more pretentious name is not assumed by the college owing to the fact that it does not wish to misrepresent its resources and purposes.

Florida's Youth Challenge Program During the 1980's, the Rockefeller Foundation identified the need in our country to provide opportunities for young people working to overcome problems in their lives which included being high school dropouts. In 1991, the Joint Armed Services Committee directed the National Guard to develop a plan to "Add value to America" by providing values, skills, education, and self-discipline to young people incorporating the structure and esprit de corps found in the military model. A five-year Challenge Pilot Program began operating in 10 states in 1993 under Public Law 102-484 and has since been embraced by more than 25 states. Our Beginning . . . The Florida Youth Challenge program is endorsed by the State and is a cooperative effort between the Department of Education, Department of Juvenile Justice, Department of Children and Families, Clay County District Schools, and the Department of Military Affairs, i.e., the Florida National Guard. The Florida Youth Challenge Academy will be located on Camp Blanding (45 miles west of St. Augustine) and housed in an existing military complex currently being renovated to meet administrative and operational requirements.

When Madrid, Spain-based technology company Indra Sistemas decided to quadruple its Winter Park operation, it found many helping hands to ease the transition. Indra, which is involved in simulation and training systems, defense electronics and information technology, was assisted by state economic development officials and the governor's office, the Orange County Economic Development Council and the University of Central Florida. That support, which includes a $5,000 tax credit for each new Indra worker, exemplifies the Central/Space Coast's determination to continue diversifying its economy and strengthen an already robust high-technology sector. "The availability of extremely qualified people for highly technical jobs was a key for us," says Salvador Navas, Indra's Florida general manager. "We have 36 employees, and our three-year expansion plan calls for 160. Those jobs will pay an average of $61,000 a year." Navas says the region's existing high-tech environment - such as UCF's Institute for Simulation and Planning and the U.S. military's procurement offices for simulation - were big factors for Indra.
